Six months after the plant commences operation, the applicant shall conduct an employee commute study. This study shall discuss the possibility of employee van pools, the use of public transportation by employees, and recommendations to further reduce traffic impacts from employees working at the site with special interest toward evaluating the implementation of Champagne Associates recommendations to minimize traffic impacts: Item Sa - "Encourage Vehicle Trip Reduction Measures" as contained within their summary report dated November 15, 1994. 23. Railroad deliveries shall be limited so as not to occur during the hours of 10: 00 P.M. and 9: 00 A.M. Efforts shall be made to reduce truck usage (deliveries and shipments) during peak traffic hours of 7:00 A.M. - 9: 00 A.M. and 3:30 P.M. - 7: 00 P.M. 24. Applicant shall submit any plans and or information for entrance and directional signs to be located on the property designating entrances, exits, employee parking, loading and receiving areas, as was discussed within the narrative of 7 Doc; M28393 OR /4606/0095 12/22/199410;55 propose upgrades and/or corrections to be implemented to improve conditions at the discharge point. Said upgrades shall be completed within 180 days of the approval of the plan by the Office of Planning & Development. 17. Tying into the Industrial Park's drainage system shall be contingent upon the relocation of the existing drainage easement, located on the eastern portion of the applicant's property, to include the actual location of the existing stormwater drainage pipe. This relocation shall be shown on a plan and submitted with an accurate description to be approved by the City, and then recorded at the Registry of Deeds. This is necessary to insure that the City can legally accept the drainage. 18. Applicant shall be required to provide storm detention chambers sized to accommodate/detain, parking lot and impervious area runoff from the "first flush", prior to it's release into the city's drainage system. The design must be adequate to hold all of the drainage coming off of all of the parking lots located on the site for an average of four hours, with facilities for the .capture and retention of suspended solids, debris, oils and greases. This facility could include an artificial wetland, very large septic tanks or grease traps, wet detention basins, etc. Final design is subject to Office of Planning & Development Approval, and shall be constructed within 180 days of approval. 19. A maintenance schedule shall be submitted for all catchbasins and detention areas/chambers to be located on site. The basins and detention areas shall be cleaned on the following schedule: a. immediately following the final installation of the permanent impervious surfacing within the parking and loading areas. b. In the fall and spring during the first year, and every year after the commencement of the operation of the plant. A report shall be submitted to the Planning Board, detailing the amount of material found within the structures and the amount removed. Fire and Police Departments shall be given access keys/codes to fenced/secured areas, in order to provide adequate protection in the event of fire and/or burglary. 13. Additional landscaping shall be provided along the Northern property boundary, fencing and adjacent to the building. This shall consist of flowering shrubbery and evergreen plantings covering minimum of 50% of the all grassed areas in these areas. A revised landscaping plan shall be submitted demonstrating that this requirement has been met within sixty (60) days of the issuance of this permit. 14. One year after the plant commences operation, the applicant shall submit a report to the Planning Board detailing recycling and waste reduction efforts that have occurred on the site. Permit shall be contingent upon applicant receiving approval for sewer entry from the Board of Public Works, and approval by the Conservation Commission, for work within the 100 foot buffer zone. 16. Within 60 days of the issue date of this permit a detailed analysis of the Industrial Park's drainage system shall be conducted and two copies of the report shall be submitted to the Office of Planning & Development for their approval. The effluent collected by these drains is being used as a diluent to decrease the potentially high BOD loading anticipated from the product area floor drains and from the CIP areas. The Austin Company has recommended the use of Enfield Industrial Corporation's "Enfusion" (polypropylene piping system and components) for these process waste and vent lines. This material was chosen because of its compatibility with the anticipated products to be discharged into the waste water system. The existing plant process piping system and associated drains is accepted, including the relocation and addition of drains and trench drains in the packaging area. b. The new process plumbing system for the new CIP, Mixing and HI BOD rooms, Bottle Crusher/Compactor area and the Water Treatment Room are classified as"special waste." This will require a new"special waste" permit to be issued and new permit fees be collected. C. The sewer piping for the Boiler Room is designed to recycle the waste water into the equalization sump helping in the dilution of the process waste. Mr. Mazeski asked for information on the chemicals being discharged into these lines. If those lines are not "special waste", Mr. Mazeski opinion is this drainage system will require a"variance"from the State Board to allow discharging into a "special waste" system. d. The QC Laboratory drainage piping is also classified as "special waste" and therefore will drain into the equalization sump as designed. A