Site Plan - Special Permit Review/Approval Criteria
i
Section 10.11 (6)
In conducting the Site Plan Review for this Major Project, the
Planning Board found the following:
A. The project protects adjoining premises against seriously
detrimental uses through conducting a manufacturing use
within an area zoned for an Industrial Park.
Provisions for surface water drainage were provided through
a catch basin drainage system which ties into the City's
storm water system.
Provisions for sound and sight buffers were provided through
a 2'-4' earthen berm and an 8' sound barrier fence with
additional landscaping.
B. The requested use promotes the convenience and safety of
vehicular and pedestrian movement within the site through
the separation of employee, visitor and handicapped parking
from shipping and receiving areas, and on adjacent streets
through increasing the turning radius at the entrance and
exits onto local street and providing traffic studies once
the plant is in full operation.
C. The requested use promotes a harmonious relationship of
structures and existing space to the natural landscape and
existing buildings through construction of an addition to
the rear of the existing building and construction in a
similar style to existing buildings within the Industrial
Park.
D. The requested use will not overload City resources through
obtaining agreements with the City's Department of Public
Works for water usage and sanitary sewage collection, and
storm water drainage through the provision of leaching
chambers, 3 ' sumps within the catch basins, and a settling
basin prior to discharge into the Industrial Park's drainage
system.
Mitigation of adverse impacts on the City's resources will
be provided through water conservation, pre-treatment of
effluent prior to entering the City's sanitary sewage system i
and conduction of a study, with recommendations for
improvement, of the Industrial Park drainage system.

MICHAEL MORAN;
Jim; This is a follow up letter as to our discussion
at the meeting on 2/2/95 at the Coca Cola Plant. It is my
decision that the Interceptor and piping discussed should be
considered Special Waste according to the following
combination of Definitions and Principals of the Mass. State
Plumbing Code. (Principle 22) (Definition Interceptor)
(Definition Special Waste) (Definition Detrimental Waste)
(2.09 1 a.b. ) (2.09 3d)
It is also my decision that I cannot issue a permit for
the piping system or the Interceptor until Section 2.09
5. ,2.06 t and Sect 2.13 are complied with. I also feel that
the trap seals discussed i ome parts of they system should
be protected under Sect g1011a 3' We also discussed the Lab
piping, I feel that this d also be considered Special
Waste requiring Board Approval under Sect (2.06t) and (2.09
5) .
1 am confident that with your cooperation I will
receive the approved Plans by the Board, and also the
approved Registered Engs. Drawings from the D.E.P. in order
that I may go forward with the Permit process.
THANK YOU FOR YOUR COOPERATION;

The above listing of materials represents the substances most likely used at this facility and therefore
anticipated for discharge Into the waste drainage/treatment system. The Individual components have
been determined from manufacturers product literature data sheets, cleaning product data sheets and
plant operating literature. The approximate percentages of mixtures and contents can not be specifically
established. However, the proposed waste treatment neutralization/equalization basin has be designed
to correct the process flow pH to within established discharge guidelines and to dilute high
concentrations of materials to acceptable limits, it should also be noted that the building "domestic"
sanitary drainage system is divorced from this system.
Although the dear water drains from the air compressor could be handled by a piping material of lower
quality than polypropolene, I.e.,cast Iron,The Austin Company recommended the use of polypropylene
rather than change materials for the relatively short amount of piping Involved.

