Gline Project Manager Enclosures Document 1 Section 12: Parking Requirement The Zoning Ordinance does not specifically provide a parking requirement or ratio for the existing use, which is a medical facility providing a wide-scoped range of medical treatment and procedures. An in-depth parking and turn-over study has been performed to determine the number of parking spaces required to support the existing development. Currently, a shortfall of 66-spaces is present. Utilizing the number of spaces required to support current development, a ratio of spaces per 1,000 square feet of gross floor area has been developed. This ratio has been applied to the future medical facility expansion, yielding a projected total number of parking spaces required for Master Plan construction. When the number of spaces impacted by the Master Plan construction is accounted for and added to the current shortfall and additional required,the capacity of the parking garage is determined. The parking study submitted as part of this application provides further details on this process. Finally,while the parking study was performed for the full Master Plan construction, the parking impacts from the construction of a new Medical Office Building (MOB) have not been included in the capacity of the proposed garage. It is uncertain if the future development program will include a MOB. The garage capacity has been determined by deducting the parking requirement for the MOB from the final parking study recommended number. Section 13: Traffic Study A traffic study has been prepared and submittal as part of this application. The study is based on the full build Master Plan construction,which includes a new Surgical Suite and Medical Office Building. This application for site plan approval is not for Master Plan expansion, but to construct a parking garage to support Master Plan construction. There are no traffic impacts to the existing roadway network resulting from the construction of the garage, as the garage is not a destination type use. Impacts from Master Plan activities are identified in the traffic study, and will be mitigated when the Master Plan development is submitted to the city for approval. Information submitted in support of this application include the following: • Site Development Plans, including Layout and Materials, Grading and Drainage, Utilities, Landscape and Site Details (7-full size, 9-11 x 17 size) • Proposed Structure Plans, including floor plans and building elevations (16-full size) • Traffic Study in support of Master Plan development, complete with separate Technical Appendices(16-bound copies each) • Parking Study in Support of Master Plan development (16-bound copies) • Completed Planning Board Application and Project Narrative,with attachments (16-copies each) • Check for Filing Fee ($335 for Major Project) • Self-Addressed envelopes,to Owner and Applicant • Stormwater Management Report(16-bound copies) • Zoning Permit Review Form equal in use type and impact,the impacts to health, morals and general welfare are expected to be similar to that of the existing surface parking lot. iii. The proposed use is consistent with that use previously approved by the City of Northampton for this portion of the hospital campus. This previous approval is assumed to meet the general purpose and intent of the Zoning Ordinance, evident by the municipal approval. Since the proposed use is equal in intent and impact to the previous use, it is anticipated that the proposed use will also meet the general purpose and intent of the Ordinance. The proposed use will be constructed in the same footprint area of the existing surface parking lot,while maximizing the use of the available square footage. Constructing a new surface lot to accommodate the same number of vehicles would add to the sprawl of impervious area, creating an increase in the amount of stormwater runoff by a reduction in pervious area and open space. H: Additional Information-City Master Plan Cooley Dickinson Hospital is the only community hospital serving the City of Northampton with immediate and acute care needs. The current facility requires the increased parking capacity of the garage to ensure the appropriate and necessary provision of care to the community. As Northampton's population changes in demographics and expands it's housing base geographically within in the area with the expansion of Hospital Hill and various housing developments; Cooley Dickinson Hospital's building plans are in complement to the needs of the community. Cooley Dickinson's buildings and community healthcare programs support the overall quality of life and enhance the general health of the community. Section 10: Stormwater The proposed use will not discharge stormwater to the City's stormwater drainage system. The existing surface parking lot employs a stormwater collection system that discharged to an on-site detention basin and ultimately an on-site wetland area. The existing system will be reconstructed and diverted around the proposed garage footprint in order to accommodate the construction of the garage. Part of this reconstruction will be the construction