The building is a classic old house which is slowly
deteriorating . The deterioration is due not only to lack of
adequate upkeep and repair but also to repairs done in a poor ,
hodge podge manner over the years .
The building predates the common installment of gas and
electricity and when the amenities were added much of the work
was not up to Code . For example , electricity was supplied to one
room by drilling a hole in the wall and pulling an extension cord
through for all the electric power in that large bedroom.
The plot of land upon which the building sits is unique in
that the square footage is adequate for four units but it lacks
the frontage by only two feet . Note that it is the only parcel
of land in the neighborhood with this amount of square footage .
The tax maps indicate that the shape of this parcel is unique to
the ara in that it has 1/5, more frontage than any other lot on
North Street in the neighborhood and substantially more depth
than any other . As a matter of fact , there are smaller lots in
the neighborhood upon which two structures are maintained .
The exterior walls are filled with brick leaving no room for
insulation. The cost to insulate the exterior requires rigid
foam, strapping , residing „ new trim and paint on the building in
addition to new windows and doors . This will return the building
closer to its original appearance covering up the unsightly
asbestos shingles . The entire house is run down but with the new
work proposed , the entire facade would render the house handsome
and structurally sound. Note that the external size would , not
change , the use would not change but only the number of units
within the existing structure would change . The request here is
for a dimentional variance not in any way affecting the size or
use of the existing structure and if granted would not detract
from the intent of the Northampton Zoning By-Laws .
The house needs a new heating system, new electrical wiring ,
new plumbing systems and external structural repairs . If the
variance is not granted , there is little economic incentive to
completely restore the home to a condition which would be an
asset to the neighborhood .
