Musante, Jr. City Hall 210 Main Street Northampton,Mass. 01060 Dear Mayor Musante: Approximately two years ago I registered a complaint with the Building Inspector's Office in regards to a junk car-that was parked in the yard of one of my neighbor's, Helen and Wayne Torrey. ( Violation of Zoning Ordinance City of Northampton Article 8 Sec. 8.10 (17) ) At that time, I spoke with Mr. Cecil Clark and explained the situation to him. The car was unregistered and uninsured and was not being used. He told me he would look into the situation and get back to me. After several weeks and no response, I called his office again and spoke to Mr. Edward Tewhill. I again explained the situation to him and he said he would get back to me. After several weeks and no response, I called the Board of Health to register a complaint with them as the Torrey's were using the car as a con- tainer for garbage and trash. Mr. Peter McErlain assured me that something would be done about the garbage and trash, and several days later all the refuse was removed from the car. Several days later the Torreys started to throw garbagk2 in a hole on my boundary line in the wooded area of my property. I again called the Board of Health and they said they would look into the situation; however they suggested that the Torreys were probably making a compost pile. Nothing was ever done about this matter, but when the cold weather set in, the practice was stopped. As of this date, the junk car is still in the Torreys yard. Grass is growing high around it and on occasion the car is jacked up and tires are re- moved, leaving the car on the jack for several days at a time; this is also a hazardous situation. As a rule I do not go over department heads, however since they have not had the courtesy of replying or eliminating the problem, I decided to contact your office to get some action.