Dear Mr. Sienkiewicz;
Per discussions with Mr. Raul Trujillo of The Austin Company and your staff we are Issuing this
clarification letter relative to the above referenced project.
We have revised the underfloor process piping drawings to reflect the installation of in-line house traps
and vents on the five (5) process lines exiting the CIP Room, Mixing Room and Storage Tank Room.
The house traps will be installed outside of the building with a vent Installed downstream of the trap.
Two cleanouts will be installed on the process line before the house trap and a"dandy'cleanout will be
Installed at the base of the vent stack. Please see The Austin Company drawings, revision dated
2/23/95, for details of the above.
Process waste piping for the QC/QA Laboratory and Micro Lab will be Individually trapped and vented.
Wastes will be combined and discharged into the process piping systems as shown on The Austin
Company drawing P-5 revision dated 2/23/95. Vents will be combined and will discharge thru the roof.
Process waste water from the Water Treatment Room, from the drains In the Boiler Room and from the
air compressor cooling system will be discharged Into the process waste system as shown on The
Austin Company Drawing P-1 revWon dated 2/23/96. All these waste connections are Individually
trapped and vented as shown on the drawings. The effluent collected by these drains is being used as
a diluent to decrease the potentially high BOD loading anticipated from the product area floor drains
and from the CIP areas.
The Austin Company has recommended the use of Enfield Industrial Corporation's "Enfusion"
(polypropylene piping system and components) for these process waste and vent lines. This material
was chosen because of its compatibility with the anticipated products to be discharged into the waste
water system. This material is approved for use In"Special Waste"systems as per The Commonwealth
of Massachusetts Regulation 248 CMR Uniform Plumbing Code Section 2.13 (2) (b). Please see the
attached listing of anticipated discharge materials.

Att: Stelios Vafiadis Re: Violations
Dear Mr. Vafiadis:
The Building Dept. received a Plumbing permit
application from M.J. Moran Inc. on 6-12-95 for the removal
of plumbing and piping etc. , that was installed by Coca Cola
employees. The permit application for this job has been
approved.
Included with this letter please find copies of
sections of the Mass. State Plumbing Code. I request that
you pass them on to your Coca Cola Management and Employees
working in the Northampton Coca Cola Plant.
It is my understanding that you have accepted
responsibility for the violations of the Mass. State
Plumbing Code that have occurred at the Coca Cola Plant in
Northampton. It is also my understanding that you are now
aware of the Mass. State Plumbing Laws pertaining to the
installation of Plumbing.
At the last meeting with Coca Cola Management I was
informed by Dirk and Gerry that they had not complied with
Mass. Plumbing Laws in the past. They also explained in
their opinion Plumbing could be installed by Plant
employees. I explained to both men that this is not the
case. These State Plumbing Laws have been in effect for many
years and as an Inspector it is my job to enforce them. I am
asking for your cooperation by making both these gentlemen
aware of 248 CMR (18) . I respect you for correcting these
violations in a timely manner, and I would appreciate your
cooperation `in the future by making management and employees
aware of Mass. Plumbing Laws.
Respectfully,

already been submitted for a separate approval, if required. Harry Grodsky & Company
will provide a shutoff valve for the gas service at the interface wall between the
Production Building and the new warehouse. (Action: Harry Grodsky & Company)
10. All trades are to provide identification in the Production Building where utilities for the
warehouse are tapped. A phenolic tag or some type of marking acceptable to the City is
to be provided. (Action: Information)
11. The approved hanger details by the City include providing either a beamed clamp on the
top cord of the joist, or a bolted connection through the bottom cord of the joist at panel
points only. (Action: Information)
12. The tentative first floor slab pour is scheduled for April 18, 1995, and no one expressed a
concern about meeting that date. The City will have inspected by then, all utilities under

SUMMARY:
A meeting was held on March 29, 1995, at the construction trailer onsite to discuss the
mechanical, electrical, plumbing, fire protection, and refrigeration permits. The following items
were discussed:
1. Paul Krause is to provide a copy of the letter issued by the Department of Public Works
approving the fire protection tie-in at the street. This included changing the backflow
preventer to be housed in a hot box, in lieu of a pit. (Action: Paul Krause)
2. The Fire Department has reviewed the plans and has approved them for the fire protection
design. (Action: Information)
3. A 200 pound, 2-hour water test is required for all inside fire protection piping. The
Building Department will witness this and they are to be given a 24 hour notice prior to
the test. (Action: Information)
4. The existing siamese connection is going to be abandoned because of new mechanical
equipment impacting the location and access. The new siamese connection will be at the
corner of the existing building. Warehouse Mechanical is to provide a temporary siamese
connection accessible to the Fire Department until the permanent unit has been installed.
The estimated time to install the hot box and the backflow preventer is approximately 60
days. (Action: Information)

