The property has been on the market about a year , but persons to whom it was shown have complained that it is too close to Interstate Route I91, with a constant roar of traffic noise. Finally a purchaser has been found . A young, working mother wants to live on Marshall Street because her parents live there, and an agreement to buy has been signed, but it is conditional upon this variance being granted. If the variance is granted, and the house is converted into a two-family dwelling, there will be no alteration of the outside of the house. In answer to a question, Mr. Thayer said there is a two-car garage on the premises , and ample parking space for at least six cars. No one has opposed granting of this variance At a meeting held on December 8, 1975, with the same three members present, the Board unanimously decided that, owing to conditions especially affecting the 'Thayer parcel but not affecting generally the zoning district in which it is located , a literal enforcement of the provisions of the ordinance would involve sub- stantial hardship to the Thayers , and that desirable relief may be granted without substantial detriment to the public good and without nullifying or substantially derogating from the intent- or purpose of the ordinance. Thayer This is the decision of the Board of Appeals of the City of Northampton on a petition filed by Clifford M. Thayer and Inez E. Thayer , requesting a variance from the provisions of Chapter 44, Section 6 .2 et als . , of the Revised Ordinances of the City of Northampton. The petitioners request that the Board grant a variance to permit the petitioners to convert a one-family house back to its original use as a two-family dwelling. The affected premises are located at 16 Marshall Street and are designated as Parcel 58, Sheet No. 25A of the Assessors Plans of the City of Northampton. The matter was duly advertised on November 17 and November 24 , 1975 , in the Daily Hampshire Gazette and was heard by the Board on December 1 , 1975 . The Chairman, Charles W. Dragon, presided, and Edward Keefe, Board member , and Thomas Brushway, Associate member, were present. The petitioner, Clifford Thayer was present, spoke for the petition, and answered questions by Board members . The Chairman pointed out that two-family houses are allowed in this zone, but that conversion from a one-family to a two-family Louse would require a special permit .
