Until construction is completed and all tributary areas are stabilized, frequent inspections and maintenance of the drainage system will be required. After construction a minimum of annual inspections and maintenance of all system components is required. The drainage system shall be inspected and maintenance of the system shall take place after major storm events. Annual maintenance of the drainage control structure and water quality swales is required to remove accumulated sediment and floating materials as protection to the wetlands and to avoid sedimentation in the detention basin. The control structure is designed for easy accessibility and shall be checked in the fall and spring to remove any debris at the orifice inlets and shall be cleaned as necessary. Planting and/or vegetation around the detention basin is not specifically required unless for aesthetic preferences. Plantings shall be kept at a minimum and embankments of the basin should SO be kept clear of larger,woody vegetation that could result in root penetration or windthows weakening the embankments. go All other areas around the proposed parking area shall be maintained as lawn and/or planted areas. Annual inspection of the system shall be performed by the owner between April 15 and May 1. After the annual inspection is performed if any maintenance is required,the owner shall contact a licensed contractor qualified to perform the necessary maintenance. The contractor shall perform the necessary maintenance to remove sediment and debris from the site and properly dispose of the material at the end of the snow season but no later than May 15. 2. The owner shall inspect the system after major storm events and contact a licensed contractor as outlined above, sediment and debris shall be properly disposed of off the site. Routine and Non-Routine Maintenance Tasks: The owner shall keep the stormwater system in working condition at all times. These tasks shall be performed daily and any material shall be disposed of properly. Plan for Sediment,Debris, and Oil Disposal: The owner shall obtain the services of licensed contractor to perform this operation and maintenance plan. These contractors shall provide to the owner records of the approved sites for disposal of sediment, debris and oil. Copies of these records will be available upon request. Construction Related Controls: Prior to construction a synthetic filter and/or haylstra,,€�bale barriers shall be installed, as shown on the accompanying plans and details. During construction existing roadways,parking areas to the site, and effected portions of the public roadway shall be swept periodically, as required or directed by the Project Supervisor. If necessary, a stone tracking mat shall be installed and maintained at any point where construction traffic from an unpaved road enters into the paved portion of the site. All erosion and sediment control measures shall be inspected daily during grading and after all rain storms by the contractor and shall be kept in functioning condition until tributary areas are stabilized. Sediment shall be removed from silt fences,check dams, and filter dams when it reaches a depth of six inches. Filters shall be cleaned or replaced when water continuously ponds over six inches deep. Ponded water shall be discharged to an upland area with sediment controls, as required. If any questions arise regarding erosion and sedimentation control measures the Environmental Professional and/or Project Engineer shall be consulted immediately. �w EROSION CONTROL SPECIFICATIONS on 1. The work proposed within Northampton is the partial construction of a detention basin/water quality swale. Also located within the Buffer Zone is the planting of one Red Maple. Performance Standards: Work within the 100 foot buffer zone is permitted provided that one of two criteria are met: 1.) The work does not alter a bordering vegetated wetland, bank, or land under water. OR 2.) If the work will alter a resource area,the performance standards for the resource area will be met. The two intermittent farm drainage swales, which are located to the west and south of the property, will not be altered. Erosion Control Measures: Prior to the construction, hay bales shall be installed as per plan and specifications. No work shall comment;until all erasion controls are in place. The erosion controls shall be maintained by the owner of the property. m m IN NARRATIVE STATEMENT Pagel of 2 November 5, 1999 Mill Valley Molding, Inc. 15 West Street West Hatfield,MA Proiect Description: Applicant/owner is proposing to construct a 130' x 150' building addition and additional parking areas as well as the construction of a detention basin/water quality swale(of which 10,376 S.F. is located within the 100' Buffer Zone in Northampton). The proposed work is located within 100' of a Resource Area(Bank of a Drainage Ditch). This work is shown on plans entitled, "Site Plan of Land in West Hatfield Massachusetts, Dated August 30, 1999 sheet 1 of 2" and "Construction Details and Notes Plan, West Hatfield Massachusetts, Dated August 30, 1999 sheet 2 of 2", both prepared for Mill Valley Molding, Inc. The existing intermittent farm drainage Swale, which runs along the southerly boundary of the property, will remain unaltered. A water quality swale will connect into a detention basin, which provides for proper stormwater management. Also proposed is the addition of landscaping and plantings, of which five trees will be located in Northampton. The trees proposed to be planted in Northampton are two Red Maple, two Column Maple and one Littleleaf Linden. Canon. wo Site Description: The site is currently occupied by a light manufacturing building called Mill Valley Molding, Inc. The building is approximately 8,772 S.F. located in the center of the parcel towards West Street. Bordering the parcel to the west and the south are intermittent farm drainage swales. The existing building is surrounded to the west and south with paved parking areas. Behind the parking area is a large grassy meadow area, which is partially located in the City of Northampton. Within the middle of the parcel is a two foot wide intermittent drainage ditch, which is connected to a detention basin located on the parcel to the north of the site. Topography: The topography of the project can be seen on Locus Map(USGS Map)and the enclosed plans. Open Water Bodies: There are no open water bodies within 200 feet of the project area. Performance Standards: Work within the 100 foot buffer zone is permitted provided that one of two criteria are met: 1.) The work does not alter a bordering vegetated wetland, bank, or land under water. OR 2.) If the work will alter a resource area, the performance standards for the resource area will be met. The drainage ditch, which is located in the center of the property,will be altered but all performance standards will be met by the relocation and expansion of the drainage ditch. The existing drainage ditch provides for little to no wildlife habitat to the unstable slope. Performance Standards Meet: The water quality swale will be constructed with stable banks. The water quality swale will have a greater water carrying capacity. The water quality swale will improve water quality. The water quality swale will allow for a stable wildlife habitat and provide for important wildlife habitat functions. The above Performance Standards are outlined in 310 CNM 10.54 (4).
