channel stringers with steel grating treads. The rise varies between 7 1/4 inches and 7 3/4
inches and the run varies between 9 3/4 inches and 10 %2 inches. The railing consists of a 1 3/4
inch by 3/4 inch architectural top rail with '/ inch spindles spaced at 4 1/4 to 5 3/8 inch on
center, and one (1) inch square posts. The railings are 36 3/4 inches above the threads.
The first floor landing area is 48 3/4 inches by 43 inches, consisting of a steel grating supported
by a ten (10) inch channel frame with two (2) three (3) inch by three (3) inch by 3/16 inch angle
legs. The railing for the first floor landing consists of a 1 3/4 inch by 3/4 inch architectural top
rail with % inch spindles spaced at 4 3/8 to 5 1/2 inch on center, and one (1) inch square posts.
The top of the railing is at 38 inches.
Findings and Recommendations:
This fire escape is in good condition. The following action items are recommended:

Unity House
Unity House is a two (2) story masonry building structure with a steel stair and landing fire
escape systems. Unity House is used for the college cultural offices. The Occupancy Group for
this structure is Group B. The Construction Type for this building is Type III.
Unity house has two (2) fire escape structures, one (1) servicing the second story and one (1)
servicing the first floor.
The Second Floor Fire Escape
This fire escape consists of steel stair and landing between finished grade and the second floor
level. The stair between finished grade and the second floor landing consists of eight (8) inch
channel stringers with steel grating treads. The average rise and run of the stairs is 8 1/4
inches and 8 1/2 inches respectively. The railing consists of a 1 1/2 inch by 1 1/2 inch by 1/4
inch angle top rail with a 1 inch by 3/16 inch mid rail, and 1 1/2 by 1 1/2 by 1/4 angle posts. The
top of the railing is 30 inches above the threads.
The second floor landing area is 61 inches by 40 1/2 inches, consisting of a steel grating
supported by a 2 1/2 inch by 3/16 plate frame with two (2) 2 1/2 inch by 3/16 inch plate knee
braces. The railing for the second floor landing consists of a 1 1/2 inch by 1 1/2 inch by 1/4 inch
angle top rail with a 1 inch by 3/16 inch mid rail and 1 1/2 inch by 1 1/2 inch by 1/4 inch angle
posts. The top of the railing is at 33 1/2 inches.

constructed of 1 '/ inch pipe railing with a mid rail and posts and is 32 inches high.

Tilley House
Tilley House is a two (2) story masonry building structure with a steel stair and landing fire
escape system. Tilley House is used for academic purposes. The Occupancy Group for this
structure is Group B. The Construction Type for this building is Type III.
The above grade fire escape consists of steel stairs and an intermediate landing between
finished grade and the second floor level. The stair between finished grade and the first landing
consist of six (6) inch channel stringers with 1 1/8 inch steel grating treads. The average rise
and run of the stairs is 7 7/8 inches and 7 3/4 inches respectively. The railing consist of 1 1/2
inch by 1 1/2 inch by 1/4 inch angle top rail with 1 1/4 inch by 3/16 inch spindles spaced at 6 3/4
inches on center, and 1 1/2 by 1 1/2 by 1/4 angle posts. The railings opposite the building wall
are 34 inches above the threads.
The first landing area is 42 1/4 inches by 60 inches, consisting of a 1 1/8 inch steel grating

angle top rail with 1 1/4 inch by 3/16 inch spindles spaced at seven (7) inches on center, and 1
1/2 inch by 1 1/2 inch by 1/4 inch angle posts. The top of the railing is at 34 inches.

stringers with 1 1/8 inch steel grating treads. The average rise and run of the stairs is 7 5/8
inches and 7 3/4 inches respectively. The railing consist of a 1 1/2 inch by 1 1/2 inch by 1/4

The second floor landing is the roof of a first floor area which is a membrane roof with a walking
surface. The railing along the this landing is a steel rail type consisting of a 1 1/2 inch by 1 1/2
inch by 1/4 inch angle top rail on the porch roof parapet. The top of the rail is 35 1/4 inches
above the deck of the second floor landing.

within the next one (1) to two (2) years
2. The bottom of the stair system is secured with a cage and a locked gate at the base of the
stair tower. A second gate with crash hardware is located in the cage after passing by large
electrical equipment components. It is recommended that the gate nearest the base of the
stairs be modified to allow ease of egress. This should be implemented within the next year.

The sixth level landing at the third floor is 40 1/2 inches by 131 1/2 inches, consisting of a 1 1/4
inch steel grating supported by three (3) inch by three (3) inch by 1/4 inch angle frame, with two
(2) 2 '/2 inch by 2 '/2 inch by 3/16 inch knee braces. The railing for the this level landing consists
of a 1 1/2 by 1 1/2 by 1/8 angle top rail with 1 1/4 inch by 3/16 inch spindles spaced at five (5) to
5 1/8 inches on center. The top of the railing is at 34 1/2 inches.
The ladder to the roof level consists of 1 Y2 inch diameter side rails spaced at 16 '/2 inches clear
with 5/8 inch rungs spaced at 11 3/4 inches to 12 inches. At the top of the ladder the path
crosses over a 13 '/2 inch wide parapet and steps down 10 3/4 inches to a membrane roof.
The stair tower assembly is supported by the building structure and two four (4) inch square
columns located at the center of the landing and at the ends of the stair tower.