vent is required from the two sinks in the lab bench islands; the vent could be routed in the chase at the end of the bench. e. The nine (9) drains at the CIP, Mixing and Hi BOD rooms will require traps. Mr. Mazeski would allow the use of a house trap with a vent outside the building at each of the five (5) drain lines. The request from Coca-Cola for not providing a trap at each individual drain is based on a hardship since the use of traps would result in splashing due to the velocity of the discharged products into the drains. f. Coca-Cola will provide "notarized" letters to the City listing the products which will be discharged into the system. A separate listing is required for the OC Laboratory. Austin will supply the City with a list of the piping material utilized in the special waste system. g. Since the water equalization sump construction has been delayed, it will be necessary to temporarily bypass it when discharging process water while testing the plant equipment. Mr. Mazeski would allow a temporary tieing of the "special waste" lines to the t storm sewer manhole (SMH-1) near the front entrance. h. A notification letter shall be sent to Mr. Jim Dostal of the Department of Public Works indicating how much water will be discharged into the storm sewer. The construction of the system and piping could not be continued until various issues outlined in Mr. Mazeski's letter of February 2, 1995 (attached) were resolved. 2. Various conversations took place on February 3, 6, and 7, 1995 between Messrs. Tony Patillo and Charles Mazeski of the Building Department and Messrs. Mike Kovach and Raul Trujillo, of The.Austin Company, regarding the issue of the process waste piping and equalization sump. 3. At Mr. Mazeski's request, Raul Trujillo discussed the issue on February 3 and 6, 1995 with Mr. Louis Visco, Executive Secretary of the Board of State Examiners of Plumbers and Gasfitters. Mr. Visco stated the following: a. There is no requirement for a permit by the State Board for the equalization sump and lift station for the Coca-Cola plant. A state ' approval Is required for governmental installations. b. Provide the City of Northampton with signed and sealed drawings of the system and associated piping along with a"notarized" letter listing the elements and chemicals which will be discharged into the drains. 4. However, the City may accept a certified letter from a structural engineer indicating the superimposed loads on the bottom chord of the joists can be carried by the existing structure. 2. The Austin Company will send a certification letter to the City for the support of electrical conduits from the bottom chord of the joists. The main gas pipe will be supported from the top cord of the joists as requested by the City Building officials. Coca-Cola will handle any support for conveyors and will submit a certification letter to the City as needed. 3. The APV mixing tanks will be supported on steel plates under the legs. 4. Austin will provide foundations for APV silo and cut wall openings thru siding and masonry to receive the silo alcove. Austin will seal and flash this opening. APV will provide the tank and alcove. The alcove is not floor #f supported. APV has requested the tank be located as close to the building as possible. Austin to advise. 5. Austin will provide 480V power to APV MCC panel. APV will provide transformer and final connections to electrical panels in the various process rooms. This was previously outlined by Coca-Cola in Memo from Eric Bennett dated October 5, 1994. 6. Austin will design and build a concrete pad for the new 20,000 gallon HFCS Silo outside the building near the Southwest corner. The filled tank weights 260,000 pounds. Austin will recommend a location taking into consideration the existing building footings. No spill containment basin is required around the tank. The filling lines are routed from inside the building through an alcove provided by APV. The length of the alcove may be increased if the tank is moved away from the building South wall. 3. Coca-Cola will review the location of the two skids for the recirculating and surge tanks located at each filler. * 4. APV will mark on the masonry walls the four openings required for their piping to the CIP and Mixing Rooms. Austin will provide lintels and will cut the openings. 5. APV said that, the steam relief pipe from each of the six (6) heat exchangers will be routed by APV to discharge to the floor. Safety signage will be provided at these locations by APV if required. Do not remove the roof panels to receive the new Mixing Tanks. Coca- Cola instructed Austin to remove a section of masonry wall for access to the Mixing Room; the wall will be rebuilt after tanks are installed. 2. At the Team Meeting on December 19, 1994 the following was agreed: * a. Battery Charger area will be located at the new Distribution Center. Do not provide receptacles for charging system planned at the Maintenance Shop/Plant wall. b. Boiler stack height may be increased provided it doesn't affect the boiler State permit approval. The increased height is due to final equipment layout designed by Austin. C. The agreement with Coca-Cola and Massachusetts Electrical for new power service has not been completed. This item is critical to maintain the schedule; Coca-Cola will follow up. d. Terry Barton requested from Austin to expedite the project to get back on schedule. The construction phase is approximately two weeks behind schedule. * e. The Filler Rooms HVAC system are to be designed to maintain positive pressure. The revised design criteria, as directed by Coca-Cola, is to provide approximately 60 air changes per hour and 30% air filtration for outside air. f.
