Yacuzzo read the legal notice. Matt Nowak,Patricia Nowak's son,explained that the proposal was to place a ten-by ten-foot garden storage shed on an open lot next to his mother's house. The area where the shed is to be placed currently stands at an elevation of one hundred and twenty point Five(120.5) feet,while the flood plain is atone hundred and twenty-five(125)fee4 he noted. Nowak said they had been told they needed to take steps to prevent flotation or lateral movement of the structure in case of flooding. He explained that they were going to place two bollards on two separate ends of the shed so that it could not move if flooding occurred. Also,he related that the shed would have two- inch vent holes along its floor line to allow the shed to fill with water in the event of flooding. Nowak said he had submitted a letter from Robert Simard of Killam Associates to this effect at the Conservation Commission meeting Monday night. Nowak said it was also suggested that they get actual calculations as to how much area the shed and bollards would take up. The original estimate was a little excessive,he commented. Nowak said he had Simard do some calculations,and Simard determined the shed and bollards would take up 1.2 cubic yards of Fill. They were talking about taking a total of four cubic yards out one to compensate for the volume of the shed and bollards and two to compensate for gravel they were bringing in to place underneath the shed,he advised. In doing the[initial]calculations,Simard took into consideration the entire bollard and not just the portion that was going to be above-ground in the flood plain,Nowak said. Feiden informed members that the Conservation Commission had asked the Planning Board to impose the following two conditions, since it was difficult to enforce conditions attached to a Determination of Applicability,the permit issued by the Commission for this project: 1)[requiring]some certification that the work was done according to plans,not necessarily an engineer's certification,and 2) [requiring that]four cubic yards of material be removed.