inch by 1/4 inch center rails parallel to the top rail. The railings are 34 inches above the threads.
The first landing area is 39 inches by 98 inches consisting of a 1 1/4 inch steel grating
supported by an eight (8) inch channel frame with a six (6) inch channel center support. The
railing for the first floor landing consists of a of two (2) inch by two (2) inch by 3/16 inch angle
top and bottom rail with 5/8 inch diameter spindles spaced at 7 3/4 inches on center. The top of
the railing is at 34 1/2 inches.
The remaining stair and landings between the first landing and the second floor landing, the
second floor landing and the third landing, and the third landing and the third floor landing are of
similar construction to the stair and landing system described above.
The stair tower is supported by the building structure and two four (4) inch square columns
located at the center of the landing at the ends of the stair tower.
Findings and Recommendations:

assemblies. Scott Gym is used for academic purposes. The Occupancy Group for this

The stair and landing systems include one stair and landing system servicing the basement
level, one stair and landing system servicing the second and third floor level, and two (2) stair
and landing systems servicing the first floor.
The Stair and Landing for the Basement
A stair consisting of galvanized steel landing and stair between finished grade and the
basement floor level. The finished grade landing area is 36 1/2 inches by 38 1/8 inches

Lamount House is a three (3) story masonry building structure with a steel stair fire escape
between the basement level utility area and finished grade for the first floor. Lamount House is
use for student residences. The Occupancy Group for this structure is GroupR-21B. The
Construction Type for this building is Type I II.
The finished grade platform consist of a six (6) inch channel frame with a patterned plate deck,
supported by the retaining wall along which it is constructed and two (2) -three (3) inch by three
(3) inch by 1/4 inch angle legs. The landing area is 41 3/4 inches by 40 1/4 inches. The
handrail is a 1 7/8 inch by 3/4 inch architectural steel top rail with '/z inch spindles at 4 5/8" on
center. The top of the handrail is 33 7/8" above the landing.
The stair between the finished grade and the basement level consist of a 5/16 inch stringer
along the retaining wall and a ten (10) inch channel stringer on the opposite side. The treads
are a patterned plate with a rise of 7 1/4 inches and a run of ten (10) inches. The handrail along
the stair is similar to the handrail at the landing with the '/2" spindles spaced at 4 11/16 inches
on center. The handrail height along the stairs is 32 inches above the stair treads.
Findings and Recommendations:
This fire escape is in fair condition. The following action items are recommended:
1. The entire structure is in need of painting. The corrosion of the stairs and landing appears
to be caused by de-icing chemical. It is recommended any future paint be a heavy duty paint
system which is resistant to de-icing chemicals. It is recommended that this task be
implemented within the next one (1) to two (2) years.
2. It is recommended that all louver openings along the path of egress be upgraded to provide
a 3/4 hour fire rated louvers. Louver openings should be upgraded within the next one (1) to

Crew House is a two (2) story wood frame building structure with a steel stair and landing fire
escape between the second floor and the ground level. Crew House is used for educational

The stair between the finished grade and second floor landing consists of 5/16 inch by six (6)
inch plate stringers with 1 1/8 inch bar grating. The stair rise varies between 8 1/4 inches and 8
5/8 inches with an 8 3/4 inches run. The handrail along the stairs consists of 1 1/2 inch by 1 1/2
inch by 3/16 inch angle top rail and vertical supports with two (2) 1 1/4 inch by 3/16 inch middle

The second floor landing area is 42 inches by 24 inches, consisting of 1 1/8 inch bar grating
supported by a 5/16 inch by six (6) inch plate sides and a five (5) inch channel anchored to the
building wall. The handrail along the platform consists of 1 1/2 inch by 1 1/2 inch by 3/16 inch
angle top rail and vertical supports with two (2) 1 1/4 inch by 3/16 inch middle rails parallel to
the top rail. The top of the railing is 34 1/2 inches above the landing.

1. The entire structure is in need of painting. It is recommended that this task be implemented
within the next one (1) to two (2) years.
2. It is recommended that the area at the base of the stair should be maintained to eliminate

