Dear Mr. Clark:
The Board of Directors of Children ' s Aid and Family
Service has voted to investigate the possibility of
remodeling our present building at 8 Trumbull Road
in order to provide additional office and counseling
areas for our agency programs. We presently have
five staff members housed in rented space in another
location and we have been asked to move them because
the space they are occupying is needed for other use.
Children' s Aid and Family Service is an adoption and
counseling agency, our clients are seen approximately
one hour a week and we have no live-in programs .
What we would like to do is renovate the attic and
basement.
The question I have is , is it feasable to use the base-
ment as the finished ceiling height would be about
6 feet 11 inches . The basement would be used for group
and play therapy rooms for children.
I would appreciate some information on this because
if this area cannot pass state inspection we will have
to look for other housing.

Per One and Two Family Dwelling Code 2103,6.2, Ceiling
heights in habitable rooms, other than kitchens, storage
rooms and laundry rooms, shall have a ceiliug height of
not less than seven (7) feet three (3) inches.

Reference your letter dated March 6, 1980, and letter dated
M-rch 20, 1980 from the State Building Code Commission$ of
which you received a copy advising irformation concerning
the ceiling height in the basement of your property:
It is the opinion of this office that you may occupy the
area under Section 2203.3 of State Building Code, Appendix
T$ Part Two, which allows an alternate to Section 506.3.1
of the Code stating the ceiling height of 71-3" be main-
tained.
Therefore, at the entrance to the concerned area, please
post the followings

RE: Your March 12 Letter - Ceiling Heights in Existing Buildings
Dear Mr. Tewhill:
This is in response to your letter dated March 12, which inquired about
allowable ceiling heigts in existing buildings.
Section 506.5.1 of the building code requires a minimum ceiling height of
7`3" in habitable rooms. There are two methods whereby this requirement
may be waived in an existing building. One such method would be for the
permit applicant to receive a variance from the requirments of Sec. 506.5.1
from a building code Board of Appeals (see Sec. 126.0) . The other method
whereby the minimum ceiling height could be waived would be for the permit
applicant to propose a compliance alternative (see Sec. 2203.3) which you
feel is an acceptable alternate to Section 506.5.1. Appendix T, Part Two,
of the building code shows examples of the use of compliance alternatives
to solve other physical problems involving code compliance in existing
buildings.
Please feel free to contact this office if you need to further discuss either
of the above mentioned methods.
