emergency generator provided local authorities are in agreement with our engineer's determinations.
Your response is appreciated. I am also sending copies to Northampton Fire Department and the
electrical inspector asking for their approval as well. Preliminary permit plans will be prepared
when this issue is resolved.

When should either emergency power or some form of
back up power be required for fire pumps;?This is always
an interesting question.
The State Building Code (780 CMR, Sixth Edition),
Chapter 9, Section 924.3, titled "Emergency Power",
sets the "where required" criteria for when emergency
power is required for fire pumps and is otherwise
explicitly silent on requiring any other form of back-up
power to fire pumps.
Relative to emergency power requirements, Section
924.3, in part states. All fire pumps shall be provided
with emergency power when installed in
(1) High-rise buildings as defined by MGL 048 20A
and 760 CMR;
(2) Buildings and structures of Use Group A,with a

Attatched is a summary of the situation as published in Codeword.
The conditions at this site are:
1. As engineer of record I have assessed the power supply and have determined that is in fact
reliable.
2. The use group for the site is mixed, B, F1, and S1. This classification does not require
emergency power.
3. As stated within the Codeword article, the Fire Marshall and Wiring Inspector are free to
question my determination that reliable power exists. We should get preliminary approval from
them at this point and we can can formal approval when permit documents are produced.
4. The owner has suggested that emergency power may be pursued as an added safety feature
above the minimum requirements of the building code.
5. The owner has also stated a preference to an electric pump over a diesel pump based on the
reduced maintenance associated with an electric pump system.

RE: Minute Maid, Northampton—Fire pump power supply
NFPA 20"Centrifugal Fire Pumps"requires a dependable electric power supply to a fire pump.
This governing document defines that the power supply must be dependable. Consideration
must also include the effect of fire on the transmission lines in the property or from adjacent
buildings. It is our intent to design this pump system with a single power supply from the local
utility.
The Massachusetts State Building Code, 780 CMR, does not require emergency power for this
building. This code requires emergency power for use groups A, E, I, and H and where the local
power utility is not dependable. This building does not include occupancy with these use groups.
It is our professional opinion that the electric utility for this site is dependable based on the data
provided by Mr. Jim Nichols of the Massachusetts Electric Company. Per telephone conversation
minutes, he stated on 4/12/02 that"over the last five years, Minute Maid has experienced an
average of 1.45 outages per year for an average outage of 71 minutes".
It should be noted that the current city water supply is excellent. The pump is required to meet
the full pressure demand of the system, however, the fire sprinkler system will operate and
partially function without the pressure boost provided by the fire pump. A full bypass will be
provided around the fire pump.
The electrical inspector, fire department, and building inspector have jurisdiction over this design
requirement. Each of these parties should be consulted for approval of our design that does not
include emergency power.