College Hall
College Hall is a two (2) story masonry building structure with a steel ladder and stair fire
escape. The fire escape structure includes a landing at the second floor level and stairs to a mid
level landing with a folding ladder to ground level. College Hall is used for educational offices.
The Occupancy Group for this structure is Group B. The Construction Type for this building is
Type III.
The ladder system between the mid level platform and the ground level consists of a folding
steel ladder. At the time of inspection this ladder was set in a non accessible locked position.
The ladder was locked with a pin located at the mid level landing. This folding ladder consisting
of three (3) inch by 1 3/8 inch by 1/4 inch channel rails and 3/4 inch diameter tube rungs spaced
at 12 inches on center. The ladder is set with a step across distance 18 inches.
The mid level landing consists 1 1/4 inch bar grating supported by a three (3) inch by 1 3/8 inch
by 1/4 inch channel frame. The channel frame is supported by the existing structure and by two
(2) knee braces consisting one (1) inch square members. The handrail along the platform
consists of 1 1/4 x 1 1/4 x 3/16 angle with a 1 1/4 inch half round top rail with one (1) inch by 1/8
inch twisted bars installed horizontally and vertically that have a horizontal spacing of eight (8)
inches on center and a vertical spacing varying between eight (8) inches and 9 5/8 inches on
center. The top of the railing is 35 '/2 inches above the landing.
The stair between the mid level landing and second floor landing consists of 3/8 inch by six (6)
inch plate stringers with 1 1/4 inch bar grating. The stair rise varies between 8 '/2 inches and 8
3/4 inches and run varies between eight (8) inches and 8 '/2 inches. The handrail along the
stairs consists of 1 1/4 inch by 1 1/4 inch by 3/16 inch angle with a 1 1/4 inch half round top rail
with 1 '/2 inch by 3/8 inch bar vertically and horizontally. A lateral support is provided with knee
brace at three (3) locations. The knee brace consists of 1 Y2 inch by 3/8 inch offset bar with a
diagonal 5/8 inch diameter between the offset and the top of rail. The top of the handrail along
the stair is 31 inches above the treads.
The second floor landing consists of 1 1/4 inch bar grating supported by a three (3) inch by 1 3/8
inch by 1/4 inch channel frame. The channel frame is supported by the existing building
structure and a knee braces consisting 1 1/4 inch by 1 1/4 inch by 3/16 inch angle. The handrail
along the platform consists of 1 1/4 inch x 1 1/4 inch x 3/16 inch angle with a 1 1/4 inch half
round top rail with one (1) by 1/8 twisted bars installed horizontally and vertically that have a
horizontal spacing of eight (8) inches on center and a vertical spacing varying between eight (8)
inches and 9 5/8 inches on center. The top of the railing is 35 '/2 inches above the landing.

inches on center. The bottom rung is approximately 39 3/4 inches to 40 3/4 inches above
finished grade. The ladder is accessed at the second floor level by stepping across a 15 'h inch
opening.
The second floor landing area is 65 3/8 inches by 30 '/ inches, consisting of a three (3) inch by
three (3) inch by 3/16 inch angle frame and 1" inch welded bar grating. The landing is
supported with a three (3) inch by three (3) inch by 3/16 inch angle knee brace at both ends.
The railing along the landing is 42 1/4 inches above the top of landing consisting of a 1 °h inch
by 1 'h inch by 3/16 inch top rail with verticals at the corners, and Y2 inch square spindles at five
(5) inches on center.
Findings and Recommendations:
This fire escape is in fair good condition. The following action items are recommended:
1. It is recommended that the finished grade at the base of ladder be leveled to provide a
uniform rise between grade and the first step across the width of the step.
2. The entire structure is in need of painting. It is recommended that this task be implemented
within the next one to two years.
3. It is recommended that during the next building improvement project, the ladder the
extended to finished grade.
4. The railings do not meet the requirements of Section 1013.2, 2009 International Building

maintenance work area. The Occupancy Group for this structure is Group B. The Construction
Type for this building is Type V.
The Steel Stair and Landing
The stair between the finished grade and second floor landing consists of 3/8 inch by six (6)
inch plate stringers with 1 1/8 inch bar grating. The stair rise varies between 8 5/8 inches and
nine (9) inches and run varies between 8 7/8 inches and nine (9) inches. The handrail along the
stairs consists of 1 1/4 inch by 1 1/4 inch by 3/16 inch angle top rail with vertical supports and

The handrail along the platform consists of 1 1/4 inch by 1 1/4 inch by 3/16 inch angle top rail
with vertical supports and one (1) inch by 1/8 inch spindles at 5 3/4 inches on center. The top of
the railing is 36 inches above the landing.

1. It is recommended to repair the lag anchor between landing and building wall (tighten and
seal). It is recommended that his fix be implemented immediately.

Alumnae House
Alumnae House is a 2 1/2 story masonry building structure with a steel stair fire escape.
Alumnae House is used for alumnae organization offices. The Occupancy Group for this
structure is Group B. The Construction Type for this building is Type III.
A steel stair consisting of three (3) risers is located between the first floor level and the finished
grade. The stair consists of eight (8) inch channel stringers with one (1) inch grating treads.
The railings are 1 Y2 inch pipe railings. The railings are 34 inches above the threads.
The first floor landing area is 85 inches by 87 inches, consisting of a one (1) inch grating
supported by a ten (10) inch channel on four (4) sides with an eight (8) inch wide flange beam
center support. The railing for the first floor landing consists of a 1 '/2 inch pipe top rail with
vertical supports, with an internal decorative infill constructed of 3/8 inch by 1 '/2 inch horizontal
members and 5/8 inch square vertical bars. The top of the railing is at 36 inches.
The ladder between the first floor landing and the second floor landing consists of three (3) inch
by 1 3/8 inch channel rails and 5/8 inch square rungs at 12 inches on center. Access to the
ladder at the second floor platform is a step across. The opening at the second floor landing is
25 Y2 inches by 24 '/2 inches. The second floor landing is of similar construction at the first floor
landing.
The stair tower between the second floor landing and the third floor landing consists of a lower
stair, a mid level landing and an upper stair. The lower and upper stairs consist of eight inch
channel stringers and one (1) inch grating treads with an average rise and run of eight (8)
inches and nine (9) inches respectively. The stair width of the lower stair is 31 inches wide and
the upper stair is 30 inches wide. The mid level landing area is 25 1/4 inches deep by 68 inches
wide. The railing construction is similar to the first floor railing with a top of railing 36 inches
above the landing and the stair treads.
The upper landing area is 55 inches by 53 '/2 inches, consisting of a one (1) inch grating
supported by eight inch channel supporting members. The railing construction is similar to the
first floor railing with a top of railing 36 inches above the landing.

