As a public .acency, to which the City of Northampton contributes a share of operating and capital costs , the PVTA should not be charged fees by the City for building; permits , etc. As I explained on the phone , those fees would only come back to be charged to the City as our local assessment of the PVTA costs of this project. I apologize to you--and understand hour frustration--that all of this was not made clear to you earlier on. I had wrongly thought that all of this had been taken care of earlier by the firm contracted to do the architectural/engineering design of the f acility(including inquiries about variances needed and size of water mains , as well as permit fee issues) .