a. The existing plant process piping system and associated drains is
accepted, including the relocation and addition of drains and
trench drains in the packaging area.
b. The new process plumbing system for the new CIP, Mixing and HI
BOD rooms, Bottle Crusher/Compactor area and the Water
Treatment Room are classified as"special waste." This will require
a new"special waste" permit to be issued and new permit fees be
collected.
C. The sewer piping for the Boiler Room is designed to recycle the
waste water into the equalization sump helping in the dilution of
the process waste. Mr. Mazeski asked for information on the
chemicals being discharged into these lines. If those lines are not
"special waste", Mr. Mazeski opinion is this drainage system will
require a"variance"from the State Board to allow discharging into
a "special waste" system.
d. The QC Laboratory drainage piping is also classified as "special
waste" and therefore will drain into the equalization sump as
designed. A vent is required from the two sinks in the lab bench
islands; the vent could be routed in the chase at the end of the
bench.
e. The nine (9) drains at the CIP, Mixing and Hi BOD rooms will
require traps. Mr. Mazeski would allow the use of a house trap
with a vent outside the building at each of the five (5) drain lines.
The request from Coca-Cola for not providing a trap at each
individual drain is based on a hardship since the use of traps
would result in splashing due to the velocity of the discharged
products into the drains.
f. Coca-Cola will provide "notarized" letters to the City listing the
products which will be discharged into the system. A separate
listing is required for the OC Laboratory. Austin will supply the
City with a list of the piping material utilized in the special waste
system.
g. Since the water equalization sump construction has been delayed,
it will be necessary to temporarily bypass it when discharging
process water while testing the plant equipment. Mr. Mazeski
would allow a temporary tieing of the "special waste" lines to the
t storm sewer manhole (SMH-1) near the front entrance.
h. A notification letter shall be sent to Mr. Jim Dostal of the
Department of Public Works indicating how much water will be
discharged into the storm sewer.

and 6, 1995 with Mr. Louis Visco, Executive Secretary of the Board of State
Examiners of Plumbers and Gasfitters. Mr. Visco stated the following:
a. There is no requirement for a permit by the State Board for the
equalization sump and lift station for the Coca-Cola plant. A state
' approval Is required for governmental installations.
b. Provide the City of Northampton with signed and sealed drawings
of the system and associated piping along with a"notarized" letter
listing the elements and chemicals which will be discharged into
the drains.
4. During meetings at the jobsite on February 9 and 10, 1995 between City

1. The City of Northampton Building Department(Messrs.Frank Sienkiewicz and
Tony Patillo) requested the utility pipes and conveyor supports be suspended
from the top chord of the existing bar joists rather than from the bottom
chord. However, the City may accept a certified letter from a structural
engineer indicating the superimposed loads on the bottom chord of the joists
can be carried by the existing structure.
2. The Austin Company will send a certification letter to the City for the support
of electrical conduits from the bottom chord of the joists. The main gas pipe
will be supported from the top cord of the joists as requested by the City
Building officials. Coca-Cola will handle any support for conveyors and will
submit a certification letter to the City as needed.
3. The APV mixing tanks will be supported on steel plates under the legs.
4. Austin will provide foundations for APV silo and cut wall openings thru siding
and masonry to receive the silo alcove. Austin will seal and flash this
opening. APV will provide the tank and alcove. The alcove is not floor
#f supported. APV has requested the tank be located as close to the building
as possible. Austin to advise.
5. Austin will provide 480V power to APV MCC panel. APV will provide
transformer and final connections to electrical panels in the various process
rooms. This was previously outlined by Coca-Cola in Memo from Eric

