However, my entire property is 0.53 acre and the amount being disturbed is at most 1/2 that (0.25 acre) ---and will very likely be less . Please tell me if there is something required of me regards this process/ building permit for 9 Dewey Court. If, as I hope is the case, nothing further is required, Tony requests that be stated in writing as a waiver or permit. I have been in regular contact about this project with Ned Huntley and Tom Smith at DPW since June 25. This project involves moving an historic house to vacant land at Dewey Court to save it from demolition and is very time sensitive. The project has the endorsement of Mayor Higgins, The City Historic Commission, Historic Northampton and the editorial support of the Gazette. 1 JUL-29-2004 15:27 BELL ATLANTIC HATFIELD 413 247 9098 P.01i02 ANN C) ` AAr> o r r i i r 7 ^ .► C AV, y. The contact is changed to Al Hardy I have a letter of cooperation from Fibertech. The contact is Bob Enright I have a letter of cooperation from Mass Electric although they are balking at complying prior to late September because of a job they view as interrelated upgrading the Florence substation. MGL 166 #39 says they must cooperate within 7 days (this may be a non issue as the earliest the building could conceivably be prepped to move is Sep 15) . . .The contact is now Peter Normandin I anticipate an email from Verizon stating their cooperation today. The contact has shifted several times and is at the moment Ray Mieczkoski. Northeast building Movers has done a written site re-verification of the move route and prepared a list of signage that will need to be temporarily dismounted as well as tree limbs. DPW is aware that a few signs will need moving (like a Stop signs) and Tom Smith (who has been my go-to person there) is determining protocol for the tree limbs. I informed him that he would be required to hire a police officer with cruiser to facilitate his travel through the streets of Northampton. He has agreed to that requirement and has assured me that he will obtain all other required permits and make all proper notifications. Page 1 of 1 For the two dollies under the building we will have on hand two spare complete dollies as well as spare tires. There will be two additional tractors available as well. There will be two front end loaders on site. From our experience, the travel upon interstate ways move rather quickly, as we are unencumbered by any obstacles. I estimate that we will complete the move on the interstate in approximately 20 minutes. We obviously will need traffic escorts and signage. Although we have already spoken with Captain Michael Wall at Northampton Police Department and will be meeting his needs, we would look to Mass Highway for further guidance in that regard. We will furnish or arrange for any signage, signboards, etc. as directed by the State, or cooperate with Mass Highway if they elect to provide these items. We have inspected the route as navigable but will conduct a further survey and consult with your engineers to identify any obstructions that may need to be temporarily moved such as signs. The critical leg of the move is the portion on Route 91. We are proposing to enter Route 91 south bound at exit 19,travel south, and exit the highway at exit 18. We seek early approval of the following plan as time is of the essence. Height: The total loaded moving height is 35 feet which may be slightly adjustable. This is comprised of a building height sill to ridge of 29 feet, a transport system height of 5 feet and 1 foot margin of error. Width: The building width, the width of the load, varies between 32 feet and 35 feet. The principal width of the body of the building is 32 feet. It is 3 feet wider where the roof overhangs at approximately 18 to 20 feet above the road bed as loaded. Then of course it tapers to 0 feet as the roof peaks. Length: The building is 54 feet long. 48 feet have the loaded height of 35 feet as above. 6 feet is a one story porch that has a loaded height of 17 feet We will be moving the building on a typical three point system. A truck tractor will be attached to the front of the building. The rear will be carried upon two moving dollies. Each of these dollies is an 8 wheeled unit, manufactured for the purpose of housemoving. It has two axles and is omni directional in steering. Each unit is also equipped with air brakes and typical spring type emergency brakes. Owner Eddy Couturier has worked in Northampton before (he raised and supported the row house behind the Academy of Music on South Street during its foundation work) and has experience moving Historic Houses. I have a contract with NBM and they have completed an on site feasibility study. Upon being granted a building permit I will also commission a final engineering survey from NBM intended to avoid any conditions that may have been overlooked by engineers at the utilities.Attached is NBM's narrative for Mass Highway Department http://www.northeastbuildingmovers.com/ Mass Highway Department District Two engineer Ken Wanar has endorsed our use of Interstate 91 for the move. He is sending his endorsement to Boston (Chief Engineer) and Milford (Commercial Motor Vehicle Department)for final approval. The use of Interstate 91 is crucial as the railroad bridges on the east edge of downtown otherwise prevent this move. Mass Highway has proposed a tentative move time of 2AM Sunday morning in whatever week we do this. Mass Electric engineer Roger Longchamps in Northampton has indicated that it is Mass Electrics policy to cooperate with such a move. Wires are moved at the utilities cost. He has begun his engineering study to identify what will have to be done. They reserve the right to bill me for moving poles or guy wires,if we agree that becomes necessary. Verizon engineer Fran McManus in North Hatfield has indicated that it is Verizon policy to cooperate with such a move.Wires are moved at the utilities cost. He has begun his engineering study to identify what will have to be done. ComCast engineer Al Hardy has indicated that it is ComCast policy to cooperate with such a move. Wires are moved at the utilities cost. He has begun his engineering study to identify what will have to be done. Each of the above has my plan in writing and if you require I will forward the final approval from each as it comes in. Absent unforeseen conditions arising in the various engineering studies it is the expectation that this move take place. Captain Michael Wall of the Northampton Police Department will support this move and I have agreed to pay for escort vehicles and traffic officers he deems necessary. His