SUBJECT: OLDON RRALT.Y TRUST (O'LEARY)
The Northampton Redevelopment Authority has an application in process
requesting an Urban Development Action Grant (U.D.A.G,) which, i,f granted,
7,70uld assist in the acquisition and completion of the so called "O'Leary
Building" in the local industrial park.
The Authority is quite concerned however with the legal status as well
as the physical condition of this building.
We would appreciate your advice as to its present condition, active
building permits, and recommendations you may have concerning proper archi-
tectural, engineering, or construction data that should be obtained before
any negotiation is undertaken.
Also, i.n the event that such negot-.ation is unsuccessful chat c?o you see
as the proper action that should be taken to insure completion of the struc-
ture by the present miners?

Dear Walter,
In reference to your letter of August 21 , 1979 con-
cerning the "O'Leary Building" , please be advised of
the following:
You know that this building has been a problem for this
office for a number of years. Mr. O'Leary has been no-
tified that it cannot be occupied in its present condi-
tion. The Northampton Building Department and the Mass .
Department of Public Safety have inspected the premises
many times and are in agreement of this . All permits
have long aggo expired. Any new work must conform to
802 of the fuss. Building Code.
The existing structure must be analized by a structural
engineer and the plans that are on file must be updated
for fire protection, electrical, plumbing etc, before
new permits can be issued. This existing building is a
basic structure, and would require great expense to bring
it to conformity.
