Work involving lead containing paint is required but not limited to, requirements for worker training, medical surveillance, and waste disposal. OSHA does not provide a standard lead concentration for determining lead based paint. Their approach regarding determining lead hazards is to evaluate the type of work being performed, with torch burning, abrasive blasting, and similar work that might generate the highest levels of lead dust or fume, being of most concern. However, common sense dictates that the higher the lead content in paint, the higher will be the airborne lead concentrations when paint is disturbed. Thus, particular concern and careful evaluation of work practices shall be taken by the contractor and any subcontractors who disturb painted surfaces or components where lead concentrations exceed 1.0 mg/cm2. This is the concentration established by the U.S. Department of Housing and Urban Development for abatement action associated with compliance with childhood lead poisoning prevention programs. Caulking compounds used as glazing material, sealing the glass to the window sash, were determined to contain <1 ppm PCBs. In accordance with PCB regulations (40 CFR Part 761), caulking compounds containing <1 ppm PCBs are not required to be cleaned up prior to renovation work. Concentrations of leachable RCRA 8 metals identified, in a representative sample of the waste stream resulting from the demolition of the building, were less than applicable regulatory limits. Exploratory demolition was not performed and potential hidden asbestos may be present. Caution should be used during renovation/demolition activities. Electrical systems and/or components were not included in GEC's survey due to the safety issues inherent with sampling such systems. The information contained in this report regarding the presence or absence of lead paint does not constitute a comprehensive evaluation of lead-containing components in accordance Massachusetts Department of Public Health (DPH) Child Lead Poisoning and Prevention Regulations. GEC understands that the purpose of renovation work is to repair or upgrade the property and not to abate lead hazards or achieve a Letter of Compliance. Conclusions/Recommendations Asbestos-containing materials (ACMs) were identified during GEC's inspection. Identified ACMs should be removed, handled, and disposed of properly, in accordance with applicable state and federal regulations prior to building demolition. Any suspect asbestos-containing material that is discovered during building renovation/demolition that is not included in this report should be assumed to contain asbestos until further bulk sampling and analysis is performed. Lead containing paint was identified on select interior and exterior building components. Renovation or demolition work involving lead containing paint is subject to OSHA's Lead in Construction Standard. In addition, PCB-containing caulk is considered PCB bulk product waste if the concentration detected in the caulk is >_ 50 parts ppm. Samples were collected and submitted to Con-Test Analytical Laboratory in East Longmeadow, MA. Samples were extracted using USEPA Method 3540C (Soxhlet Extraction) and analyzed for PCBs using USEPA Method 8082. The U.S. Environmental Protection Agency (EPA) promulgates guidelines and regulations for the proper handling and disposal of certain types of waste in accordance with the Code of Federal Regulations. Part of the regulatory requirements involves monitoring a list 8 metallic elements known as RCRA 8 metals commonly found in construction or demolition debris. These regulated metals include arsenic, cadmium, chromium, lead, mercury, selenium, silver and barium. One (1) composite bulk sample representative of the building debris resulting from the demolition of the building was collected and submitted to Con-Test Analytical Inc. in East Longmeadow, Massachusetts for analysis of RCRA 8 metals by Toxicity Characteristic Leaching Procedure (TCLP). The TCLP is a test designed to simulate the leaching a waste will undergo if disposed of in a sanitary landfill. Concentrations of RCRA 8 metals identified in the composite bulk sample collected were less than applicable regulatory limits. PCBs were added to caulking for durability, resistance to degradation, and as a softener/plasticizer for application. On January 5, 2015, GEC collected representative samples of window glazing compounds to assess the concentration of PCBs associated with these materials. Two (2) samples of glazing compounds were collected. A duplicate sample was also submitted and analyzed to verify lab results for quality control purposes. Testing was performed utilizing a Thermo Scientific Niton XLp XRF Analyzer on December 22, 2014.The instrument was calibrated prior to and following testing according to the instrument manufacturer's protocol. Lead-Based Paint (LBP) is defined by the Department of Housing and Urban Development (HUD) standards (24 CFR Part 35) and the United States Environmental Protection Agency's (USEPA's) Toxic Substances Control Act (TSCA) as any paint surface coating that contains lead equal to or exceeding 1.0 milligram per square centimeter(1.0 mg/cm2) or 03 percent by weight. Furthermore, the Occupational Safety and Health Administration (OSHA) require that employers utilize proper procedures to limit potential employee exposures during activities that disturb paint containing any amount of lead (i.e. >0.0 mg/cm2). The OSHA Lead in Construction Standard (29 CFR 1926.62) considers any level of lead (i.e. >0.0 mg/cm2) to be potentially harmful to workers when disturbed during construction related activities. Specific work practices and worker protection are required based on the nature of the disturbance. Lead-based paint was detected in materials in the building including, but not limited to, select plaster walls and ceilings, exterior window and door components (casings, trim, sashes, etc.), exterior shake siding and porch components.
