Soldier On. Inc. has been awarded a grant from the VA along with a land lease to develop veteran housing on the campus.The development requires utilities including water for domestic and fire protection purposes. The local VA is supportive of the development yet cannot directly supply utilities including water to a property leased by a non-governmental agency. Since Soldier On is a nonprofit private entity we are unable to accommodate the project notwithstanding the fact that it makes economic sense to do so. Neither of these systems has adequate capacity for the area that drain to them. While the Drainage Report shows that there will be no increase in the post-construction peak drainage flows to the municipal drainage system, the DPW has concerns that the design of the proposed drainage system including bypass pipes, water quality swale, infiltration systems, and detention basins may not function according to design due to adverse subsurface conditions(see below)and will serve to concentrate flows to the existing drainage systems in North Main Street which have been shown to be too small. Upgrades to the drainage systems in North Main Street are necessary to safely convey the drainage flows from the proposed project across North Main Street to the nearby brook. The DPW recommends that SK Design and/or the VA work with the City of Northampton to find a solution to this problem. 2. The information in Attachment 3 of the Stormwater Report, Soil Test Pit Logs and Plan, indicates a consistent underlying"Very Hard/Firm"or"Ledge?" at the bottom of each test pit(4 to 6 feet below the surface). Based on the information provided in Attachment 3,the DPW has identified the following questions or problems in the plans: a. The proposed infiltration systems located near the Cooperative Housing Buildings may not infiltrate due to the bottom of these systems designed at or below the elevation of the hard/ledge layer identified in Test Pits 2,3,7,8 and 9. The Massachusetts Department of Environmental Protection guidance requires infiltration systems to be designed with a separation of 2 to 4 feet between the bottom of the infiltration system and the elevation of groundwater or a restrictive layer such as ledge. The DPW recommends that additional test pits be completed to confirm the material identified as"Very Hard/Firm"and"Ledge?" in the test pits and if necessary revise the plans to locate and design the infiltration systems with adequate separation(at least 2 feet) between the bottom of the structure and a restrictive layer or ledge. b. The proposed forebay and detention basin for the Cooperative Housing has been designed with the bottom of the forebay within one foot of a hard/ledge layer and the bottom of the detention basin at the elevation of this hard/ledge layer. No test pit was completed at the location of the detention basin so using the information from test pit#11 indicates the bottom of the basin is at the hard/ledge layer. Additional test pit(s)at the location of the detention basin should be completed and the design of the basin revised as necessary. 3. The HydroCAD Calculations in Attachment 1 of the Stormwater Report have shown peak flows to be reduced for post-construction conditions for all design storms. However,the DPW has questions regarding the consistency of the configuration of the HydroCAD model for post-construction as compared to pre-construction conditions. The post- construction drainage model includes two"Undisturbed Woods" reaches to demonstrate flow through these areas, whereas the pre-construction drainage model does not include "Undisturbed Woods"configuration. The"Undisturbed Woods"reaches reduce the post construction peak flows up to 4 cfs for certain design storms. The result is therefore not consistent between pre-construction and post-construction models which overestimates pre-construction peak flows and underestimates post-construction peak flows. Since the project is applying for a Comprehensive Permit, a Stormwater Management Permit is not required for the project. While a stormwater permit is not required, the DPW has concerns that the proposed project may result in the worsening of an existing drainage capacity problem in North Main Street. The DPW has the following comments regarding the proposed Stormwater Management System: 1. The municipal drainage system in North Main Street southeast of the main driveway to the Veterans Affairs Medical Center(VA)currently has insufficient capacity for existing areas that drain to it, including a section of North Main Street and a portion of the VA property. Based on historic observations by the DPW, the municipal drainage system in North Main Street routinely fails to drain fast enough and a large flooded area impacts North Main Street during higher intensity storm events. The Stormwater Report submitted to the DPW for the proposed project includes an analysis of the pre- development and post development peak flows to two drainage