SUMMARY The Condominium Association should develop a long term plan based on the informed assessment of the conditions and risks present. With proper management and priorities, the current annual fees seem adequate to maintain this beautiful building. My guesstimate of costs would be premature with so much unknown but a large window in which all above wall likely fall is no more than$100,000 and no less than $40,000. INTRODUCTION OF ISSUES; I found great concern about several conditions observed on site in my recent inspections. The Grove Hill Mansion is an historic treasure that needs to be properly maintained for several reasons; 1. HISTORY; The least significant issue possibly to the Condominium Association may be the preservation of historic architecture, but it is a very weak concern in our country and thus too much is endangered from poor maintenance that too often can lead to total demolition of important elements or total systems. I know your building is generally safe but its character may not be. 2. VALUE; The aesthetics of preserved architecture are a much higher quality and thus it has higher retained resale value than if cobbled up by current quick and cheap construction. The costs to repair poorly maintained systems later will end up being more expense in the long run than will proper construction with proper maintenance. 3. CODES; violations in safety of, Electrical service corrosion, Deck structural integrity, Stairs & Railings dimensions and their structural integrity and Walkway paths all have failed requirements that exist. These can cause huge losses in liability claims whether insurance covers them or not since Liability cases are actually falsely created where code violations are found. 4. TASKS; The critical work to be done is to secure the electrical and occupancy access egress safety issues and to also making the basement unit more habitable. 5. PLANS;An approved direction must address all problems from the basement,through the porches up to the roof drainage system. Implementation can take a phased process but you should not drag out the safety code issues.Aesthetic issues such as replaced railings can take several months to years, but there must be immediate repair for safety within the scope of the larger plan. B. Northampton Building Department I have notified the Building Department that you are addressing the code issues in the building and will submit an inspection and proposed work report for permits. I will follow up with a report with your resolved decisions with drawings as needed to the Building Department. They will likely require a design professional to certify the construction for a building permit. Regardless of their requirements you are far better off pre-determining the best details before getting competitive prices that can follow with efficient construction cost that will sustain your investment as long as possible.