72 Dryads Green
72 Dryads Green is a 2 story wood frame building structure with a wood frame fire escape stair
and landing system between the second floor and the ground level. 72 Dryads Green is used
for housing. The Occupancy Group for this structure is Group R-2. The Construction Type for
this building is Type V.
The stairs consist of steps supported with four (4) 2x stringers with an average rise and run of 7
5/8 inches by 9 1/4 inches respectively. The stair width is 36 inches. The handrail is positioned
35 inches above the stairs with an architectural top rail and 1 'h inch by 1 'h inch spindles
spaced at 5 1/8 inches on center. The base for the lower stair is supported by a concrete
landing with an exposed area of 48 inches by 61 inches and a seven (7) inch rise. The top of
the lower stairs and upper stairs are supported by the landings.
The lower landing is 100 inches wide by a minimum depth of 36 inches. The top of handrail is
36 inches above the deck. The handrail is of similar construction as the stair handrails. This
landing is supported by four (4) -four (4) inch by four(4) inch posts.
The upper landing is supported for an enclosed porch structure The original railings for this
landing are of similar construction as the lower landing are 37 '/2 inches high. A 1 1/4 inch
diameter pipe rail has been added to increase the rail height to 43 inches.
Findings and Recommendations:
These stairs are in excellent condition with no action items recommended.

This fire escape is in poor-fair condition. The following action items are recommended:
1. The outside corner column of the lower landing is displaced forming an angle at the top of
the concrete encasement. This displacement should be monitored on an annual basis and if
progression is observed, it is recommended that the leg and foundation be repaired
immediately.
2. An 18 inch gap exists between the end of the upper landing and the structure. It is
recommended that this gap be infilled within the next year.
3. The entire structure is in need of painting. It is recommended that existing members should
be plated at the hole locations on the upper platform. This should be implemented within the

The stairs consist of three (3) inch channel members and a one (1) inch welded steel bar
grating. The average rise and run is 8 1/8 inches by eight (8) inches respectively. The railings
consist of a 1 3/4 inch by 1 3/4 inch top rail with Y2 inch square spindles spaced at six (6) inches
on center and one (1) inch square support members at 78 inches on center. The height of the
handrail is 39 '2 inches.
The lower landing area is constructed with a three (3) inch channel frame on four (4) sides and
a 2 '2 inch by 2 '/2 inch by 3/16 inch angle in the center of the long span. The deck of the
landing consists of a one (1) inch welded steel bar grating. The landing area is 79 inches wide
by 42 inches deep. The railings consist of a 1 3/4 inch by 1 3/4 inch top rail with '2 inch square
spindles spaced at six (6) inches on center and one (1) inch square support members at the
corners. The height of the handrail is 39 inches.
The upper landing is an "L" shaped landing with a similar construction as the lower landing.
The landings and stairs are supported with 3 '2 inch by 3 '/2 inch steel columns with the lower
portions having a concrete encasement.

1. The fire escape guards for the stairs and landings do not meet the requirements of Section
1013.2, 2009 International Building Code. It is recommended that modification/replacement of
the fire escape guards should be included as part of the next building improvement or repair.

25 Henshaw is a 2 Y2 story wood frame building structure with a fire escape consisting of a
wood frame stair and landing system with an existing second story porch included as part of the
path along the fire escape. 25 Henshaw is used for housing. The Occupancy Group for this
structure is Group R-2. The Construction Type for this building is Type V.
The fire escape consists of a wood frame structure servicing two (2) elevated levels.
The structure is constructed with four (4) inch by four (4) inch wood columns supporting 39 inch
wide stairs supported by four (4) - two (2) by wood stringers, and landings supported by two (2)
inch by ten (10) inch wood framing. The average stair rise/run is a seven (7) inch rise and a ten
(10) inch run. Railings along the stairs have a 31 inch height and a 36 to 41 inch height at the
landings.
The second story porch is supported by knee brace cantilever of the structure frame.
Findings and Recommendations:
This fire escape is in good condition. The following action items are recommended:
1. Future renovation projects defined as "substantial' will require all windows and doors along
the path of egress be upgraded to provide 3/4 hour opening protections as defined by section
305.5. 2009 International Building Code for new fire escapes. In addition, any window and/or
door replacements require compliance with the code for new construction.

12 Bedford
12 Bedford is a 2 '/2 story wood frame building structure with a fire escape consisting of a new
wood frame stair and landing system. 12 Bedford is used for housing. The Occupancy Group
for this structure is Group R-2. The Construction Type for this building is Type V.
The fire escape consists of a wood frame structure servicing two (2) elevated levels. The
bottom of the path uses an existing first story porch and stair to reach the finished grade.
The structure is constructed with six (6) inch by six (6) inch wood columns placed on precast
concrete footings, supporting 42 inch wide stairs supported by four (4) - two (2) by wood
stringers, and landings supported by two (2) -inch by ten (10) inch wood framing. The average
stair rise/run is a 7 1/8 inch rise and a nine (9) inch run. Guards along the stairs and landings
have a 42 inch height with a grab rail at 36 inches and spindles consisting of two (2) inch by two
(2) inch nominal members spaced at 5 1/4 inches on center.
Findings and Recommendations:
This fire escape is in excellent condition. The following action items are recommended:

12-14 Henshaw
12-14 Henshaw is a 2 'h story wood frame building structure with a fire escape consisting of a
steel ships ladder from the upper level to an area of rescue at the second floor level. 12-14
Henshaw is used for housing. The Occupancy Group for this structure is Group R-2. The
Construction Type for this building is Type V.
The fire escape consists of a steel frame upper landing with a steel ships ladder to a wood
framed area of rescue located above a first floor roof area. The steel frame for the landing and
ladder is anchored to the wood frame wall and area of rescue of the structure.
The landing is a 72 inch by 40 inch area, constructed of 1/8 inch expanded metal grating
support by two inch channels spaced at approximately 11 inches on center. The handrail is
constructed of 1 1/4 inch square tube and 1/2 square bar spaced at 5 3/4 inches on center. The
upper landing is located over an asphalt roof.
The ladder is constructed of two (2) inch by 5/16 inch bar rails with 5/8 inch diameter rungs
spaced at 12 inches on center.
The area of rescue is an eleven (11) feet nine (9) inch by five (5) feet five (5) inch area
consisting of wood construction. The railings are 42 inches high constructed with two (2) inch
by four (4) inch nominal top and bottom rails with two (2) inch by two (2) inch spindles at three
(3) plus inches on center. Posts are four (4) inch by four (4) inch nominal members
approximately five (5) feet on center.
Findings and Recommendations:
This fire escape is in good condition. The following action items are recommended:
1. It is recommended that this structure be painted. This should be scheduled in the next one
(1) to two (2) years.
2. At the time of the next major repair to this building, it is recommended that the ladder fire
escape be replaced with a stair tower meeting the requirements for means of egress as defined
by the Massachusetts State Building Code.

Section 1607.7.1 Handrails and Guards: Handrails and guards shall be designed to
resist a load of 50 pounds per linear foot (plf) (0.73 kN/m) applied in any direction at
the top and to transfer this load through the supports to the structure. Glass handrail
assemblies and guards shall also comply with Section 2407.
Section 1607.7.1.1 Concentrated Load: Handrails and guards shall be able to resist a
single concentrated load of 200 pounds (0.89 kN), applied in any direction at any point.
Section 1607.7.1.3 Components: Intermediate rails (all those except the handrail),
balusters and panel fillers shall be designed to withstand a horizontally applied normal
load of 50 pounds (0.22 kN) on an area equal to 1 square foot (0.093 m2), including
openings and space between rails. Reactions due to this loading are not required to
be superimposed with those of Section 1607.7.1 or 1607.1.1.
The applicable Massachusetts State Building Code 780 CMR 8th Edition sections are as
follows:
Section 102.2.2.4 Fire Escapes: Fire escapes shall be permitted in accordance with
section 305.
Section 102.2.2.4 Testing and Certification of Egress Structures: All exterior bridges,
steel or wooden stairways, fire escapes and egress balconies and their structural
anchorage shall be examined and/or tested, and certified for structural adequacy and
safety every five years, by a registered design professional, or others qualified and
acceptable to the building official; said professional and others shall then submit an
affidavit to the building official.
Section 305.1 Add a second sentence as follows: Existing Fire escapes shall comply
with the resting and certification requirements of section 102.22.2.4.

danger of collapsing, shall be provided with handrails for the full length of the run of
steps on at least one side. All exit stairways with a required egress width of more than
66 inches (1676 mm) shall have handrails on both sides.
Section 705.10 Guards: The requirements of Sections 705.10.1 and 705.10.2 shall
apply to guards from the work area floor to and including the level of exit discharge but
shall to the egress path of any work area.
Section 705.10.1 Minimum Requirements: Every open portion of a stair, landing, or
balcony that is more than 30 inches (762 mm) above the floor or grade below and is
not provided with guards, or those portions in which existing guards are judged to be in
danger of collapsing, shall be provided with guards.
The applicable 2009 International Building Code sections are as follows:
Section 1006.6.1 Size. Each Area of refuge shall be sized to accommodate one
wheelchair space 30 inches by 48 inches (762 mm by 1219 mm) for each 200
occupants or portion thereof, based on the occupant load of the area of refuge and
areas served by the area of refuge. Such wheel chair spaces shall not reduce the
required means of egress width. Access to any of the required wheel chair spaced in
as area of refuge shall not be obstructed by more than one adjoining wheel chair
space.
Section 1007.7 Exterior area for assisted rescue. The exterior area for assisted rescue
must be open to the outside air and meet the requirements of Section 1007.6.1.
Separation walls shall comply with the requirements of section 705 for exterior walls.
Where walls or openings are between the area for assisted rescue and the interior of
the building, the building walls within 10 feet (3049 mm) horizontally of nonrated wall or
unprotected opening shall have a fire resistance rating of not less than 1 hour.
Openings with such exterior walls shall be protected by opening protectives having a
fire protection rating of not less than 3/4 hour. This construction shall extend vertically
from the ground to a point 10 feet (3048 mm) above the floor level of the area for
assisted rescue or the roof line, whichever is lower.
Section 1007.7.1 Openness. The exterior are for assisted rescue shall be at least 50
percent open, and the open area above the guards shall be so distributed as to
minimize the accumulation of smoke or toxic gases.
Section 1007.7.2 Exterior Exit Stairway. Exterior exit stairways that are part of the
means of egress for the area for assisted rescue shall provide a clear width of 48
inches (1219 mm) between handrails.
Section 1012.2 Height: Handrail height, measured above stair tread nosing or finish
surface of ramp slope, shall be uniform, no less than 34 inches (864 mm) and not more
than 38 inches (965 mm). Handrail height of alternating tread devices and ship
ladders, measured above tread nosings, shall be uniform, not less than 30 inches (762
mm) and not more than 34 inches (864 mm).
Section 1013.2 Height: Required guards shall be not less than 42 inches (1067 mm)
high, measured vertically above the adjacent walking surfaces, adjacent fixed seating

