Dear Mr.Raymond,
Pursuant to its authority under M.G.L. c. 21E §§ 4 and 8, as well as the Notice of Intent to
Mobilize dated February 20, 2013 (copy enclosed),the Massachusetts Department of Environmental
Protection(MassDEP) is preparing to undertake response actions to mitigate indoor air impacts within the
building at 211 North Street,Northampton from contamination beneath the building,by installing a sub
slab depressurization system within the building. A component of the system will be located in the
parking lot of 211 North Street, and piping from the component within the building will be connected to
the component in the parking lot via piping that will run along and be attached to the fence at the
property.A portion of that fence is located on property you own,the Grant Avenue Terminus Parcel.
MassDEP requests your consent to access your property for the purpose of installing the piping along the
fence.An access agreement detailing the terms of access is enclosed for your review and signature.
Please review the access agreement. If you agree to allow MassDEP access to your property,
please sign the agreement and return it to me in the enclosed envelope. If you do not intend to sign the
agreement,please let me know.I can be reached at 413-755-2133.MassDEP would appreciate your