of a new connection to the on-site sewage collection system for discharge from the garage and the oil and gas separator. Previous sections of this narrative provide a summary of the anticipated discharge to the sewage system, and a comprehensive stormwater management report has been prepared and submitted. Section 11: First Flush Storage for first flush has not been provided for the proposed project. The stormwater management system designed for the former parking areas will remain in place, and the first-flush requirements approved by the city as part of that pervious approval will remain. The stormwater collected from the proposed structure will be collected in floor- drains within the elevated structure,which must outlet to the municipal sewage collection system after treatment by an oil and gas separator.Treatment to stormwater runoff will occur within the oil and gas separator, which will trap buoyant fuel product as well as removal of sediment. The oil and gas separator will be inspected annually and maintained as required to ensure continued function and proper operation. above flows, after adjustment for travel time, represent the new flow rate to the treatment plant, summarized as follows: 2-Year 10-Year 100-Year Proposed Flow to sewer 4.15 6.27 8.95 iii. Fire protection, streets and schools: The proposed structure will employ a manual dry standpipe system, with a fire department hose connection at the building exterior. The proposed use is consistent with the existing use on this same land portion and is not anticipated to have any additional impact on the fire department. The proposed use has no impact on the local roadway network, as the proposed garage is an accessory use to the existing hospital. This project is being proposed in advance of future Master Plan activities, for which a traffic study has been prepared and submitted. The proposed use will have no impact on Northampton area schools. Mitigation is not currently proposed for the impacts indicated. E: Special Regulations of the Zoning ordinance The proposed project does not require special regulations by the Zoning ordinance. F: Technical Performance Standards i. Curb cuts are minimized: No new curbcuts are proposed under this development proposal. The existing points of egress from the local roadway network are being maintained. Denniston Place will be improved under this proposal, with the installation of new curbing, pavement and roadway striping. Direct access to the proposed garage will be from an existing interior access drive operated and maintained by the hospital. ii. The project does not require more than one driveway from the interior access drive. The current surface lot utilizes three driveway cuts from the interior access road,two of which will be eliminated under this development proposal. iii. Pedestrian access is currently separated from vehicular traffic on site, and this separation will be maintained as part of this development proposal. New concrete sidewalks and access ramps will be constructed as part of the rebuilding of the interior access road. G: Additional Information i. Impact on integrity or character of district: The proposed structure is an accessory use to the main property use. The property is located in a Medical Zone, and abuts a residential zone to the west. The proposed use is consistent with the existing use (surface parking lot)which was previously approved by the City of Northampton. ii. The proposed use is consistent with the existing use located on this portion of the Cooley Dickinson Hospital. The existing use did not have a detrimental effect to health, morals and general welfare, and since the proposed project is C: Harmonious relationship of structures and open space i. The natural landscape: The alteration of the existing landscape and woodland buffer areas has been kept to a minimum. Existing parking area landscape trees that are healthy will be excavated and temporarily placed and maintained on-site for reuse at the completion of construction. The existing woodland buffer will not be altered, and the woodland area to the south of the site will be cleared only to the extent necessary to accomplish site grading. The proposed design integrates increase use of natural plantings and landscaping as well as utilizing the natural slope of the land to minimize the structure visual impact on the site. ii. To existing buildings: The design utilizes structure format and colorations in materials which reflect and respond to the existing campus structures. iii. Other Community Assets: This structure enhances the ability of the community to acquire healthcare services without having to impact parking in surrounding lots in adjacent streets in the area. D: Measure to show that use will not overload City's resources i. Water Supply and distribution System: The proposed use requires a 2-inch water supply to a mechanical room located within the structure for wash down and maintenance purposes. It is anticipated that the deck areas and floor system joints and connectors will be washed and inspected annually. This water service will be cut into an existing on-site distribution main