1. APV sent a memo on January 18, 1995 to Tom DiPuma of Austin, with a description
of requirements and location of utility drops for their process equipment.
* 2. Austin will design and build a concrete pad for the new 20,000 gallon HFCS Silo
outside the building near the Southwest corner. The filled tank weights 260,000
pounds. Austin will recommend a location taking into consideration the existing
building footings. No spill containment basin is required around the tank. The
filling lines are routed from inside the building through an alcove provided by APV.
The length of the alcove may be increased if the tank is moved away from the
building South wall.
3. Coca-Cola will review the location of the two skids for the recirculating and surge
tanks located at each filler.
* 4. APV will mark on the masonry walls the four openings required for their piping to
the CIP and Mixing Rooms. Austin will provide lintels and will cut the openings.
5. APV said that, the steam relief pipe from each of the six (6) heat exchangers will
be routed by APV to discharge to the floor. Safety signage will be provided at
these locations by APV if required. Austin has reviewed this issue and advises to
extend relief lines to outside of the building for safety reasons.
6. The pipe racks at the Mechanical Room 122, to be provided by APV, are not floor
supported. Austin will coordinate location of air handling unit ductwork to avoid
interferences.

Mat) * Item
Project developments as noted:
1. At meetings on December 13 and 19, 1994, between Stelios Vafiadis, Tom Kramer
and Raul Trujillo, Austin was directed as follows:
* a. Cut existing floor slab in the Filler Rooms, slope the new concrete floor to
new drain and install brick pavers.
* b. Cut existing floor slab under Bottle Cooler for Line #1, slope the new
concrete floor to the new trench drain; provide concrete curb along the
North and West sides. The floor under Bottle Cooler for Line #2 will not
be reworked since it slopes towards existing floor drains.
C. Add drains for Wet Compactor and Bottle Crusher areas.
* d. Add a new door from the OC Laboratory to the Mixing Room; rework Lab
as required. Remove planned door to Hi BOD tank room from the Mixing
Room.
* e. Do not remove the roof panels to receive the new Mixing Tanks. Coca-
Cola instructed Austin to remove a section of masonry wall for access to
the Mixing Room; the wall will be rebuilt after tanks are installed.
2. At the Team Meeting on December 19, 1994 the following was agreed:
* a. Battery Charger area will be located at the new Distribution Center. Do not
provide receptacles for charging system planned at the Maintenance
Shop/Plant wall.
b. Boiler stack height may be increased provided it doesn't affect the boiler
State permit approval. The increased height is due to final equipment
layout designed by Austin.
C. The agreement with Coca-Cola and Massachusetts Electrical for new
power service has not been completed. This item is critical to maintain the
schedule; Coca-Cola will follow up.
d. Terry Barton requested from Austin to expedite the project to get back on
schedule. The construction phase is approximately two weeks behind
schedule.
* e. The Filler Rooms HVAC system are to be designed to maintain positive
pressure. The revised design criteria, as directed by Coca-Cola, is to
provide approximately 60 air changes per hour and 30% air filtration for
outside air.
f. There are no provisions at the Northampton Plant to provide any sampling
pits at the Filler Rooms.

RE: Existing Production Building, Northampton MA, at
45 Industrial Drive. Ref# : 879-2 (1979)
1 . The local Authorities are interested in the
capability and hanger design for the conveyor
stacks and general utility support.
2 . Their concerns center on the concept of hanging
from the bottom chord, clamping, details, etc .
3 . It is also my understanding that these Bar
Joists were ABS Custom-Made so the bottom
chord may be stronger than standard 'J'
Series Joists.
4 . It is my understanding that building steel
should never have these header systems welded
to them. Is this true?
5 . Also, please find attached two sketches of my
estimate on loads and hanger steel design:
(A) Empty Bottle Conveyor
(B) Full Case X 2

Please have John Long stamp them i kay.
