Street sweeping will remove 10% TSS and a water quality basin has been sized to achieve average TSS removal rates in excess of 80%. VI. Summary The proposed stormwater management system for the Goggins-Raynor Door project has been designed to mimic existing hydrology patterns. Peak flow rates in post-development conditions closely match peak flow rates in existing conditions. Page 3 Raynor Doors, Northampton, MA November 8, 2007 Stormwater Drainage Report the removal of the lower portion of the existing gravel road. The rest of the driveway and the parking lot will be paved. Grading has been designed to direct new impervious area runoff from the building and parking lot to the detention basin located at the center of the site. Runoff rates to the eastern boundary control point are decreased due to the slower discharge rate of the detention basin through a 10" culvert with a 2.5" orifice and a 9.5' broad crested weir. The detention basin is treated with a water quality basin that will collect sediment before reaching the main basin area. In the 2, 10, and 100-year storm events the detention basin is designed to permit a controlled discharge to the east property line. This discharge mimics or is lower than the existing conditions discharge. V. Calculations, Design and Standards Water Quantity Drainage calculations were performed on Hydrocad Stormwater Modeling System version 8.0 using Soil Conservation Service (SCS) TR-20 methodology. The SCS method is based on rainfall observations, which were used to develop the Intensity-Duration-Frequency relationship, or IDF curve. The mass curve is a dimensionless distribution of rainfall over time, which indicates the fraction of the rainfall event that occurs at a given time within a 24-hour-.precipitation event. This synthetic distribution develops peak rates for storms of varying duration and intensities. The SCS distribution provides a cumulative rainfall at any point in time and allows volume dependent routing runoff calculations to occur. Watershed sub-catchment areas, runoff coefficients and watercourse slopes are based on The Berkshire Design Group site plans dated Jul 27, 2007. The control point used for design was the north half of the eastern property line. A watershed of approximately 3.206 acres was determined to run through this line as defined by the dotted outline defined as E-1 (see attached drainage maps). The watershed does not include some areas within the property that are not affected by proposed construction. In proposed conditions the water was routed to move through the water quality basin and detention basin before flowing to the control point (P-2) while the remaining area (P-1) continues to flow toward the control point as it does in existing conditions. The proposed detention basin will detain stormwater to prevent an increase in peak flow to the ultimate discharge points. Calculations were performed for the 2, 10 and 100-year frequency storms under existing and proposed conditions. The results of the calculations are shown in the summary table below: Page 2 Raynor Doors, Northampton, MA November 8, 2007 Stormwater Drainage Report I. Introduction The following report presents an analysis of the stormwater management system for the proposed construction of the Goggins-Raynor Door site located on Easthampton Road (Rt. 10) in Northampton. The proposed project is comprised of the demolition of two existing structures, the addition of a new 6,030 square foot building, parking area, and a stormwater management system. The purpose of this analysis is to evaluate the 2-, 10-, and 100-year peak flow rates and quantities for the site in both the pre- and post-development conditions and to develop a stormwater management system that will mitigate any potential impacts of stormwater runoff from the site that may occur as a result of the site development. II. Site Terrain and Soils The project site is comprised of a gradual sloping terrain trending from west to east and generally draining toward the east property line. The subsurface conditions at the site were evaluated based on the available soil survey information and are as follows: The USDA Soil Survey of Hampshire County, -Massachusetts, Central Part report classifies the site soils as: • (AmB)Amostown fine sandy loam - Hydrologic group C. • (GxD) Gloucester very stony fine sandy loam—Hydrologic group A III. Existing Conditions The project is located on the west side of Easthampton Road (Rt. 10) in Northampton. The parcel is rectangular shaped and is bounded by wetlands on the east and south property boundaries and by wooded and grassy areas along the west and north property line. The site is currently comprised of the 1 story house and shed in the center of the parcel and a gravel driveway and turnaround area. The remaining areas of the site contain wetlands, grass, and woods. Stormwater runoff from the entire parcel currently drains into the wetland area and intermittent stream at the east side of the site. IV. Proposed Conditions The site has been carefully designed to minimize any increases of stormwater into the eastern property boundary. Soils exposed for periods greater than two months shall be stabilized with erosion control blankets and netting, a covering of straw mulch, or a temporary cover of rye or other grass to prevent erosion and sedin-ientation. Drainage ditches shall be stabilized and seeded with a native perennial grass mixture. Any stabilization materials such as jute netting shall be firmly anchored to prevent them from being washed from slopes by rain or flooding. Preference should be given to biodegradable materials. 