in Denniston Place,which will be lowered to maintain 6-feet of cover once the roadway surface is lowered. ii. Sanitary sewerage and stormwater collection and treatment systems: Currently, stormwater collected for the existing parking area is detained in an on-site detention basin prior to outletting to an on-site wetland area near Elm Street. The Massachusetts Plumbing Code requires that the outlet from the structure drains be treated by a vented oil and gas separator, which must outlet to the sewage collection system because of the potential for fuel contamination. The result of this new connection to the sewer system will be a reduction in flow to the existing detention basin. The stormwater management report for this project models the effect that this change in flow direction, which is summarized below for specific design storm events, in cubic feet per second. 2-Year 10-Year 100-Year (Existing) 44.92 84.37 129.98 (Proposed) 39.33 77.88 128.06 The results show a reduction in flow from the existing detention basin for all design storms. Conversely, there will be an increase in flow to the Northampton Sewage treatment plant. The Northampton Sewage Treatment Plant capacity has a design capacity of 8.7 million gallons per day, with a current average daily flow of 5.0 million gallons per day. The difference in the visible. To mitigate this impact,the most visible facades of the garage will be constructed of material consistent with the surrounding campus buildings. Light and air quality are not anticipated to be detrimentally impacted. Though more visible than a surface parking lot, extensive land clearing is not anticipated for this project,preserving the natural shade characteristics of the existing tree canopy. Impacts to air quality are not anticipated to dramatically change from that of the existing surface parking lot. Approximately 473 more vehicles will be parking in the same area than currently existing. Of these additional vehicles, approximately 90% of these vehicles are either replacing spaces lost by construction or accommodating an existing parking deficit of 66-vehicles. These vehicles are already visiting the hospital campus, and with the given parking shortfall, spend additional time motoring around the parking campus looking for parking spaces. Construction of the garage will provide easily accessible parking space, thus reducing this motoring time. B: Promotion and safety of pedestrian movement on site and on adjacent streets i. Because the parking garage is an accessory use and is not a destination type use,traffic impacts from the garage construction alone will not impact the local roadway network. The traffic study provided for review as part of this application is based on the full Master Plan build-out, and outlines the minor impacts anticipated by the full build-out. ii. Entrances and exits to the local roadway network are not anticipated to change under this construction project. Currently, the hospital maintains access through Denniston Place, one signalized and one-unsignalized driveway onto Locust Street(Route 9) and one unsignalized driveway to Elm Street. The traffic study indicated that at full future build, these access locations do not experience a dramatic drop in Level of Service. iiiA. A review of conceptual plans by the Fire Department has led to the incorporation of a"structured soil" drive along the west side of the proposed garage for fire department access. This drive will originate at Denniston Place and extend the full length of the garage. In order to maintain the existing natural landscape buffer and limit the amount of clearing, the vehicles entering the drive will be required to back out of this area. Inside the structure, the floor to ceiling height is being maintained to allow for handicapped accessible vans to enter the lower parking area. iiiB. Parking spaces are arranges in accordance with the suggested parking layouts contained within the Northampton Zoning by Law, and with one small exception, do not include dead-end drive aisles. In the one area that the drive aisle does dead end, it does so to provide a grading arm between two areas of varying grade differences iiiC. All existing Handicapped Accessible Spaces are being maintained in their current location. The parking garage provides for additional handicapped parking on the first and second levels. An internal elevator is being proposed to facilitate access to upper levels by handicapped people. - rework of existing underground utilities to accommodate footing and foundation excavations, including stormwater collection mains, natural gas services,water service and underground electrical for existing parking lot lighting. - removal of the bituminous pavement and lighting system for the emergency helicopter landing pad, located adjacent to the existing surface parking lot. - Rework of a portion of a second adjacent surface parking lot to accommodate grading requirements of the proposed parking garage, including resetting of existing curbing and pavement, closure of an existing drive aisle and creation of a new interconnect drive between existing drive aisles. Section 8: Site