7. Explain how the change shall not be substantially more detrimental than the existing
non-conforming use to the neighborhood.
The existing property located at 355 Bridge Street is used as an office. The existing use
is non-conforming due to the open space being less than the required 70%. This is largely
due to the existing parking lot on the premises. The proposed structure would be located
on the existing asphalt at the rear of the property. The asphalt to either side of the
structure would be removed to create more open space.
The proposed structure is a one story pre-engineered all metal and steel non combustible
building to be used as private storage by the applicant for snow plow, service equipment
for the premises, vehicle and some office file storage. The building's color is burnished
slate with a fern green roof and polar white trim to coordinate with the existing brick
building located on the premises.
The adjoining premise to the west,the Lyons property at 351 Bridge Street is located on
the street approximately 500 feet from the proposed structure. There is no view
obstruction since the property at 351 Bridge Street has a large barn in the rear, which
completely shields the subject garage. The property to the East,the Hutchins Family
Realty located at 357 Bridge Street is approximately 450 feet from the proposed
structure. Along the property line there is a large hedge of Canadian Hemlock trees that
create a nice barrier between the properties and keep the proposed building from view.
Route 91 is located to the rear of the property. There is nothing else located near the
proposed structure.
The use of this garage is private. As an owner of the existing property for 17 years I have
made substantial improvements to the property which was an eye sore at the time of
purchase. Over time we have enhanced the neighborhood and we have no intentions of
selling the property in the future. The proposed structure will only be used by its owners
and on a limited basis. The use of this garage will not in any way be more detrimental
than the existing use of the property. We presently drive to 355 Bridge Street six days a
week to either work or service the building. Any access to the garage would be made at
those times. Again, driving down Bridge Street will reveal that the proposed structure is
similar to other garage type buildings in the area.
