At a meeting held on June 17 , 1992 , the Northampton Zoning
Board of Appeals voted unanimously to GRANT the request of Kevin J.
Otto and Cynthia Ellis for a SPECIAL PERMIT and SITE PLAN APPROVAL
under the Provisions of § 11.9, 5 .2 and 10. 10. 3 of the Northampton
Zoning Ordinance, to allow an accessory apartment within existing
single family dwelling at 256 Sylvester Road. Present and voting
were Chairman Robert C. Buscher, Robert Reckman, and M. Sanford
Weil, Jr.
The findings were as follows:
1. Under Section 11.9 the accessory apartment will be a complete
and separate housekeeping unit containing bath and kitchen.
2 . The rental income from the accessory apartment will allow the
applicant's to remain in their home and will help with the
mortgage payments.
3 . The apartment will add a moderately priced rental unit to the
housing stock.
4 . The apartment is being installed in an owner-occupied home.
5. There is ample parking provided for the accessory apartment.
6 . There is only one apartment being created in this single
family home.
7 . The appearance of the home will remain that of a one-family
residence because the exterior will remain the same.
8 . The gross floor area of the accessory apartment does not
exceed 30% of the floor area.
9 . The apartment will not be occupied by more than 3 people.
10. The design and room sizes of the apartment will conform to all
applicable standards in the Health and Building codes.
All of the criteria under §10 . 10. 3 has been met as outlined in the
Special Permit and Site Plan application.
