The requested use for eight townhouses protects adjoining premises against seriously detrimental uses because the residential use conforms to the average density in that location, and-the applicant has made provision for surface water drainage as depicted on plans and information submitted to the Office of Planning& Development. In addition, the applicant has provided a fence and plantings to screen the development from adjoining properties. B. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent streets and minimize traffic impacts on the streets and roads in the area. According to the conclusions of the traffic report, the traffic generated by the proposed development will have no negative impact on traffic flows along Bridge Road. Also, a sidewalk will be installed along the full length of the proposed drive and will connect to the existing sidewalk on Bridge Road. C. The requested use will promote a harmonious relationship of structures and open spaces to the natural landscape, existing buildings and other community assets in the area because the development will preserve as many of the existing trees as possible, and structures will be set back from Bridge Road one hundred and fifty feet, reducing the development's impact on adjoining properties. D. The requested use will not overload, and will mitigate adverse impacts on, the City's resources including the effect on the City's water supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools. E. The requested use meets all special regulations set forth in the Zoning Ordinance under Section 10.11. F. The project complied with the following Technical Performance Standards: 1. Curb cuts have been minimized because only one new curb cut is requested. 2. Properties situated or driveways installed in low lying areas in the path of the natural drainage will be subject to water problems.
