It is slowly coming together. However , to progress further, we need immediate assistance, which only City authorities have the power to address . Specifically, there is a major problem with the deplorable condition of the property owned by Raymond Cichy and the adjacent Old Water St . right of way, which the users of Mr . Cichy ' s land have piled with junk and debris . There are several junk (unregistered) cars , parts of appliances , plumbing fixtures, wire, deteriorating boats , old radiators , and other discarded materials in this public way. These present physical hazards to persons who are seeking access to the river along Old Water St. In addition, Mr. Cichy has begun construction of an addition to his building, apparently without a valid building permit , and he has continued this activity despite warnings from the building inspector. Mr . Cichy' s land is in the Special Conservancy zone, which prohibits residential or business-use buildings . Furthermore, we have had complaints that Mr. Cichy ' s dog, which is tied up within the Old Water St . right of way, has "gone after" some of the rowers as they try to carry their craft to the water . In sum, we believe there are numerous violations of city zoning, health and building codes and ordinances which must be cleared up by action of city boards and authorities .