28. No disturbed areas or stockpiled materials will be left unprotected or without erosion control after this date. 29. No disposal of soils or other materials shall be allowed within: a 100-year floodplain;40 feet of the 100-year floodplain elevation;any wetland; or any area within 100-feet of a wetland, unless such areas are specifically approved by the Commission, in accordance with 310 CMR 10.00, and City of Northampton Ordinances - Chapter 24 30. Ongoing conditions that shall not expire with the issuance of a Certificate of Compliance are as follows: N/A )1. Upon completion of the work covered by this Order, the applicant shall submit an as>built plan, signed and stamped by a registered professional engineer or land surveyor,together with a written request for a Certificate of Compliance. The plan and written request shall specify any ways that the completed project differs from the plans referenced in the Order. The as-built plan shall include, at a minimum, and as applicable to the project: elevations of all pipe inverts and outlets,pipe sizes, materials, and slopes; all other drainage structures; limits of clearing,grading,and fill; all structures,pavement, and contours within 100 feet of wetland boundaries; all alterations within the wetland resource areas; and all dates of fieldwork. 32. The oviner of the property described in this Order must advise any potential buyer of the property that any construction or alteration to said property, including brush cutting or clearance,may require approval by the Northampton Conservation Commission. This Order of Conditions shall apply to any successor in interest or successor in control of the property subject to this Order and to any contractor or other person performing work conditioned by this Order. 16. Prior to the start of work, and if the project involves work adjacent to a Bordering Vegetated Wetland, the boundary of the wetland in the vicinity of the proposed work area shall be marked by wooden stakes or flagging. Once in place, the wetland boundary markers shall be maintained until a Certificate of Compliance has been issued by the Conservation Commission. 17. All sedimentation barriers shall be maintained in good repair until all disturbed areas have been fully stabilized with vegetation or other means. At notime shall sediments be deposited in a wetland or water body. During construction, the applicant or his/her designee shall inspect the erosion controls on a daily basis and shall remove accumulated sediments as needed.The applicant shall immediately control any erosion problems that occur at the site and shall also immediately notify the Conservation Commission, which reserves the right to require additional erosion and/or damage prevention controls it may deem necessary. Sedimentation barriers shall serve as the limit of work unless another limit of work line has been approved by this Order. 18. April 28, 2008 Page 3 of 3 Traffic Generation—Raynor Door Route 10 -Northampton, MA According to recent traffic counts published with The Village at Hospital Hill Environmental Impact Report, (dated April 2003, as prepared by Vanasse Associates, Inc. and Epsilon Associates, Inc., excerpts enclosed), the 2006 projected peak hour traffic volumes on South Street, (Route 10) at Earl Street, approximately 3,400 northerly of the site are 1 106 vehicles per hour (AM), 1,410 vehicles per hour (PM), with an average daily traffic volume in the order of 19,500 vehicles per day. Summary The proposed project is located on a straight section of roadway with adequate sight distance and wide shoulders. The proposed project will produce approximately 5 vehicles trips during the peak hour, or 36 vehicles per day. This increase in traffic volume is statistically insignificant to the Route 10 daily or peak hour traffic demand as shown above. These increases are within the normal daily variation of traffic and will not be perceived by users of Route 10 and would not impact the Level of Service of Route 10, or any of the other adjacent roadways or intersections. The facility can also be projected to generate approximately 3.89 vehicle trips per day, (50% entering, 50% exiting), per employee. PROPOSED PROJECT The proposed project consists of a single story building, which contains approximately 5,000 sf of commercial space, (3,400 sf of Warehouse, 900 sf of showroom and 700 sf office area) 9 parking spaces, and approximately 9 employees, (8 full time and one part time). The business use will be for a warehouse utilized for receiving and distributing pre-manufactured doors. The building driveway exits onto the east west of Route 10, (College Highway), approximately 2,400 feet northerly of the intersection of Lovefield Street and Route 10 and 3,400 southerly of the intersection of Earl Street and Route 10. Sight distance from the driveway exceeds 600 feet in both the Landscape Architecture northerly and southerly direction. Civil Engineering EXPECTED TRAFFIC GENERATED BY PROPOSED USE Planning An estimate was made of the traffic that would be generated by the proposed Land Surveying use of the facility during peak traffic periods, and also for a typical weekday. The peak periods assumed for analysis are the times of peak traffic demand on Route 10. The Institute of Transportation Engineers (ITE) Trip Generation manual, 6th Edition, was utilized to estimate the vehicle trips which could be expected to be generated by the project.
