A proposal to purchase the building for use as a day care center will, be given serious consideration by the Committee if the group proposing such a reuse is able to submit evidence that it has sufficient financial capacity to adequately renovate the building and maintain it over time. So as to assist and not hinder the renovation of the building as a day care center, the City Property Committee will consider a bid offer that is less than the current assessed valuation of the property. On the other hand, in the event that no acceptable proposal is forth- coming to purchase and renovate the building into a day care center, the City Property Committee will entertain and consider proposals and bids to purchase and renovate the building into a private residence. Proposals to purchase the building for a private residence will primaril,. evaluated in terms of the amount of money bid for the property-- with Preference given to the highest bid. Proposals and bids for the West Farms School house will be reviewed by the City Property Committee of the City of Northampton, which is comprised of three City Councillors . The Chairman of the City Property Committee is Councillor Mario r:azza. The City Property Committee will reach a decision regarding which proposal and bid to accept within a period of six weeks, and will transmit its recommendation for official approval by the full Northampton City Council Final approval of the sale of the property should be obtained no later than the end of February, 1981 , and hopefully before.
