No conditions were imposed on the permit.

At a meeting conducted on October 28, 1999, the Northampton Planning Board unanimously
voted 6:0 to grant the request of Donald Dumas for a SPECIAL PERMIT with Site Plan
.I under the provisions of Section 16.7, 16.9, 10.10 and 10.11 in the Northampton
o to construct an 8'by 40' front porch in a Water Supply Protection District
(usmf �sr�tern for artificial recharge of precipitation to exceed 15% lot coverages for property

Planning Board Members present and voting were: Chair Daniel J. Yacuzzo, Vice Chair Anne
Romano, Paul Diemand, Kenneth Jodrie, M. Sanford Weil, Jr. and Associate Member Alton
Neal.
In Granting the Special Permit with Site Plan Approval, the Planning Board found:
A. The requested use protects adjoining premises against seriously detrimental uses because
the addition is relatively small and complies with all other applicable zoning regulations,
except for amount of lot coverage. The requested use provides for surface water drainage
by allowing water from the porch to flow off the roof to the ground.
B. The requested use will promote the convenience and safety of vehicular and pedestrian
movement within the site and on adjacent streets and minimize traffic impacts on the
streets and roads in the area, because it will have no effect on existing traffic or pedestrian
movement.
C. The requested use will promote a harmonious relationship of structures and open spaces
