John Harlow Harlow Industries, Inc. 30 Industrial Drive Northampton, MA 01060 Dear John, Thank you for your letter of January 27, 1988. First, with regard to the property owned by US Express to the rear of yours: we are all in agreement that it is very unfortunate that the paving and draining has not yet been accomplished. However, it was determined over a year ago that there was no utility in Mr. Herlihy contracting for such work until various problems with the existing drainage culverts and the brook itself had been rectified. Specifically, it became evident that the brook needs to be dredged and culverts cleared in order that the current water flows, and increased flows directed thereto in the future, be accommodated. A series of meetings have been held on this subject and it appears we are near an agreement which will result in accomplishing the necessary work this Spring. I will keep you posted. Secondly, with regard to the wood stored on your property: the Northampton Redevelopment Authority has instructed me to point out to you that, regardless of other problems, the storage of wood in the manner it has been stored is in violation of the Industrial Park regulations and that you lacked the authority to bring it in in the first place. Additionally, it would appear that, since the ground has been frozen during the winter, you should be able to move the wood. It is the NRA' s responsibility to advise you that the wood should be removed or stored in an appropriate manner. a
