Adjustments to the signal timing will allow for improved coordination between these two intersections.With improved signal timing,Finn Street is expected to operate at LOS E during both the weekday evening and Saturday midday peak hours. i 9.0 SITE ACCESS &CIRCULATION r The proposed development will be located on the east side of King Street Four driveways are proposed along King Street.The main driveway will be located opposite of Finn Street as a fourth approach to the existing signalized intersection and is expected to serve as the primary access and egress for the site.This driveway will have two egress lanes including a designated left turn lane.Aright-in entrance-only driveway will be located approximately 200 feet north of Finn Street and will provide access to the main parking area within the development A right- out exit-only driveway will be located approximately 360 feet north of Finn Street The fourth Ar driveway will be located approximately 110 feet north of Hooker Street and will be configured as right-in/right-out.The north driveway is proposed to be right-in/right-out only.This driveway is expected to serve as a secondary access point to the north end of the site and as the primary exit for patrons wishing to access King Street northbound.Right-turning movements ')) from the two northern site driveways are expected to operate at LOS B under all 2011 Build I conditions. i The proposed access and circulation plan developed for the drive through windows isolates drive-up traffic from the parking areas,minimizing conflicts between parking and drive-up w vehicles.Adequate queuing length is provided to ensure free flow of traffic through the site and prevent on-site congestion. ,A The site is uniquely oriented toward pedestrian access from King Street as an alternative to vehicular trips. The site plan contains features to encourage pedestrian circulation via existing sidewalks along King Street,a pedestrian-actuated signal crossing at King Street at the proposed site driveway, and sidewalk connections to the site store fronts from King Street. Crosswalks across the internal site roadways have been proposed to promote pedestrian safety*. Areas to allow connections to the future bike path in the former railroad right of way along the eastern edge of the property have been reserved in the current site plan.. s 10.0 CONCLUSIONS &RECOMMENDATIONS Based on the traffic analysis discussed above,the following is concluded: 1. Copies of the capacity analysis worksheets can be found in Appendices F and G,for the weekday evening and Saturday midday peak hours Am respectively. The determination of the traffic impact from the proposed development is made through a comparison of the No Build Condition(without the proposed development)versus the Build Condition (with the development). as The signalized intersection of King Street with North Street and Summer Street is expected to I operate at LOS E overall during the weekday evening peak hour under all 2011 traffic ` conditions.The westbound North Street approach is expected to operate at LOS F during all 2011 traffic conditions,as it is currently.The eastbound left-turn movement is expected to change from LOS E under No Build traffic conditions to LOS F under Build conditions.This intersection is expected to operate at LOS C overall during the Saturday midday peak hour under all 2011 traffic conditions.The eastbound left-turn movement is expected to change from LOS D to LOS E as a result of the project This represents an increase in average delay of less than 11 seconds per vehicle over the existing 2006 traffic conditions. Overall,traffic from. the proposed development is not expected to have a major impact on traffic operations at this I :. intersection. The signalized intersection of Bing Street and Finn Street is expected to operate at LOS B j under all 2011 No Build peak hour conditions.Following completion of the project,and the ! addition of a fourth approach for the site driveway,traffic operations at this intersection are expected to change to LOS C during the weekday evening peak hour and LOS D during the 1 Saturday midday peak hour.The eastbound Finn Street approach is expected to operate at LOS F during both the weekday evening and Saturday midday peak hours,while all other approaches j are expected to operate at LOS C or better. 1 1 I 8.0. MITIGATION New traffic generated by the proposed project is expected to impact traffic operations at both signalized intersections in the vicinity of the site. In order to limit the impact experienced by motorists,it is xecoratnended that changes in signal phasing and timing be implemented at both intersections.A comparison of delays and levels-of-service between the Existing,No Build, Build,and Mitigated conditions is provided in Appendix B. At the intersection of King Street and North Street it is recommended that the signal timing be s adjusted,which will allow for improved coordination with the Finn Street intersection.With this improvement in place,this intersection is expected to operate at LOS D overall,which is an improvement over both 2006 Existing conditions and 2011 No Build conditions. Control Delay measures the time accumulated when a motorist approaches an intersection including the initial deceleration,queue move-up time,stopped delay,and final acceleration delay.Therefore,intersections with longer Control Delay times ate less acceptable to most drivers. "New"vehicle trips are trips by customers whose sole reason to be on the road is to travel to and from the project or have gaveled out of their way to patronize the site.New trips will increase the traffic volume on the adjacent streets as well as on the site driveways.Due to the I r:\P2GD5\0781\AlO\TP-AFFIC:NeACT STUDY(Rev 11-OC,06).doc +�. 4 FUSS&O'NEIU E intersection is included in Appendix C. i A total of 15 crashes were reported at the intersection of King Street and Finn Street over the three year period analyzed.A crash rate of 0.53 crashes per million entering vehicles was calculated,which is lower than the Franklin/Hampshire/Hampden regional average of 0.94 for r signalized intersections. A total of 14 crashes were reported at the intersection of King Street with Summer Street and North Street A crash rate of 0.56 per million entering vehicles was calculated,which is lower than the Franklin/Hampshire/Hampden regional average of 0.94 for signalized intersections. i The crash rate is a measurement used by MassHighway that compares the number of crashes to I qM the number of vehicles passing through a particular intersection.A crash rate no higher than the regional average for similar facilities is an indication that there is no unusually hazardous condition or predominant safety factor influencing the frequency of crashes at the location. 