Subject: Stop Work Issued July 12 1998 for work without permit
Dear Mr. Scagel,
I made a site inspection to your property at 1 IAM on July 12 , 1998 and found CIP
Concrete starting to work on the front entry . I informed him that there was no Building
Permit for the job and asked him to stop work.
I placed a stop work order as per 780 CMR Section 110.1 for proceeding to do work
without permit.
The work that CIP Concrete was asked to perform requires a Building Permit, as per 780
CMR section 119.2 "any person who shall continue any work in or about the building or
structure after being served with a stop work order..shall be liable to a fine of not more
than $1000 or by imprisonment for not more than one year or both for each violation.
Each day during which a violation exists shall constitute a separate offense."
Our files indicate that on November 11, 1997 you were informed that a Building Permit
was required for this work (photo copy of picture enclosed) , if the stop work order is
violated and you attempt to complete work without a proper building permit I will
enforce the full letter of law. The law you are breaking is Massachusetts General Law 780
CMR Section 119.2 and Section 110.1.
