SUMMARY This project is for the construction of an addition to an existing manufacturing building in Northampton Industrial Park. The existing lot is constrained by wetlands, however,the applicant has worked diligently to reduce these impacts. Wetlands are protected from sedimentation and erosion through the use of erosion control barriers. Wetlands that are proposed to be filled will be replicated at a rate of 1.2 to 1,replication area to disturbed wetlands. Stormwater for all new construction meets the stormwater policy by removing 80% of the Total Suspended Solids. Stormwater runoff from the existing parking lot will be improved with the installation of 2 deep sump hooded catch basin. Without the expansion of this building,the business will need to seek a new location. The entire upland area on the property will be utilized to the maximum extent allowed under zoning to accommodate the proposed addition and required support facilities, such as parking and the stormwater management system. Additional parking required by the addition will be located between the proposed building and Industrial Drive, while maintaining the existing parking area, which also will serve to allow tractor trailer trucks to access the building. A detention basin is proposed in the northern corner of the lot, and will discharge water to the wetland replication area. From there,the water will flow through the existing wetland system around the back of the building before flowing off the property to the southeast. E. Stormwater Management This project is a combination redevelopment and new construction. A series of Best Management Practices are proposed for this project. All roof runoff will be directly infiltrated through two infiltration basins located on the southwest and northeast sides of the building. The new parking lot area will be graded so that runoff will discharge into a deep sump hooded catch basin with oil-water separators before discharging into the forebay of the detention basin located in the north corner of the property. During construction,before the site is stabilized,this detention basin will serve as a sedimentation basin to collect silt and sediment from the parking area. The detention basin will be cleaned of sediments before going on line. Stormwater from the existing parking area,the portion of the project that is considered to be redevelopment, currently flows off the parking lot and into the adjacent wetlands. With this Notice of Intent,the applicant proposes to regrade the parking lot to discharge into two deep sump hooded catch basins. These catch basin will remove oil and 25% of the TSS before discharging to the infiltration ditch to the southwest of the building. This infiltration ditch may overflow into the adjacent wetlands during periods of high precipitation. VIII. RESTORATION AND PLANTING PLAN There are two areas of disturbance within the wetland resource area. An area of 225 square feet will be impacted through the installation of the drain line from the parking lot catch basins (#2 and 3)to the infiltration trench behind the building. A second area of impact, 705 square feet, will be caused by the construction of the western corner of the building. Both of these areas are proposed to be replicated in the wetland replication area adjacent to the property line. The proposed replication area is 1,150 square feet in size. In addition, approximately 190 square feet of the disturbed area for the drain line further than five feet from the building foundation will be revegetated as wetland. Restoration Mix for Detention Basins, available from New England Wetland Plants, or equivalent, and then covered with a biodegradable erosion control blanket(BonTerra ENCS2, or equivalent) to stabilize the slopes and to hold the seed until germination(see Figure 5). The proposed detention basin on site will be roughed out at the beginning of the site grading work and will serve as sedimentation areas with runoff from the site being directed toward the basin before the site is stabilized. This will further ensure that no sedimentation will occur in wetlands during construction. These basins will be cleaned of silt and sediment that collect during the construction phase, before being placed "on line". D. Proposed Work The current building of approximately 3,800 square feet is proposed to be enlarged to a total of 10,070 square feet(see Site Plan). Most of the building and construction will occur within the upland area on the site with only the western corner of the building extending into the wetlands. An area of approximately five feet in width of upland will need to be maintained adjacent to the proposed building to maintain stability of the footings, and provide an acceptable slope into the wetlands. All impacted wetlands are proposed to be replicated on site along the northwestern property line. TABLE 1. IV. PROJECT DESCRIPTION A. Purpose The purpose of the proposed work is to construct an addition to the existing manufacturing building and expand its office space. Wetland impacts have been kept to a minimum by reconfiguring the proposed addition and its associated parking. A small portion of the proposed addition to the building will fall within Bordering Vegetated Wetland. These wetlands are proposed to be replicated to between Bay State Machine Co., and the Self Storage units near the northwest property line. They will receive outflow from the proposed detention basin. Finally, a stormwater plan has been developed which meets the standards of 1996 DEP stormwater policy. B. Timing It is anticipated that the applicant will begin construction immediately upon the receipt of all City and State approvals and permits. Construction of the foundation and