In summary, the portion of the site below elevation 400 that has been cleared has
a healthy and well-established growth of brush. There were no signs of
significant erosion. This change in vegetation type has not only maintained pre-
existing drainage runoff rates, but also has in fact decreased the intensity of
stormwater runoff from the site.
If additional trees are cleared, and after the cleared area experiences growth of
brush similar to what has been established in the areas which were cleared last
year, then the clearing of additional trees would have no detrimental affects on
erosion or stormwater runoff.

Drainage impacts associated with clearing of trees
To the Northampton Planning Board:
I have reviewed the site located off of Turkey Hill Road, which is westerly of
West Farms Road. It is my understanding that the City has imposed a condition
on the site that restricts the clearing of trees below elevation 400 to a maximum
of 40 %. I also understand that this restriction was placed upon the lots in order
to prevent erosion and not increase stormwater runoff.
I visited the site August 23, 1999, which is approximately one (1) year after a
portion of the site was cleared of 40% of the trees. My observations revealed
that there was no evidence of unusual erosion. All of the areas that had been
cleared have a substantial and healthy growth of brush. The brush growth in the
cleared areas is much denser than in uncleared areas,presumably due to increase
in available sunlight.
The "Soil Survey of Hampshire County, Massachusetts, Central Part" report
classifies the site soils to be mainly Paxton very stoney fine sandy loam, (PcQ
designated as having a soil hydrologic group delineation of C. (see enclosed
USDA soils map and Table 16 soil features).
The anticipated stormwater runoff from this site with woods in good condition is
higher than for the same site with brush in good condition. This is evident from
an evaluation of the "runoff curve number" for different soil types with different
types of cover. For a soil with a type C hydrological delineation that is covered
in"woods - good condition", the curve number is 70. For the same type soil with
"brush—good condition",the curve number is 65. The higher the curve number,
the greater the amount of runoff. (See enclosed TR—55 Table)

We hereby request an amendment to Condition#2 of the Special Permit dated November 13,
1997 and issued to Turkey Hill Partnership for b flag lots and 2 common driveways at 92 Turkey
Hill Road_
The current Condition references a percentage of trees to remain undisturbed on the site_ The
intent of this Condition,as explained in the minutes of the public hearing, is to address concerns
about erosion and runoff onto adjacent properties.The attached report by our engineer, Mark
Damold of Berkshire Design, indicates that the site is showing good regrowth and no erosion onto
adjacent properties. It also indicates that the condition of the site drainage after cutting is similar
to or better than the preconstruction condition. We therefore ask that you revise or eliminate
Condition#2 of the original Special Permit.
Please schedule a hearing for your September 9"'meeting.
