Dear Ms . Kim,
We have received your request for a Minor Plan Change to the
Northampton Urban Renewal Plan. The change entails the reduction
of sideyard setback requirements to allow a proposed building
extension. This reduction is specific to Parcel 2 within the
Northampton Industrial Park.
Our request for City Council approval of the proposed Plan change,
and your letter transmitting evidence of that action, raised
questions as to EOCD review procedures for Plan changes . EOCD
staff are preparing a response to your inquiry, which will be sent
under separate cover.
This office has determined that the proposed amendment is a Minor
Plan Change and that the materials submitted in support of the
amendment satisfy the requirements of EOCD' s regulations concerning
such requests (760 CMR 13 . 04) and the local provisions for
amendment contained in Northampton' s Urban Renewal Plan.
I am pleased to inform you that this office therefore approves the
Minor Plan Change as submitted.

I enclosed the Final written approval of the EOCD for a Minor Plan
Change on Parcel 2 (Norton Co. /Olden Realty) in the Northampton
Industrial Park.
As you know, we had had verbal approval (and precedence from
numerous similar requests) last April. EOCD has decided to review
all procedures; hence the unanticipated and unwarranted delay in
the formal notification.

Dear Ms. Rein,
On behalf of the Northampton Redevelopment Authority, I am writing
to request the approval of your department of a "minor plan change"
in Code 303, the Redevelopment Plan, governing the Northampton
Industrial Park.
The changes provides for the reduction of the side set-back
requirement of 25' from the abutting property by approximately 10'
to allow a proposed extension to the building owned by Oldon Realty
Trust/Norton Company (Parcel 2) to intrude into the current set-
back area. The change is specific to Parcel 2 .
I enclose the following documentation of local approvals of this
request for a Minor Plan Change:
1. The vote of the Northampton Redevelopment Authority on March
25, 1993 .
2 . The vote of the Planning Board taken on March 25, 1993 .
3 . The opinion of the City Solicitor dated April 2, 1993, that no
one is adversely affected by this change and acknowledging
that outreach to abutters was made.

Northampton Industrial Park
I am pleased to enclose information which clarifies and supports
the request for a Minor Plan Change outlined in my letter of April
6, 1993 .
1. Indication from the abutter, Yankee Wood Industries, that the
plan change is acceptable. All other owners in the Park have
been contacted and no one has not concurred.
2. A copy of our updated Code No. 303 of the Redevelopment Plan
which shows all the amendments to date (p. 23) including #11
which reduced set-backs throughout the park.
a. Copy of the letter from E.O.C.D. dated 10/18/90 approving
the change.
b. Copy of the Waiver as recorded at the Registry on
11/08/90.

Please be advised that the Northampton Redevelopment Authority
approved the request on behalf of Norton Co. for a reduction of
side setback requirements in the Northampton Industrial Park on
March 25, 1993 . After obtaining approvals/comments from abuttors
in the NIP, Planning Board and City Solicitor, the request went to
EOCD on April 6, 1993 for approval of the necessary "minor plan
change. "
E.O.C.D. had incomplete records of prior approved plan changes
which required a follow-up letter from me dated April 22 , 1993 .
I spoke with Mildred Rein on May 3 , 1993 . She advised me that she
had approved the request and that she would attempt to expedite the
paperwork.
Based on past experience (all such past requests have been
approved) and Ms. Rein's assurance, I consider the approval to be
guaranteed.
I regret this delay and appreciate your assistance in responding to
Norton's building permit request.
