Present and voting were Dr. Peter LaBand, Robert Reckman, and M. Sanford Weil, Jr. The findings were as follows: Section 11.9 criteria have been met: - the apartment will be occupied by applicant's family (Mr. Fournier's mother and father) and never occupied by more than three people; - the apartment will be a complete and separate housekeeping unit with both a kitchen and bathroom; - the exterior appearance of the house will remain basically unchanged; - the gross floor area of the accessory apartment does not exceed 30% of the house; - off-street parking is provided. Section 10. 10 and 10. 11 have been met as follows: - the use requested is listed in the Table of Use Regulations as a special permit in the district for which application is made. - The requested use bears a positive relationship to the public convenience or welfare because it allows low-cost housing for the elderly. -The requested use will not create undue traffic congestion or unduly impair pedestrian safety. - The requested use will not overload any public water, drainage, or sewer systems.
