Robert Raymond Twin Cleaners 211 North Street Northampton, MA 01060 RE: Assessors Map 25C, Lot 94 and 95 Dear Mr . Raymond: The Northampton Board of Health is in receipt of a complaint from the Western Regional Office of the Department of Environmental Protec- tion in Springfield concerning excessive smoke emissions from the Twin Cleaners plant at 211 North Street. On February 6, 1990 , a representative of the Northampton Board of Health conducted an inspection and observed excessive smoke emissions from the stack at the rear of your plant. The observations included the following: 1 ) during the period from 8 : 45 a.m. to 9 : 15 a.m. smoke with an opacity of 30% to 50% was being emitted from your boiler stack (the limit is 20% opacity) ; 2 ) the top of the boiler smoke stack is badly deteriorated, several feet of the stack have rotted away, in addition, the stack is too short. The top of the stack is several feet below the surrounding buildings , thus adding to the smoke problelM in the neighborhood. These conditions violate Sec. 7 . 06 ( 1-B) of 310 Code of Mass . Regulations and are also a public health nuisance. Under authority of Ch. 111 , Sec . 127 of the Mass . General Laws , you are hereby ordered to reduce the smoke emissions to a maximum of 20% opacity within 24 hours of the receipt of this notice, and to replace the deteriorated smoke stack with one of proper height within forty five ( 45 ) days of the receipt of this notice.