Code Requirements
The applicable 2009 International Existing Building Code sections are as follows:
Section 305.1 Where Permitted: Fire escapes shall be permitted only as provided for
in Sections 305.1.1 through 305.1.4.
Section 305.1.1 New Buildings: Fire escapes shall not constitute any part of the
required means of egress in new buildings.
Section 305.1.2 Existing Fire Escapes: Existing fire escapes shall continue to be
accepted as a component in the means of egress in existing buildings only.
Section 305.1.3 New Fire Escapes: New fire escapes for existing buildings shall be
permitted only where exterior stairs cannot be utilized due to lot lines limiting stair size
or due to the sidewalks, alleys or roads at grade level. New fire escapes shall not
incorporate ladders or access by windows.
Section 305.1.4 Limitations: Fire escapes shall comply with this section and shall not
constitute more than 50 percent of the required number of exits nor more than 50
percent of the required exit capacity.
Section 305.2 Location: Where located on the front of the building and where
projecting beyond the building line, the lowest landing shall not be less than 7 feet
(2134 mm) or more than 12 feet (3658 mm) for exterior fire escapes located in front of
the building. In alleyways and thorough fares less than 30 feet (9144 mm) wide, the
clearance under the lowest landing must be at least 12 feet (3658 mm).
Section 305.3 Construction: The fire escape shall be designed to support a live load of
100 pounds per square foot (47888 Pa) and shall be constructed of steel or other
approved noncombustible materials. Fire escapes constructed of wood not less than
nominal 2 inches (51 mm) are permitted on buildings of Type V construction.
Walkways and railings located over or supported by combustible roofs in buildings of
Type III and IV construction are permitted to be of wood not less than nominal 2 inches
(51 mm) thick.
Section 305.4 Dimensions: Stairs shall be at least 22 inches (559 mm) wide, with
risers not more than and treads not less than, 8 inches (203 mm) and landings at the
foot of stairs not less than 40 inches (1016 mm) wide by 36 inches (914 mm) long,
located not more than 8 inches (203 mm) below the door.
Section 305.5 Opening Protectives: Doors and windows along the fire escape shall be
protected with 3/4 hour opening protectives.
Section 705.9 Handrails: The requirements of Sections 705.9.1 and 705.9.2 shall
apply to handrails from the work area to, and including, the level of exit discharge.
Section 705.9.1 Minimum Requirement. Every required exit stairway that is part of the
means of egress for any work area and that has three or more risers and is not
provided with at least one handrail or in which the existing handrails are judged to be in

The second floor landing is the roof of a first floor area with a membrane roof with a
walking surface. The railing along the this landing a steel rail consisting of 1 1/2 by
1 1/2 by 1/4 angle top rail on the porch roof parapet. The top of the rail is 35 1/4
inches above the deck of the second floor landing.
Basement Entrance Stair
The basement entrance stairs are steel that lead to a basement entrance. The
stairs consist of ten (10) inches channel stringer. The rise varies between six (6) to
6 3/4 inches and the run varies between 10 1/4 to 10 3/4 inches. The railing is
constructed of 1 1/2 inch pipe railing mid rail and posts with a height of 32 inches.

steel grating supported by three (3) inch by three (3) inch by 1/4 inch angle frame,
with two (2) 2 '/2 inches by 2 '/2 inches by 3/16 inch knee braces. The railing for the
first level landing consists of a of 1 1/2 by 1 1/2 by 1/8 angle top rail with 1 1/4 inch
by 3/16 inch spindles spaced at five (5) to 5 1/4 inches on center. The top of the
railing is at 35 inches.
The stair between third level and the third floor landing consist of five (5) inches by
3/8 inch plate stringers with 1 1/4 inch steel grating treads. The average rise is 8
1/8 to 8 1/4 inches and the average run eight (8) inches. The railing consist of 1 1/2
by 1 1/2 by 1/8 angle top rail, with two (2) 1 3/4 inch by 3/16 inch center rails parallel
to the top rail and 1 1/2 inch by 7/16 inch posts. The railings opposite the building
wall are 33 1/2 inches above the threads.
The third floor landing area is 40 1/2 inches by 131 1/2 inches, consisting of a 1 1/4
inch steel grating supported by three (3) inch by three (3) inch by 1/4 inch angle
frame, with two (2)2 '/2 inches by 2 '/2 inches by 3/16 inch knee braces. The railing
for the first level landing consists of a of 1 1/2 by 1 1/2 by 1/8 angle top rail with 1
1/4 inch by 3/16 inch spindles spaced at five (5) to 5 1/8 inches on center. The top
of the railing is at 34 1/2 inches.
The ladder to the roof level consists of 1 1/2 inch diameter side rails spaced at 16 '/2
inches clear with 5/8 inch rungs spaced at 11 3/4 inches to 12 inches.. At the top of
the ladder the path crosses over a 13 '/2 inch wide parrapet and 10 3/4 inches down
to a membrane roof.
The stair tower is supported off the building and two four (4( inches square columns
located at the center of the landing at the ends of the stair tower.
Tilley House
Tilley House is a two (2) story masonry structure with a steel stair and landing
systems. Tilley House is use for academic purposes. The Occupancy Group for
this structure is Group B. The Construction Type for this building is Type III.
The stair consisting of steel stair and landing between finished grade and the
second floor level.
The stair between finished grade and the first landing consist of six (6) inches
channel stringers with 1 1/8 inch steel grating treads. The average rise and run of
the stairs is 7 7/8 inches and 7 3/4 inches respectively. The railing consist of 1 1/2
by 1 1/2 by 1/4 angle top rail, with 1 1/4 inch by 3/16 inch spindles spaced at 6 3/4

