25A-134 (2) Ll Py MAR 2 61982 �# DEFT.Of BUILDING INVECTtONS NORTHAMPTON,Aid DECISION OF THE /�� ZONING BOARD OF APPEALS The Zoning Board of Appeals met on February 24 1982 and unanimously granted the petition of Charles and Karen Borowski for a special permit to add an apartment to a single family home at 19 Glenwood Avenue. Based upon the evidence presented to the Board, the Board made the follow- ing findings in regard to the special permit: 1. The proposed use is listed in the Table of Use Regulations. 2. The proposed use bears a positive relationship to the public convenience or welfare in that it will provide additional housing. i 3. The proposed use will not create undue traffic congestion nor impair pedestrian safety because only one apartment would be added, which in theory will add no more than two cars. i 4. The area is adequately served by municipal systems, and !� one dwelling unit will not overload those systems. �j 5. The proposed use will not adversely affect the character 1� of the neighborhood since the street now has many multi- family homes, and therefore will not be more detrimental I? nor more nonconforming than the present use. The special permit is , however, granted subject to the following condi- tions: I! 1. That the parking be confined to the rear parcel where i { there is adequate turn around space, thus eliminating the need to back out into the street; and 2.
