In the event of a smoke or fire event, the detectors will sound alarm throughout the building and battery-backup emergency egress lighting will assist occupants in accessing the stair with clearly marked Exits. One Exit accesses the front of the building and the other access the rear of the building; both grade exits are adjacent to the parking and occupants may return to the front along a walk. An occupant of the building noticing a fire or smoke event will also have access to 3 fire extinguishers (near main entry each level). will add 5 1/2" LVL's at 24"oc augmenting the existing 2"x6" @ 2499oc joists. During design and when opening structure, any further encountered deficiencies shall be remedied. The owner welcomes the building official's comments regarding any perceived dangerous conditions for remedy. I will provide analysis of the structure as revealed. Additional Explanations and Information Site The site is a typical building lot on Day Avenue platted in 1890 with driveway, garage and back yard in addition to the house. The building is approx. 40' from side neighbors but approx. 21'-6" from the neighbor's garage. Change of Occupancy (307) 307.1 Conformance. Addition of one residential unit for a total of 3 makes the building subject to IBC 2009, the Commercial Code with several ramifications. The building will meet the code using Chapter 13, Performance Compliance Methods. 307.2 Certificate of Occupancy. Will be sought upon completion of project. 307.3 Stairways. the existing space and construction does not allow a reduction in pitch or slope. Separation and protection shall be accomplished 307.4 Structural. I believe this to be an ordinary structure and the change of occupancy is within Residential. The attic floor structure and bearing as well as the dormer structure shall be augmented to code. The addition of new interior walls will strengthen the lateral performance. 307.5 Energy. The new unit will meet the Stretch Code Energy code (Northampton is a Green Community). 307.6 Electrical. The new construction shall comply. 307.7 Fuel gas. The buildings HVAC and fuel supply shall comply. 307.8 Mechanical. The building systems shall comply. 307.9 Plumbing. The new construction shall comply. Historic Buildings (308) 308.1 —the building is located in a potential historic district; all effort will be made to maintain the period character even with the addition of windows and skylights. Accessibility for Existing Buildings (3 10) 310.1 Scope. Exception: type B dwelling or sleeping units... are not required... (when) change of occupancy. There is no intent to furnish an Accessible Apartment, parking or pathway at present. IBC 1107.6.2 shows that type A units are required for 20 or more units (2% or min. 1), no accessible units are required for R-2 apartment buildings and type B units are excepted in IEBC 310.1, thus there is no requirement for accessible units. 1301.6.5 — Corridor Walls —with the egress stair, small corridors and apartments all separated with 1 hr protection (using intumescent paint) the building will be category c = 0 1301.6.6 —Vertical Openings — with the egress stair and apartments separated with lhr protection, the value (1) x VB construction factor (7) = 7 1301.6.7 —HVAC Systems — each level is a separate unit with its own heat and cooling without ductwork connecting levels for category e = 5 1301.6.8 —Automatic Fire Detection—the owners will install a fire detection system in compliance with IBC section 907 for category e = 6 1301.6.9 —Fire Alarm System —the owners will install an alarm system in compliance with IBC 907 for category c = 0 1301.6.10 — Smoke Control —the egress stairs (front and rear) will be 1 hour protected and each stair has operable windows for category f= 4 1301.6.11 — Means of Egress—the egress stairs (front and rear) are existing and provide safe passage but are requested to be accepted as a Compliance Alternative due to the narrowness of passage and steepness of stairs. Both stairs are marginal with approx. 7 3/4" risers and 9" treads (plus nosing): the front stair is more than 36" wide throughout, but the rear stair and corridor are only 32" wide. The front stair currently has a path thru a second floor apartment room which will be isolated as a landing using 1 hour protection (intumescent paint). Despite the width, we think the rear stair constitutes a safe additional egress; there is no real hazard identified (as 32" doorways are considered safe passage). The building was renovated over the last 5 years with structural and energy upgrades properly done under a building permit. The new proposed project is to add an additional housing unit for a total of 3 which will change the building occupancy from R-3 to R-2. The new unit will be contained on the third level with primary access at the street front stair with secondary egress at the rear stair. The building is Type VB construction with wood stud Balloon frame and typical finishes (at Table 503 VB allows maximum use for R-2 of 2 stories and 7000sf). It is my understanding that some criteria are waived if the whole building satisfies one of the Compliance methods (IEBC 101.5.3), such as the maximum number of floor levels. The intent is to add fire detection and alarms, add exit signage and emergency egress lighting and protect the structure of the egress Stairways, front and rear. The 3 story building footprint is approx. 1,400 sq. ft. and the height approx. 35'; table 503 shows maximum 40 feet height, 2 stories and 7,000 sf footprint for R-2 (table 601 identifies VB construction due to ratings). I have reviewed relevant citations in the IEBC Performance Compliance Methods, chapter 13, and provide the following results of the investigation and evaluation. Chapter 13.