the railing is at 36 inches.
The first floor walkway connecting the second floor landing with the stair to the third
level area is 101 inches by 35 inches, consisting of a 1 1/4 inch steel grating
supported by three (3) inch by three (3) inch by 1/4 inch angle frame, with two (2)
three (3) inch by three (3) inch by 1/4 inch angle legs. The railing for the first level
landing consists of a of 1 1/2 by 1 1/2 by 1/8 angle top rail with 1 1/4 inch by 3/16
inch spindles spaced at five (5) to 5 1/4 inches on center. The top of the railing is at
Winches.
The first floor landing and walkway form a "L" shaped surface.
The stair between first floor and the second level landing consist of five (5) inches
by 3/8 inch plate stringers with 1 1/4 inch steel grating treads. The average rise
varies between eight (8) inches and 8 '/2 inches and the average run8 3/4 inches.
The railing consist of 1 1/2 by 1 1/2 by 1/8 angle top rail, with two (2) 1 3/4 inch by
3/16 inch center rails parallel to the top rail and 1 1/2 inch by 7/16 inch posts. The
railings opposite the building wall are 33 3/4 inches above the threads.
The second level landing area is 50 '/2 inches by 70 1/2 inches, consisting of a 1 1/4

Type II. The Occupancy Group for facilities office building is Group B. The

Upper Ladder
The upper ladder of the roof of the power house onto the upper roof of the facilities

The upper ladder consists of 3/8 by 2 1/2 bar rails with 3/4 inch rungs spaced at 12
inches on center. The top step has a rise of 9 1/4 inches with a step across of 5 3/8
inches onto the third floor landing. The ladder rail extends 26 '/2 inches above the
top step.
The third floor landing consists of a two (2) by one (1) frame supporting an
expanded metal grating. The railing consists of one (1) inch square tube top rail and
posts, and 1/2 inch square spindles at 5 3/4 inches on center.
Third Floor Ladder/Landing to Ground Level
The ladder system between the second floor platform and the ground level consists
of a folding steel ladder.
The lower ladder is a folding ladder consisting of 1 1/2 inch by 1 1/2 inch by 3/16 inch
angle rails and 3/4 inch diameter tube rungs with a width of 14 5/8 inches. The
rungs are spaced at 12 inches on center. The bottom step is 20 inches between the
finished grade and the first rung. The ladder is set with a step across distance 21

The second floor landing consists 1 1/4 inch bar grating supported by a three (3) by
three (3) by 1/4 angle frame on three sides. The angle frame is supported of the
existing structure and by a knee brace consisting three (3) by 1 1/2 by 1/4 at edge of

Capen Boiler
Capen Boiler is a 1 1/2 story masonry first floor structure and a wood framed roof
structure with a steel stair and landing fire escape on the side of the structure and a
steel ladder and landing on the back of the structure adjacent to the greenhouse.

The work shall consist of:
1. Install steel guardrail along edge of roof similar to existing. The new railing
shall be located along the roof edge between the upper and lower ladder,
approximately 20' in length.
2. The new guard shall have a continuous top member at 42" high. There shall
be (2) intermediate rails spaced evenly.
3. The continuous rail members shall be 1-1/2" diameter schedule 40 pipe.
4. There shall be vertical newel posts located approximately 6' on center; also
constructed of 1-1/2" diameter schedule 40 pipe. Each newel post will be
approximately 7'-6" long (42" above the roof and 48"
below the roof).
5. Each newel post shall have 2"x2"x1/4" plates attached
to each of the horizontal rail pieces.
6. The newel posts shall be face mounted to the existing
brick exterior wall with (2) 4" long steel angles, 3/8"
thick. Each angle shall be fastened to the brick using
Hilti adhesive anchoring system intended for solid
brick attachment.

SCOPE OF WORK
Below is a summary of the necessary scope of work as per the "Fire Escape
Inspections" report, developed by edm services, Carlo Schneller, P.E., dated
November 18th, 2013.
Refer to "Specific Building Description" at the end of this document for an
explanation of each structure and its individual components.

The work shall consist of:
1. Remove all loose mill scale, loose rust, loose paint, and other loose
detrimental foreign matter by power wire brushing, power sanding, power
grinding, power tool chipping, and power tool de-scaling until all signs of
damage are gone. Check any welding or joints with an especially critical eye
and contact the engineer of record if any signs of failure are noticed.
2. Clean the existing steel using a pressure washer. Start at the top of the
structure and work downwards. Dry the steel with clean rags afterwards.
Preparation shall be completed in accordance with SSPC-SP3 (Power Tool
Cleaning).