design points: a drain manhole located on VA property(3L)near the main VA entrance on North Main Street and a Catch Basin(IOL) located along the edge of North Main Street on City property. These two structures represent the discharge of the site's drainage to the municipal drainage system in North Main Street. The drain manhole(3L)collects drainage from 5.3 acres of VA property and discharges through a catch basin in North Main Street to a 12 inch drain line that collects additional drainage from the VA and North Main Street and discharges to a brook on the south side of North Main Street. The HydroCAD Calculations in Attachment 1 of the Stormwater Report have shown peak flows to be reduced for post-construction conditions for all design storms. However, the DPW has questions regarding the consistency of the configuration of the HydroCAD model for post- construction as compared to pre-construction conditions. The post-construction drainage model includes two "Undisturbed Woods" reaches to demonstrate flow through these areas, whereas the pre-construction drainage model does not include "Undisturbed Woods" configuration. The "Undisturbed Woods" reaches reduce the post-construction peak flows up to 4 cfs for certain design storms. The result is therefore not consistent between pre-construction and post- construction models which overestimated pre-construction peak flows and underestimates post- construction peak flows. The HydroCAD model should be reconfigured so that pre and pose models are consistent. The model has been modified to more accurately represent the existing undisturbed land conditions in the field that are directly downstream of each of the basins. We have added a "level spreader" at the outlet (see drawing #C5). We have also increased the size of the rip rap spillway at the detention basin. Note that the discharges from the two by-pass drains include energy dissipaters. A detail of these may be found on drawing #C16. These additional erosion features are included in the updated HydroCAD calculations, a copy of which is attached hereto. 5. The Operation and Maintenance Plan (Attachment 6 to the Stormwater Report) should be finalized and implemented. The DPW requests that copies of the annual or other inspections to the stormwater system be submitted to the DPW to confirm the proper functioning of the stormwater system in good working order. We have finalized the Operations and Maintenance Plan to reflect the updated design (see attached). The Plan is now a stand-alone document and has been forwarded to Soldier On. SK Design Group, Inc. This in turn has caused a slight increase in the size of the detention basin. With respect to the basin itself, we have raised the bottom of the basin approximately 2-feet above its original design elevation. It will now be situated 2-3 feet above the ledge. While natural unimpeded infiltration into the soils is beneficial, the lack of infiltration does not affect the ability of the drainage components to function properly. With respect to pre-existing sub-standard drainage, please note that the proponent is not in a position financially or legally to perform upgrades to any drainage pipes beyond the project limits (lease area). However, using HydroCAD, we have calculated what the required pipe sizes should be for the two sections of receiving drainage as noted in your letter (see attached calculations and sketch plans). The pipe located at the manhole (on VA property) should be upgraded from 12" to 18". The other pipe, located at the catchbasin (within the ROW), should be upgraded from 12" to 24". We have forwarded this information to the VA's Facilities Engineer for his consideration as part of their long-range infrastructure improvements by the VAMC. 2. The information in Attachment 3 of the Stormwater Report Soil Test Pit Logs and Plan, indicated a consistent underlying "Very Hard/Firm"or "Ledge?" at the bottom of each test pit (4 to 6 feet below the surface). Based on the information provided in Attachment 3, the DPW has identified the following questions or problems in the plans: a. The proposed infiltration systems located near the Cooperative Housing Buildings may not infiltrate due to the bottom of these systems designed at or below the elevation of the hardAedge layer identified in Test Pits 2,3,7,8, and 9. the Massachusetts Department of Environmental Protection guidance requires infiltration systems to be designed with a separation of 2 to 4 feet between the bottom of the infiltration system and the elevation of groundwater or a restrictive layer such as ledge. The DPW recommend that additional test pits be completed to confirm the material identified as "Very HarcWirm"and "Ledge?" in the test pits and if necessary revise the plans to locate and design the infiltration systems with adequate separation (at least 2 feet) between the bottom of the structure and a restrictive layer or ledge. Please refer to our response above. Additional test