24D-092 (6) Juster Pope Frazier LLC Architecture ( Planning I Interior Design 82 North Street Northampton, Massachusetts www.justerpopefrazier.com 4 1 3 5 8 6 1 6 0 0 24 June 2014 82 North Street Second Floor Tenant Fit Out Juster Pope Frazier has been engaged to provide tenant fit out drawings for the Eric Carle Studio at the second floor of 82 North Street. Accordingly, we are providing the following code analysis. 82 North Street is a Business use group, occupied by DA Sullivan and Sons on three levels. They presently share the second floor of the buiding with Juster Pope Frazier. The Eric Carle Studio is proposed to relocate their offices to the remaining space of the second floor. The proposed new tenant, also a business use, is not a change of use and no new construction outside of the existing building footprint is proposed.The tenant will have five full time employees with the occasional conference of visitors raising the overall occupancy to no more than 15. The building is 3B construction,sprinkled,total gross sq ft.footprint of 8,620 sf. Review of 2009 IEBC code indicates the following: The proposed work is level 2, Alterations, and will comply with chapters 6 and 7 of the IEBC. Means of Egress The proposed new work includes a new exit stair at the north side of the building extending in a one hour enclosure (UL U495 one hour assembly) to the ground level where it will exit the building to the parking lot. The new stair creates a second means of egress from the new suite of offices being proposed. The existing exit stair, one hour enclosure of solid brick, also serving Juster Pope Frazier and DA Sullivan, will be reconfigured to allow for centralized access serving all three tenants. This existing stair will extend to the lowest level and exit to the parking lot through a ground floor vestibule. Life Safety Systems The existing fire protection system, fire alarm system and sprinklers will be upgraded at the new office suite as required by the IEBC. Exit signage and emergency lighting will also be upgraded at the new office suite as required by the IEBC. All new electrical, plumbing and mechanical systems shall be fully compliant with the IEBC and present day building code requirements. Structural The work is merely a tenant fit out within the existing building and will not impact existing structural systems in a manner requiring further review under the IEBC. MGL chapter 152 section §25(6) also states that"every state or local licensing agency shall withhold the issuance or renewal of a license or permit to operate a business or to construct buildings in the commonwealth for any applicant who has not produced acceptable evidence of compliance with the insurance coverage required." Additionally,MGL chapter 152 section§25(7) states"Neither the commonwealth nor any of its political subdivisions shall enter into any contract for the performance of public work until acceptable evidence of compliance with the insurance requirements of this chapter have been presented to the contracting authority."
