Present and voting were Acting Chair Andrew Crystal, Marion Mendelson, Judith Hale, John Cahillane, James Holeva, E. John Gare, III and Dr. Josef Arnould. I The Findings were as follows: The driveways requested have Department of Public Works approved dimensions, and slope down from the road, thereby not causing stormwater runoff to Kennedy Road. Puchalski Municipal Building, Northampton, MA. Present were Acting Chair A. Crystal, J. Cahillane, J. Hale, M. Mendelson, J. Arnould, E. J. Gare, and J. Holeva. MINUTES: Mr. Gare moved the minutes of the February 9, 1989 meeting be accepted without reading. Mr. Cahillane seconded. Mrs. Mendelson pointed out that on Page Three, the new date for Maple Ridge completion was 1990, not 1989. With that change to be made, the motion passed unanimously. At 8 : 55, Ch. Crystal opened the Public Hearing on the request of Christensen-Howard, Inc. for two common driveways. Milton Howard appeared and put up a site plan on the board, showing four lots on a 12-acre site, with driveways that have DPW-approved dimensions, which he called "combined driveways, " since they straddle the property lines on the two pair of lots. He said they would be surfaced with trap rock, and that they slope down from the road. Mr. Smith opined, "We should encourage common driveways--less runoff, less cutting, and fewer turning movements. " Mr. Andrikidis asked that easements and restrictions be presented to the DPW when Christensen-Howard applies for driveway permits from the DPW. There being no one present to speak in support or opposition, Mr. Holeva moved the Public Hearing be closed. Mr. Gare seconded, and the motion passed unanimously. Mr. Gare moved that the Special Permit be granted subject to the following conditions: 1)Easement documents be given to the DPW as requested; 2) House numbers be posted at the intersection of the driveway with the street; 3 ) that the easements be recorded with the deed, and the utilities be within the right-of-way. The motion was amended to include all of the above. Mr. Smith went through the Section 10. 10 criteria and the Board agreed they were all met.