Plan Approval Criteria A: Protection of adjoining premises against serious detrimental uses i. surface water drainage: The project area is currently an existing surface parking lot with complete functioning stormwater collection system, which was previously reviewed and approved by the City of Northampton. The outlet from the stormwater collection system is located in a stormwater detention basin located south of the parking area,which itself outlets to an existing wetland system located further south on Colley Dickinson Hospital property. The collection mains, drainage manholes and catch basins located within this existing surface parking lot will be abandoned and removed as part of the project, in order to accommodate the garage construction. The parking garage will employ a separate stormwater collection system, incorporated into the mechanical system of the garage structure. Because of the structured nature of the garage,the majority of stormwater runoff originated from the top parking floor. The remaining floors experience a greatly reduced runoff amount, due to the cover provided by subsequent upper parking decks. This runoff originates primarily from water dropping off parked vehicles and minor rainfall entering the structure from the open sides. This rainfall amounts to approximately 10-percent of the full rainfall amount. Rainfall runoff from the parking structure must flow through an oil and gas separator. The Massachusetts Plumbing Code requires the outlet from oil and gas separators to connect to a sanitary sewer collection system,where contaminants passing through the oil and gas separator can be treated and removed at the municipal sewage treatment facility. These features are incorporated into the parking garage design. A copy of the applicable section from the MPC is attached for review and reference. ii. The parking garage use is consistent with the current use of the property. Because the existing property is currently a surface parking lot, and the proposed garage fits within the paved surface of that parking lot, extensive clearing of existing tress and landscaped features will not be required. The existing natural forest buffer, consisting of 40 to 50-foot high mature deciduous tress and low ground cover,will remain after construction completion. This buffer will also help to naturally filter vehicle noise. iii. Existing views will be impacted by the construction of the garage. The current views include surface parking for patient and visitor vehicles. The elevated design of the garage will hide these vehicles, but the structure itself will be PLANNING BOARD APPLICATION NARRATIVE COOLEY DICKINSON HOSPITAL LOCUST STREET, NORTHAMPTON, MA On behalf of the project Owner, The Cooley Dickinson Hospital, Vanasse Hangen Brustlin, Inc (VHB) submits the following request for Site Plan Approval, Major Project, for the above referenced property. The abutter notice must include: •the address of your project; •the type of permit and nature of work for which you are requesting a permit; •the date,time,and place of your public hearing. You may also use the public hearing information listed on the Northampton Planning&Development website "public notices"page for this information www.northMptonplanning.org. Abutters'names and addresses maybe obtained by using the public information terminal outside the Office of Planning&Development. 3.The public hearing is conducted,applicant must be present,and if all information is complete,the hearing is closed. 4.Once the hearing is closed,the Board has up to 90 days to make a decision on the permit. (Planning Board rarely takes that long). 5.Once a decision is approved by the Board, (usually occurs at the same public hearing)the Board has fourteen(14)days from the date that the decision is made to file the decision with the City Clerk's Office. 6.A copy of the decision will be mailed to the owner/applicant once it is filed with the City Clerk. You must notify the same abutters of the FILED DECISION by mail within 48 hours and send the attached affidavit(statine you did so)to the Office of Plannine&Development. This notice must incorporate the following information and language: •Parcel address,nature of the permit granted,the date the decision was filed; •"An appeal from the decision of the Planning Board may be made by any person aggrieved pursuant to GL Chap. 40A,Section 17 as amended,within twenty(20)days after the date of the filing of the notice of decision with the City Clerk. Such appeal may be made to the Hampshire Superior Court with a certified copy of the appeal sent to the City Clerk of the City of Northampton". 7. After the decision has been filed with the City Clerk's Office,a twenty(20)day appeal period begins. Once the twenty(20)day appeal period passes,(without an appeal being filed)the applicant must pick up a Certified copy of the decision from the City Clerk's Office and record it at the Registry of Deeds or Land Court,as applicable. The permit is not valid until recorded. 8.Proof that the decision has been filed at the Registry of Deeds must be brought to the Building Department,before a Building Permit will be issued.
