Jim; This is a follow up letter as to our discussion
at the meeting on 2/2/95 at the Coca Cola Plant. It is my
decision that the Interceptor and piping discussed should be
considered Special Waste according to the following
combination of Definitions and Principals of the Mass. State
Plumbing Code. (Principle 22) (Definition Interceptor)
(Definition Special Waste) (Definition Detrimental Waste)
(2.09 1 a.b. ) (2.09 3d)
It is also my decision that I cannot issue a permit for
the piping system or the Interceptor until Section 2.09
5. ,2.06 t and Sect 2.13 are complied with. I also feel that
the trap seals discussed in some parts of the system should
be protected under Sect 210 a 3. We also discussed the Lab
piping, I feel that this should also be considered Special
Waste requiring Board Approval under Sect (2.06t) and (2.09
5) .
I am confident that with your cooperation I will
receive the approved Plans by the Board, and also the
approved Registered Engs. Drawings from the D.E.P. in order
that I may go forward with the Permit process.
