NOV 2 3 2004 Hobie Iselin Construct Associates Re: Yale House Renovation—Minutes of Meeting 11/17/04 Present: Tony Patillo, Building Commissioner;Hobie Iselin, Construct Associates;Mary Kraus, Kraus-Fitch Architects Draft Code Compliance Report was reviewed(specifically the summary), and different avenues for code compliance were discussed: 1. If all units were R-3, sprinklering would not be required;but this would require two distinct means of egress from each unit. The 2nd and 3`d floor flats would each need to have two stairways not shared by the other unit. While existing fire escapes are allowable, any new egress stairs would need to be actual stairways. 2. The Report had suggested using R-2 units with a Compliance Alternative to sprinklering, under the interpretation that sprinklering would be required for the R-2 use. Mr. Patillo offered a different interpretation on option 2 above: Because there is not a change in use(previous use was R-2 dormitory), sprinklering is not required. Therefore,there is no need to propose a Compliance Alternative. He pointed out that having a fire alarm system tied into the Fire Department is actually more than what would be required. (Changing any units to R-3 would be changing to a less stringent use in terms of code requirements.) The townhouse and the first floor flat can both be considered R-3, or alternatively, the first floor flat can be considered R-2 as in the Draft Code Compliance Report. R-2 and R-3 uses should be called out on the floor plans. Mr. Patillo also pointed out that the storage use in the basement needs to be considered a separate S-I use group. These areas will require a 2-hour fire separation from the residential areas. (This does not apply to basement areas connected to the unit they serve—such as the townhouse and the first floor flat.) There may be a requirement for a second means of egress from the boiler room, depending on total BTUs. To be further researched. My hope is that you will take a look and let me know whether I can get a building permit based on these, with the understanding that as soon as the demolition (plans attached, with the demo permit) has been completed and I can see where the structural and mechanical problems are, I will modify and complete the measured drawings to our usual standard. I understand that in order to issue that permit you will need the fire narrative. I have asked my alarm subcontractor to give me a proposal for the fire alarm system based on current fire code requirements for multi-family dwellings, and run it by Duane Nichols prior to submittal with the building permit application . Mr. Tony Patillo: In regards to the proposed project at 88 Round Hill Road,I have approved a 1-I/2"new service to be installed. There is adequate pressure and flow in this area to feed this service. Mr. Islip has requested to do this project in the spring of 2095,after construction has begun. I do not have an issue with this,as the current service into the building will not be disconnected until after the new 1-)/2"service is installed.
