repairs improperly without permits and told him it is control construction and will require a registered design professionals over-site.Once
recieve your report on the remaining egress then Mr.Beadle can hire a registered design profressional to take on the project which
presumably would be your firm.Then if Mr Beadle wants to use the contractor who did work without a permit in the first place he can do
it and if necessary they can redo it until it is correct.

1. The existing columns and support bases resting on the porch deck framing are
in extreme disrepair and not structurally sound.
2. The porch decking is in poor conditions and has several areas that I consider
unsound.
3. The floor framing appears to be in fair condition, but much of it is hidden by
layers of lattice and vinyl siding apron material..
4. The flashing and caulking conditions where the porch structure meets the main
building has failed and past and continuing water damage is apparent.
Mr. Beadle will be discussing with the building owners the options which include
demolition of this portion of the porch or rebuilding the damaged portions. I
informed him he will be required to coordinate that project through your office via
Construction Control, but at this time our firm has not been contracted for that work.
I suggested he maintain the caution tape prohibiting access to the northeast and
north portions of the porch and expanding that caution tape to cordon off the yard
area from the porch face to the adjacent drive and side walk as an additional
precaution until submitting a plan for remediation to your office.
I submit that the repairs to the porch decking in the egress path will be sufficient to maintain
safe egress for the building occupants until the larger issue is addressed.
I do not offer input on the exterior egress stair work on the south of the building as I
understand Mr. Beadle is addressing the permitting concerns directly with his building
contractor.
I hope you find this report satisfactory to allow continued occupancy of the building
(assuming an immediate implementation of the decking repair noted above). I will gladly
present a letter of inspection to you when that work is complete. Additionally, if you would
like to meet on site to discuss other options, I would gladly do so. Please feel free to call

Per the request of Eagle Crest Property Management(who are responding on the behalf of
the property owners to your letter dated August 21, 2013), 1 have personally visited the site
and found the following conditions:
A. The porch area serving the occupant front egress:
1. The portion of porch columns and additional porches above, along the front
(east) portion of the building are in structurally sound condition at the present
time.
2. The porch floor decking at the front steps have significant deterioration and
presently pose tripping hazards.
3. The porch floor framing at this area is in structurally sound condition at the
present time.
4. Existing deterioration and poor flashing/caulking conditions must be addressed
before this area deteriorates further, in which case it could become structurally
unsound.
I have advised Mr. James Beadle from Eagle Crest Property Management to have
the deteriorated porch decking in the immediate path of egress to be replaced in
order to remove the dangerous tripping hazards for the entire width of the front
steps. Because the damage is limited to the outside edges of the decking, and
because the sub-framing is in good condition, this decking repair could be a
Dutchman patch back to sound decking, approximately two to three feet back from
the porch front edge.
B. The porch area to the immediate right(north) of the front steps and the return

level porch to a section directly from the stair to the doors. You are further required to provide an initial
front porch report prepared by a registered design professional to evaluate the condition of the structure

Attached is an evaluation of the exterior stair which was rebuilt without a permit as you initially indicated. k
requirements are not to code as the stair appears to have been constructed according to the Residential c
code which applies to this building due to it containing more than 2 living units. A few of the requirements c
applicable, are not met as well. Because the exterior stair was nearly completely re-built, I agree that it mu
and our attached report indicates where it does not do so. There is ample room for this stair to be built to
The stair at the second floor porch serving the third floor egress has not been modified and therefore I am
non-conforming condition under Chapter 4. While I believe it would be a good decision to reconfigure this
existing porch dimensions may prohibit reducing the run and rise ratio to meet current code.
Please let me know if you disagree with any of my assumptions or assessments and what the next steps v