5.0 BACKGROUND TRAFFIC CONDITIONS 5.1 Growth Rate In order to evaluate the impact of the site traffic at study area intersections,a projection year was assumed at which point the project would be fully developed and contributing its maximum traffic impact The future year of 2011 was used as a date of full occupancy for the site. Future traffic conditions were estimated by applying a growth factor to all peak hour turning movement traffic volumes to account for regional growth characteristics such as other developments,increasing p o ulation,vehicle ownershi P�workers per household and increased travel mileage.Based on historical count data,a 1.01 percent annual growth rate has been assumed to project future conditions.The resulting traffic projections are shown in Figures 4 and 5 of Appendix B. 6.0 PROPOSED CONDITIONS I 6.1 Trdp Gem neration t An estimate was made of the additional traffic expected to be generated by the proposed project during peak traffic periods.Site traffic estimates are based on existing empirical data from the Institute of Transportation Engineers JTE)publication Trip Generation, 7th edition, 2003.This publication is an industry-accepted resource for determining trip generation. The proposed project is expected to generate approximately 514 trips (210 in and 304 out) ► during the weekday evening peak hour and 564 trips (293 in and 271 out) during the Saturday midday peak hour.These estimates are based on the ITE Land Use Codes for general office buildings (LUC 710)and shopping centers (LUC 820).Table 1 summarizes the estimated site traffic generation for entering and exiting(one-way)trips. I The southbound approach includes a through lane and a shared through/tight turn lane.The eastbound Finn Street approach has a single all-purpose lane. The intersection of King Street with North Street and Summer Street is a four-way signalized intersection.The northbound King Street approach is two lanes with a designated tight-turn i lane.The southbound King Street approach is two lanes with a through lane and a shared through/left-turn lane.The westbound North Street approach is offset approximately 25 feet to the south of Summer Street and consists of a single all-purpose lane. Summer Street is designated one-way eastbound. It has two lanes,one of which is a designated left-turn lane. This intersection is currently described by long delays and queues for vehicles exiting the minor approaches of North Street and Summer Street. ! 3.3 Traffic Volumes.Speeds and Counts The greatest potential for traffic impact on the roadway network by the proposed development will occur during the weekday evening and Saturday midday peak hours,the periods when retail-related trips are typically at their highest levels. Office-related trips will have the greatest impact during the weekday evening period.In order to determine the traffic impact of the proposed development on adjacent street traffic,manual turning movement counts were j conducted during the peak hours in December 2005 at study area intersections.The traffic count data collected indicates that the weekday evening peak hour of traffic occurs at 4:15-5:15 PM while the Saturday midday peak hour occurs at 11:30 AM-12:30 PM.These peak hours I were subsequently analyzed for impacts.The count data was adjusted using a seasonal factor in order to reflect the average month. The existing traffic volumes for these peak hours are shown in Fig_ares 2 and 3 of Aptiendu A. E MW I An automatic traffic recorder (ATR)was installed.on King Street south of the proposed site to record 24-hour traffic volumes.The ATR data shows that King Street carves average daily traffic of between 17,000 and 18,000 vehicles per day on weekdays Copies of the ATR traffic data have been included in Apueenndu D of this report. 4.0 ACCIDENT HISTORY Intersection crash data for the years 2002,2003,and 2004 was obtained from the Massachusetts Highway Department and summarized to idcntifp the number of crashes at the study area intersections.A total of 29 crashes, according.to the MassHighway database,were reported at study area intersections from 2002 through 2004.A summary of the crash data for each r F:\P2005\0781\Al0\TRAFFIC Ih2PACT STUDY(Rev 11-0G-06o.doc 2 i f i FUSS&O'NEILL 1 1.0 INTRODUCTION I The following traffic report summarizes the traffic assessment for a proposed mixed-use qft development on King Street in Northampton.This report presents the results of a field investigation,traffic counts,and.analysis of the estimated traffic to be generated by the i proposed development.Figure 1. shows the site location in Northampton. i a. 2.0 PROJECT DESCRIPTION The development is proposed for approximately 5.5 acres located on the site of the former Northampton Honda dealership.The site,which is currently vacant,is zoned Highway Business.The proposed project calls for a total of 49,410 square feet of retail space and 37,650 square feet of office space in six buildings of varying size.Multiple tenants are expected to be sought for this development. 3.0. EXISTING TRAFFIC CONDITIONS 3.1 Ad iacent Roadway Network The adjacent roadway network consists of the following roadways: • King Street(U.S. Route 5) • Finn Street I • North Street • Summer Street King Street is an urban arterial and is designated as U.S.Route 5 through the study area.Within j the study area King Street varies between three and four lanes with a pavement width of I) approximately 52 feet King Street is the principal north/south arterial and is also the major commercial corridor in the ci ty.King Street carries average daily traffic (ADT) of approximately j I 18,000 vehicles per day (vpd)in the vicinity of the site. s Finn Street is a two lane collector roadway which provides access to King Street for residential ! neighborhoods along State Street and Round Hill.and also connects to Prospect Street as a major bypass of the CBD for travel to and from Florence.Finn Street carries ADT of approximately 11,000 vpd. North Street is a two lane collector roadway that provides one of the few crossings of the Guilford Rail System tracks that divide the Bridge Street area from the rest of the city.North Street carries ADT of approximately 9,000 vpd Summer Street is a two lane residential street connecting State Street with King Street and t restricted to one-way eastbound.Summer Street carries ADT of approximately 3,000 vpd.
