Environmental Protection Agency, Northampton Conservation Commission, Abuttors. Specifically, construction of the parking lot and roadway was to con- form to the specifications detailed on the Plan of Land prepared by Almer Huntley, Jr. and Associates, dated Nov. 1985. We find that the work done to date is not in accordance with these specifications. A review conducted by Huntley, Associates, identified the following concerns: 1. On the border between U.S. Express and Harlow Industries, the edge of the lot is 1" lower than specified and no drainage swale has been cut. 2. The location and elevation of the drop inlet at the corner of the access road and the parking area is not constructed in accordance with the plan and is currently ineffective. 3. The width of the access road was to be 14' allowing for an 8' ditch line between the road and abutting property. The road appears to cover close to the entire width of the 24' strip. 4. The roadway was to be of bituminous material; it is gravel. 5. A drop inlet 100' from the end of the roadway was not constructed. 6. A green chain link fence (with slats on the easterly side) was specified. I quote from the contract: "Any subsequent changes in use or modification of current plans for development of the site will be subject to the review and concurrance of appropriate City Boards and Agencies."
