Dear Mr. & Mrs. Squires :
We have received the decision from the Zoning Board of Appeals today;
granting your application. There is now a twenty (20) day appeal period
you must await. After the appeal period is up, you must go to the City
Clerk' s office and get a stamped copy from them which will indicate that
there has. been no appeals on the decision you received from the Zoning
Board. Then bring the stamped copy they give you over to the Registry
of Deeds and file it with them, but be sure they give you a copy to give
to us to keep on file in our office. Then you can come to our office to
apply for the building permit, but until all the above listed steps are
complete our office can 't issue you the building permit. Be sure to get
the above mentioned copy from the Registry of Deeds , so we can process
the building permit immediately.
For Your Information: Zoning Ordinance Section 10.6 - Permit Time
Limits. A Zoning Board Decision granted under the provisions of Section
10. 10 shall lapse within eighteen (18) months (including such time re-
quired to pursue or await the determination of an appeal ) from the grant
thereof has not sooner commenced except for good cause, or if, in the case
of a permit for construction, construction has not begun by such date
except for good cause.

DECISION OF 1 71987
ZONING BOARD OF APPEALS
At a meeting held on September 2, 1987, :the 'ZoniniBoard of
Appeals of the City of Northampton voted unanimously to
the Special Permit and Finding requests of Joseph & Michelle
Squires, 30 Grant Avenue, Northampton, MA, for the purpose of
converting an existing two-family dwelling into a three-family
dwelling at property located at 30 Gran venue, Northampton,
MA (URB Zone) . Present and voting were: Chairman Robert C.
Buscher, Peter Laband and Sanford Weil, Jr.
+� The findings were as follows:
P. Laband stated that living conditions have changed since
�I these large houses were constructed and it is desirable to keep '
these older structures in tact while providing housing for
j( young people starting out. Referring to Section 10. 10, he '
found that the requested use is listed in the Table of Usej
Regulations; that the requested use bears a
j q positive
relationship to the public welfare by providing housing for
young Northampton residents; that the addition of one dwelling !
unit will not create undue traffic congestion nor impair ]
pedestrian safety; that the requested use will not overload..
municipal systems; that Article E does not apply; that the '
requested use will not impair the integrity or character of the '
zone, as the neighborhood is one of mixed single and
multifamily dwellings; and that the requested use is in harmony ;
with the general intent of the Ordinance. Referring toy
application under Section 9.3 (D & E) , P. Laband found that thel,
{{ extension of the pre-existing nonconforming use would not be '.
I substantially more detrimental than the existing use.
S. Weil concurred, finding that the traffic situation at the ;
beginning of Grant Avenue is more flexible than towards the
dead-end and that there is ample room for parking on site.

R. Buscher commended the Squires on their renovation work, !
however, expressed concerns that the Board was being asked to '
approve a proposal expos facto, as the garage structure has `,
already been separated from the main structure in order to
j easily accommodate a third unit. He concurred with his :
colleagues, however, regarding the criteria and noted that
1 there is ample parking on site.
j The following condition shall apply:
That the parking be arranged in such a manner that vehicles
can exit the parking area facing traffic.
