25C-215 (7) ( ,9 S-C DECISION OF 1 ZONING BOARD OF APPEALS At a meeting held on March 10, 1986, the Zoning Board of Appeals 4 of the City of Northampton voted unanimously to grant the Variance request of Tristram and Barbara Metcalfe, Windsor Pond Road, Plainfield, MA for C! the purpose of converting a three-family dwelling into a four-family dwelling on a lot with less than the required frontage at property located at 39 Norttreet_, Northampton (URC Zone). Present and voting were: e h_S �i Acting Chairman Peter Laband, Kathleen M. Sheehan and Shirley Puchalski. f i The findings were as follows: K. Sheehan, referring to Chapter 40A, M.G.L. , found after a site j; visit, that it appears that a majority of the homes in this area are two-and three--family units on nonconforming lots, and that this is the largest lot in the area (with a setback of morethan twice the �I required 20 feet). She found that the shape of the lot is unique in i this area and that a hardship would be created to the petitioners, who are trying to restore this run-down home; that relief can be 11 granted without a substantial detriment to the public good, nor without nullifying from the intent of the Ordinance. She noted that the concerns of the abutters (i.e. dogs, trees, upkeep of lawns, etc. ) _ will have to be addressed by the neighbors living together in the area. P. Laband concurred, finding the shape of the lot unique to the area, which is a large lot, only lacking two feet of frontage requirements; that literal enforcement would involve a substantial hardship to the petitioners; and. that relief can be granted without detriment to the public good and without derogating from the intent of the Ordinance. S. Puchalski concurred. She suggested ggested that most of the abutters concerns are matters to be addressed between neighbors. The following conditions shall apply: 1. That the two parking spaces shown on the submitted plans in the middle of the circular driveway be eliminated (next to garage). 2.
