Dear Mr. Tewhill,
On August 28, 1986 I wrote a letter to the Board of Health with copies to
you and other city officials. The letter concerned what I felt was illegal
dumping of unsuitable fill and excessive amounts of fill on a permit granted
by your office to Mr. Schorge of Pine Valley Road.
Since the writting of that letter I have learned that in addition to
black top and tree stumps dumped under the clean fill permit, there had
previously been dumped on this property a truck load of approximately 30
(thirty) automobile fuel tanks and approximately 250 automobile tires.
As I stated in my first letter there appears to be selective inforcement
of dumping and more so non-inforcement of given permits. Having been a.
resident and taxpayer in Northampton for over 30 years, I am concerned about
this practice and further concerned at the fact that you have not even had the
courtsey to reply to my original letter. There is no excuse why you have not
responded or looked into this matter.

Dear Mr. McErlain,
This is a letter of complaint concerning what I believe to be a violation
of a permit for dumping of fill on the property of Mr. Raymond Schorge, Pine
Valley Road, Florence.
Mr. Tewhill, Building Inspector, has informed me that Mr. Schorge was
issued a permit in 1985 for 499 yards of clean fill to be deposited on his
property. I know from personal observation that the quantity of fill runs in
the thousands of yards. In addition the fill which came from the Ryan Road
Sewer Project contained large quantities of blacktop and oil laden gravel. In
addition to the above fill, loads of stumps and other debris from the Boyle
Project on Burts Pit Road were also dumped there in the Fall of 1985 by Osley
Construction.
Dumping is continuing at the present time. A local mason contractor,
John McKenna, has been using the site to dispose of concrete waste, brick and-
broken up concrete slabs. This type of dumping has occurred as late as
Monday, August 11.. I have brought this problem to the attention of Councillor
Brooks, with no action, only defense of this activity.
It appears to me that we are encountering selective inforcement of
permits and harzardous waste dumping. Only a short time ago a resident of the -
same area was forced to spend large sums of money to remove similar fill.
Also a resident of West Farms Road encountered the same problem with
inforcement when he had to remove stumps dumped on his property.
It would be greatly appreciated if you looked into this complaint at your
earliest possible convenience and I would like to be informed of your action.
