25A-170 (20) HERITAGE BANK November 14, 1989 Mayor David P. Musante tgov l d City Hall Northampton, MA 01060 Dear Dave: First let me congratulate you on your election day victory and offer best wishes for another successful and rewarding term as Mayor. You are to be commended on the many great things that have been accomplished during your tenure of office and best wishes for continued success. I waited until after election to mention the following matter which you may be aware of. Along, the river bark, north of the Coolidge Bridge, is a property owned by a Mr. Cichy. The University of Massachusetts and Amherst Rowing Clubs have access through the Cichy property to the river. The other day, in touring the area with Tom Carhart, I was distressed to note the poor condition of the road leading down to the river as well as the numerous junked cars on the Cichy property, adjacent to the right of way. I would think there are many reasons to force Cichy to remove the blighted vehicles. Once this was accomplished, and perhaps in the spring, a grader could make one pass to the river which would straighten out the road and certainly be beneficial to the UMass crews. I would be glad to discuss this with you or other city officials if necessary. Again, best wishes and I look forward to congratulating you in person. k ely, .