infrastructure is proposed to begin during late fall in 1999. An erosion and sedimentation control barrier consisting of double staked haybales will be installed prior to any other work on the site. This will serve as a limit of work line;as well as protecting the wetland against sedimentation. This will remain in place until construction is completed and the site is stabilized with vegetation. C. Sedimentation &Erosion Control Sedimentation and erosion control barriers will be installed prior to any construction activities on site at the limit of work line (see Site Plan, prepared by Killam Associates). The barrier will consist of a line of double staked haybales in front of silt fence (AMOCO 2122 or equivalent), both dug into the ground 4 to 6 inches to prevent underflow(see Figure 4). All sedimentation and erosion control barriers will be left in place and maintained in good working condition until all disturbed soil has been stabilized with vegetation. All disturbed buffer zone upland soils will be seeded with a non-invasive upland seed mix,New England Erosion Control/Restoration Mix for dry sites, available from New England Wetland Plants, or equivalent (see Table 1 below). This seed mix contains several native grass species which may be mown, or allowed to naturalize the disturbed areas. The slopes throughout the site are not excessively steep, with two exceptions. The first is within the detention basin, which has slopes in excess of 3:1 slope. This area is to be loamed to a depth of 10", seeded with the New England Erosion Control/ Notice of Intent for Building Addition to Bay State Machine Co.,Appendix A Page 3 NEW ENGLAND ENVIRONMENTAL, INC. III DESCRIPTION OF WETLANDS A. Overview of Wetlands The following wetland resource areas were found on the property: ► Bordering Vegetated Wetlands; and ► Bank. There was no Land Under Waterway or Water Body, Bordering Land Subject to Flooding, Isolated Land Subject to Flooding,Riverfront Area, or Isolated Vegetated Wetlands.During May, 1999,New England Environmental,Inc., (NEE) flagged the edge of BVW with orange and black stripped flagging tape. The flags delineating the edge of BVW were numbered A-1 through A-9. There are no known rare wetlands wildlife,vernal pools or high priority sites of rare species habitat, for this site according to the Massachusetts Natural Heritage Atlas, 1997-98 Edition(see Figure 2). In addition,NEE has reviewed the site location on the Flood Insurance Rate Map for the City of Northampton, Community-Panel Number 250167 0002 A, 1978 (see Figure 3). C. Bordering Vegetated Wetlands The Bordering Vegetated Wetlands (BVW)on this property consist of a wooded swamp. The over story is dominated by Red Maple,Acer rubrum (FAC), Smooth Alder,Alnus serrulata (OBL), and Gray Birch,Betula populifolia (FAC)with some Aspen,Populus tremuloides (FACU). A grape vine, Vitis riparia(FACW), is found throughout the site. The shrub layer was dominated with Silky Dogwood, Cornus amomum (FACW), while the herbaceous layer included Jewelweed,Impatiens capensis (FACW) and Sensitive Fern, Onoclea sensibilis (FACW). There is a small intermittent stream that crosses the property near the back lot line. This stream was running at the time of NEE's delineation. This wetland resource area has an one hundred foot Buffer Zone associated with it. C. Bank This wetland resource area is associated with the small intermittent stream that crosses the lot near the back line. There is no work proposed in the vicinity of this intermittent stream or its bank. Notice of Intent for Building Addition to Bay State Machine Co.,Appendix A Page 2 NEW ENGLAND ENVIRONMENTAL, INC. I. INTRODUCTION This Notice of Intent is for the construction of additional manufacturing and office space at Bay State Machine Co. in Northampton. Most of the proposed expansion will lie within the Buffer Zone to Bordering Vegetated Wetlands, with a small area of the proposed building expansion within the Bordering Vegetated Wetlands (BVW). This Notice of Intent and the accompanying site plans have been designed to minimize the potential wetland alterations. A stormwater management plan has been designed which incorporates infiltration for the roof ninoff, and deep sump catch basins and a wet detention basin to treat stormwater runoff. The stormwater management plan designed for this project exceeds the.80%removal of Total Suspended Solids required by the DEP stormwater policy. Calculation of Filing Fees This proposed project is for the construction of an addition to an existing manufacturing building in the Northampton Industrial Park. The filing fees have been calculated to be$560.00. This project includes one category 3(b)activity,for the construction of an addition to the existing manufacturing building which falls within Buffer Zone and Bordering Vegetated Wetlands and has a filing fee of$525.00, under the Wetlands Protection Act. This fee includes site preparation, the detention basins,parking lots,utilities, and points source discharge. Of this fee, $250.00 is allocated to the Commonwealth of Massachusetts and$275.00 to the City of Northampton. The City of Northampton has an additional filing fee under its wetlands ordinance of$35.00, for a total of$310.00,which is enclosed. II SITE DESCRIPTION The site is located at 76 Industrial Drive,the present location of the Bay State Machine Co. The current building is approximately 3,800 square feet with a parking area to the southeast of the building. The area behind the building consists almost.entirely of wooded wetlands. Most of the remaining lot around the building is maintained as lawn, with the exception of property line between Bay State Machine and the self-storage units which is also forested.
