The temporary platforms would be operational by the end of 2014. It's expected
they will be in use for approximately 14 months after which they will be replaced
by the permanent full length, high-level platforms. The temporary platforms will
be located on the station site so as not to restrict construction of the permanent
platforms.
The interim platforms are expected to be adequate to support the expected initial
ridership levels at these two stations. Service at these stations during the time
the temporary platforms are in use will be only the Amtrak Vermonter which
operates once daily in each direction. Initial total daily ridership (both directions)
at Northampton and Greenfield is expected to be less than fifty people at each
station.
In conclusion, we are confident that this proposed approach guarantees
integrated and equal access throughout all phases of the project. We would
therefore ask the Board to grant an extension of time for the construction of full
length, full high-level platforms until December 31, 2015. Enclosed, you will find
30% design plans for both stations with full high-level platforms.
