A "Driveway Permit" is required in all cases where a new curb cut or an alteration to an existing curb cut is proposed on a City public way. 2. Driveway permits issued by the Board of Public Works (BPW) shall be attached to and become part of the 'Building Permit" issued by the Building Inspector. 3. Prior to the issuance of a "Building Permit" the owner of any lot to be serviced by a new driveway shall apply to the BPW for a "Driveway Permit" by completing the pertinent portions of the permit (see attached). Once the location of the driveway is approved by the BPW, a building permit may be issued. 4. The Building Inspector shall not issue an "Occupancy Permit" unless the driveway to the lot has been approved by the BPW. 5. By the issuance of a driveway permit for the stated location, neither the City of Northampton nor the Department of Public Works imply that no drainage problems will result with the driveway when constructed. Properties situated or driveways installed in low lying areas in the path of the natural drainage will be subject to water problems. These problems may include water sheeting across roadways adjacent to the driveway. The City and the DPW assume no responsibility for any such drainage problems. The plans call for#2 Southern Yellow Pine (SYP) framing for all structural members. SYP is generally unavailable in this area, the wood of choice being#1/#2 Spruce-Pine-Fir (SPF). Because of the different engineering properties of the wood, a the following changes are required in the framing: 1) 1 did not perform a MasCheck energy audit, but normally 2x6 walls are used to meet the Massachusetts energy conservation portion of the code. If 2x6 wall are used for this building, then all headers should be 3 ply members rather than 2 ply members of the size indicated on the plans. If 2x4 walls are used, then all headers should be two inches deeper than indicated on the plans (i.e. 2x1 O's rather than W's). 2) The second floor joists should be SPF#1/#2 2x1 2's instead of SYP#2 2x1 0's. 3) Even with 202 joists, the 2 foot"garrison" type overhang is not supportable for Massachusetts snow loads. I recommend one of the following options be used: A) The overhang be reduced to 18" and the joist spacing be reduced to 12" on center, or; B)The overhang be reduced to 15", the joist spacing maintained at 16" on center, but no overhanging joist end may have a split longer than 6". 4) The 14" LVL (or 13 W Glu-Lam) drop beam specified in the garage ceiling be extended to the left-hand garage wall, and the 4-2x12 beam be eliminated. 5) The footings for the crawl spaces and the garage must extend to at least four feet below grade for frost protection. In addition to these specific changes, it is assumed that the workmanship and details of the project conform to the requirements of the Massachusetts Building Code.