pits will not be necessary. b. The proposed forebay and detention basin for the Cooperative Housing has been designed with the bottom of the forebay within one foot of a hardAedge layer and the bottom of the detention basin at the elevation of this hardAedge layer. No test pit was completed at this location of the detention basin so using the information from test pit#11 indicated the bottom o the4 basin is at the hardAedge layer. Those concerns were outlined in your letter dated December 13, 2012 and are reiterated below. At this time we have prepared a detailed set of Construction Drawings that we believe addresses your concerns (see attached). The drawings are for Phase 1 only, which is the larger portion of the project (slated for a Spring construction start). We have also prepared new HydroCAD calculations. Our responses to each of your concerns are outlined in bold. 1. The municipal drainage system in North Main Street southeast of the main driveway to the Veterans Affairs Medical Center (VA) currently has insufficient capacity for existing areas that drain to it, including a section of North Main Street and a portion of the VA property. Based on historic observations by the DPW, the municipal drainage system in North Main Street routinely fails to drain fast enough and a large flooded area impacts North Main Street during higher intensity storm events. The Stormwater Report submitted to the DPW for the propose project includes an analysis of the predevelopment and post development peak flows to the tow drainage design points: a drain manhole located on VA property (3L) near the main VA entrance on North Main Street and a Catch Basin (10L) located along the edge of North Main Street on City property. These two structures represent the discharge of the site's drainage to the municipal drainage system in North Main Street. The drain manhole (3L) collects drainage from 5.3 acres of VA property and discharges through a catch basin in North Main Street to a 12 inch drain line that collects additional drainage from the VA and North Main Street and discharges to a brook on the south side of North Main Street. The catch basin (10L) collects drainage from 13.2 acres of the VA property, flows to a 10 inch clay pipe across North Main Street, Collects additional drainage from a portion of the North Main Street and discharges onto the property of Look Park. Neither of these systems has adequate capacity for the area that drain to them. While the Drainage Report shows that there will be no increase in the post-construction peak drainage flows to the municipal drainage system, the DPW has concerns that the design of the proposed drainage system including bypass pipes, water quality swale, infiltration systems, and detention basins may not function according to design due to adverse subsurface conditions (see below) and will serve to concentrate flows to the existing drainage systems in North Main Street which have been shown to be too small. Mansfield Veterans Village Project Dear Building Commissioner; We are requesting an opinion as to the significance of the plan changes in reference to the above-named project. As you know, we recently submitted a complete set of drawings for a Building Permit, including site plans and architectural plans. Those plans vary slightly from the original plans that were submitted with the Comprehensive Permit Application in October, 2012. The changes are minor in nature and are the result of cost overruns (and other issues). All of the changes pertain to the "cooperative"housing portion of the project(the cluster of 4 buildings). The changes are as follows: 1. We have eliminated the proposed greenhouse/ storage building at the southerly end of the project. Instead, only a greenhouse will be constructed. This in turn has enabled us to shorten the length of the hammerhead turnaround that provided vehicular access to the storage building (less impervious area); 2. We have eliminated the proposed covered bus stop/mail facility at the northerly- most end of the project, as well as the series of H.0 ramps that led to this structure. Instead, we are now proposing a modest mailbox facility at the easterly side of the project(in front of , buildings A&B). This structure will also serve as a waiting area for busses (vans). Again,there is now less impervious area.Note that this new mail facility is handicap accessible via elevators within the buildings and via the sidewalks along the southerly end of the project; 3. We have reinstated most of the existing parking spaces that are located along the northerly end of the project(at the request of the VA). These are used exclusively by the VA; 4. No changes have been made to the number of housing units or the style of building. Only subtle changes were necessary for drainage, landscaping, lighting, and other utilities. In our opinion, none of these changes are significant and should not warrant an amendment to the current Comprehensive Permit.