email is attached. At the direction of Northampton City Engineer Ned Huntley in the week of 6/28/041 will be applying for Water and Sewer Availability and a House Number Assignment. Pursuant to the building permit I will also apply for a Trench Permit covering Water, Sewer, and Driveway as well as a Driveway Permit and Water and Sewer Entry Permit as required. DPW has requested to be advised of the building loaded weight as to-be-moved It is 75 tons per Northeast Building Movers. After DPW gives their consent to this move I will apply for a building permit. Once that is granted the final move and its time will be dependent upon completed engineering, any unforeseen move related costs, and the agreement of the parties as to how to schedule the work. 6/25/04 From: Jordi Herold 0 IWF One Short Northampton, MA 01060 V Phone 413-587-4581 i-o—rdiherold@earthlink.net To: Mr. Ned Huntley Mr .George Andrikidis Northampton, DPW Fax 413-587-1576 Re: Moving historic Pratt house from 337 Bridge Street to Dewey Court in Northampton Dear Ned, Following our conversation of Friday 6/25/04 here is a draft proposal re: the above move. A person who constructs more than one home in a two-year period shall not be considered a home owner." The building department for the City of Northampton wants any person(s) who seek to use the home owner exemption, to act as their own construction supervisor, to be aware that by doing so you become responsible for compliance with state building codes and regulations. The inspection process requires that the building department be called to inspect work at various stages, which include foundation/footings (before backfill), sonotube holes (before pour), a rough building inspection (before work is concealed), insulation inspection (if required) and a final building inspection. The building department requires these inspections before the work is concealed, failure to secure these inspections can result in failure to obtain a certificate of occupancy until the work can be inspected. If the homeowner hires other trades to perform work(electrical, plumbing& gas) the homeowner will be responsible to make sure that the trades hired secure their proper permits in conjunction to the building permit issued, and that they get their required inspections. Patillo, CBO Building Commissioner Zoning Enforcement Officer City of Northampton Northampton, MA 01060 May 14, 2003 Dear Mr. Patillo: Enclosed is the Zoning Permit Application and accompanying site survey material. I have filled out the Application to the best of my ability to get the ball rolling and personally had a question or two related to the drawings that at this point are unanswered. I will fill in the details as questions might arise regarding the 100 year flood plain, setbacks etc; The plan is to dismantle the non conforming current L shaped structure and to then construct a new single family dwelling that apparently will be less non-conforming if there is such a designation. Thank you and members of the Planning board for you attention and assistance with regard to this project. Sincerely Raymond L. The requested use will promote City planning objectives to the extent possible and will not adversely effect those objectives,as defined in City master or study plans. The reinvestment in housing along this important residential gateway to the City is consistent with the City's goals of encouraging housing which re/eaves the pressures and demand for further commercial encroachment into residential neighborhoods. HARDSHIP: CONDITION OF APPROVAL: FINDINGS: The Planning Board granted the Special Permit for more than a 15%improvement within the Watershed Protection District to build a single family house on a lot based on the plan submitted within the application: "Cahillane Residence" Site Plan Review Applicaiton, prepared by Peter Frothingham Registered Architect, dated January 20,2005. The Planning Board found: A. The requested use protects adjoining premises against seriously detrimental uses. The single family residence replaces a home that was moved from this site to another location. The location of the house is primarily out of the floodplain and adequate compensatory flood storage has been provided to offset the volume of the structure that is located within the FEMA 100 year floodplain. Thus, the use will not adversly affect adjoining properties. Surface water drainage will flow to the rear of this property and be contained on site. Sound and sight buffers and views, light, and air toward adjoinging property will not be affected. B. The requested use will not affect the convenience and safety of vehicular and pedestrian movement within the site and on adjacent streets. The new driveway will enable vehicles to turn around to prevent backing onto Bridge Street. No new traffic impacts on the streets and roads in the area will be created since this house replaces a house that previously existed on site. C. The requested use will promote a harmonious relationship of structures and open spaces to the natural landscape, existing buildings and other community assets in the area. The house is built into the hill side and will not obstruct views from abutting properties. The rear of the property that is located within the floodplain will remain open for flood storage. D. The requested use will not overload the City's resources including the effect on the City's water supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools. E. The requested use meets the special regulations set forth in the Zoning Ordinance Section 5.2,6.2, 10, 14. The applicant has demonstrated through engineering calculations, that all compensatory flood storage requirements will be met. All mechanicals and living space will be above the 100 year flood elevations. F. The requested use bears a positive relationship to the public convenience or welfare. The use will not unduly impair the integrity of character of the district or adjoining zones, nor be detrimental to the health, morals, or general welfare. The applicant has received an Order of Conditions from the Northampton Conservation Commission detailing compliance with regulations governing construction within the floodplain under the Wetlands Protection Act GeoTMS®2005 Des Lauriers Municipal Solutions,Inc. t a 4.x U2 a a F z M1 G 3 337 BRIDGE ST BP-2005-0097 GIs#: COMMONWEALTH OF MASSACHUSETTS Map:Block:25A- 109 CITY OF NORTHAMPTON Lot: -001 PERSONS CONTRACTING WITH UNREGISTERED CONTRACTORS Permit: Building DO NOT HAVE ACCESS TO THE GUARANTY FUND (MGL c.142A) Category:HOUSE MOVE BUILDING PERMIT Permit# BP-2005-0097 Proiect# 3S-2004-1327 Est.