Structural (506)
All dangerous conditions shall be eliminated. All new structural members are
required to comply with code for new construction to the fullest extent practical.
Repairs to damaged buildings shall comply with 506.2 based on the definition of
substantial.
The intent of the proposed work is to reinforce existing structural or safety concerns
that may exist on the means of egress structures. These repairs are based on the
engineer's report stating the structural deficiencies. For this reason, edm believes
this section is compliant.
Mechanical (508)
Existing mechanical systems undergoing repairs shall not make the building less
conforming than it was before the repair. Furthermore, all existing buildings must
comply with 102.2.2.5 listed above.
The proposed scope of work does not involve any mechanical system repairs and
therefore, this section is not applicable. It is important to note that section 102.22 is
the responsibility of the College.
Conclusion
In conclusion, it is the opinion of edm that these code requirements must be
incorporated in the project scope of work and completed prior to the final signoff for
the project.

The proposed scope of work does not impact any of these code sections and
therefore, is exempt.
Existing Means of Egress, Unsafe Lighting and Ventilation (102.2.2)
All existing buildings must comply with certain requirements pertaining to egress,
light and ventilation to avoid hazardous situations.
It is important to note that this evaluation has not been completed by edm and
outside our scope of services. The College is responsible for compliance with this
section.
CHAPTER
General (501)
The proposed repair work shall not make the building less conforming than it was
before the repair was undertaken.
All proposed repair work is intended to make the structure more conforming and
safer than their current condition. Therefore, it is the opinion of edm that this section
will be compliant.
Building Elements and Materials (502)
Legally installed existing materials shall be permitted to remain assuming they do
not cause the structure to be unsafe or dangerous. All new materials must meet the
code for new construction to the fullest extent practical.
All new work will meet the code for new construction to the fullest extent practical;
otherwise, replacement of materials will be done in like kind.
Fire Protection (503)
Repairs shall be done in a manner that maintains the existing level of protection.
There are no proposed fire protection repairs and therefore, this section is not
applicable.
Means of Egress (504)
Repairs shall be done in a manner that maintains the existing level of protection.
As indicated in section 502 above, it is the opinion of edm that this section will be
compliant. It is important to note that section 102.2.2 is the responsibility of the
College.
Accessibility (505, 521 CMR)
The construction cost for this repair project is estimated to be less than $100,000
per building and less than 30% of the full and fair cash value of each building.
Section 3.3.1 only requires the propose work to comply with 521 CMR. The
proposed scope or repair work does not require any compliance with this section. It
is important to note that this evaluation does not evaluate "Work Performed Over
Time"and is outside the scope or services of edm.

Findings
As a result of the IEBC code review of applicable chapters, the following work is
required for compliance and is specific to this scope of work.
1. New work must be performed to meet the code for new construction to the
fullest extent practical.
Below is a list of code sections applicable to this project and a short description of
the relevance of each.
CHAPTERI
Construction Safeguards (101.6)
All construction work must comply with Chapter 14.
The general contractor is responsible for compliance with this section and is not
within the scope of edm.
Correction of Violations (101.8)
Required upgrades by any other code or licensing rule are not required to conform
to this code.
This section is not applicable to this project. The compliance with IEBC is based on
the repair work necessary for egress certifications and therefore, this narrative was
generated to show compliance.
Cumulative Effects of Proposed Work (101.9)
The code requires that an evaluation of the structural elements and their
connections be performed and shall consider the cumulative effects of alterations,
additions or changes of occupancy since original construction.
This section is not applicable to this project.
Masonry Walls (101.10)
For alterations to buildings with masonry walls, all masonry walls shall comply with
the provisions of Appendix Al.
The proposed scope of work is minimal and specifically exempt from this section.
Fire Protection Systems (102.2.1)
When existing buildings or portions thereof undergo additions or alterations, M.G.L.
148, 26G may apply with respect to sprinkler requirements. Other cases include
carbon monoxide alarms per 527 CMR and IBC Chapter 9, sprinklers in existing
nightclub use group buildings and existing multiple dwellings and lodging/boarding
houses per M.G.L. 148, 26H and 261. For existing buildings that contain sprinklers,
any change in commodity or storage arrangement requires an evaluation of the
existing system.

Below is the outline of an Existing Building Evaluation prepared for Smith College.
This narrative is based on the scope of work necessary to repair (31) existing fire
escapes on (19) separate buildings sporadically located throughout the campus.
The repairs are required based on an engineer's means of egress certification,
dated November 18th, 2013.
The review is based on compliance with the 8th Edition of the Massachusetts State
Building Code, the 2009 International existing Building Code and Massachusetts
State front end amendments. The review assumes that there are no outstanding
notices of violations or other orders from the building official concerning these
buildings. This narrative utilizes the Work Area Method for compliance, specifically
Repairs (402) described in Chapter 5 of the IEBC.
The definition of Repairs is described as "the restoration to good or sound condition
of any part of an existing building for the purpose of its maintenance."Below is an
outline of the scope of work for this project, which seems to meet the Repair
definition.
Scope of Work
The proposed repair work is detailed on the attached Scope of Work narrative. The
following is a summary of the repair work.
• The sanding, priming and painting of existing steel and wood egress
structures.
