'0�� 14� Chairman Secretary Northampton Zoning Board of Appeals October 12, 1988 Meeting The Northampton Zoning Board of Appeals met at 8:00 p. m. on October 12, 1988 in Council Chambers, Wallace J. Puchalski Municipal Building, to continue the Public Hearing on the Application of Norman E. and Barbara A. Parsons for a Finding under the Provisions of Section 9 . 3 (c) and (e) of the Northampton Zoning Ordinance, for the purpose of enlarging an existing one- car garage to a two-car garage and adding a carport at their dwelling at 7 Summerfield Street,Florence, in a URA Zone. Present and voting were Chairman Robert C. Buscher, Dr. Peter Laband and M. Sanford Weil, Jr. Ch. Buscher read the Application, and a memorandum to the Board from the Northampton Planning Department. Mr. Parsons explained that his nonconformity was that the house violated the front setback, as did the attached garage, even though the garage is set back farther from the street than the house. He wants to bring the existing garage and the addition even with the front of his home, where it will not violate the setback any more than the existing house does. He preferred not to observe the setback requirement by building the garage farther to the rear because that would rob him of backyard space. He felt the planned addition would enhance the appearance of the house, and the neighbors did not object. Mr. Weil felt that it was simply a matter of convenience to the Applicant to build the way he proposed. Ch. Buscher said, "It seems to me the question is quite simple--is it substantially more detrimental?" Dr. Laband said he knew the house and had no problem agreeing to the Applicant' s request. Since no one was present to speak in favor or against, Dr. Laband moved the Public Hearing be closed. Mr. Weil seconded, and the motion passed unanimously. All three members concurred that the proposed alterations were not substantially more detrimental to the neighborhood than the existing structure. Dr. Laband so moved, Mr. Weil seconded, and the motion passed unanimously. Also present, in addition to those mentioned, was R. J. Pascucci, Board Secretary. Robert C. Buscher, Chairman OCT ' i98 1988 DECISION OF NORTHAMPTON ZONING BOARD OF APPEALS I At a meeting held on October 12, 1988, the Zoning Board of Appeals of the City of Northampton voted unanimously to GRANT the request of Norman E. and Barbara A. Parsons for a Finding under the Provisions of Section 9. 3 (c) and (e) of the Northampton Zoning Ordinance that the enlarging of an existing one-car garage to a two car garage, and the addition of a carport thereto, will not be substantially more detrimental to the neighborhood than the pre-existing, nonconforming house and lot currently at 7 Summerfield Street, Florence, in a URA Zone.
