Boyle regarding access to the lot coned GB and located in between Chestnut St . and Keyes St . in Florence (known as Keyes Meadow) . It is our understanding from our conversation today that Mr . Boyle would have to apply to the Zoning Board of Appeals for a special permit in order to have vehicular access to this property from Chestnut St . As you pointed out , this is required by Section 8. 10 #18 of the Zoning Ordinance , since he would be crossing a residential area for non-residential use . It is our understanding also that he would have to apply to the Planning Board for a special permit to gain access to this property from Keyes St . , since he does not own frontage on Keyes St . (as required by Section 0. 12 of the Zoning Ordinance) . It is our understanding that you will not accept application for any building permits on this property until he has obtain one or both of the special permits outlined above . Moreover , it is our understanding that any building permit requested of you for the property in question will not be granted until the application is reviewed by a review board made up of yourself , the Planning Board, Kathy Fallon , the City Attorney, Paul Hadsel of the Department of Public Works, and Larry Jones of the Fire Department .
