COMPLIANCE WITH
REVIEW/APPROVAL CRITERIA
pedestrian access to the Hospital by focusing public entry at the east
end of the buildings, an area that is central to the overall campus.
Clarity of layout is emphasized. The layout of the connection of
Denniston Place to Hospital Road will be improved by providing a simpler
900 intersection.
The ambulance entrance and holding area will remain in its present
location. Roadway design and plantings will isolate this activity from
other vehicular and pedestrian activity.
Patient drop-off areas with limited short-term parking will be provided
at the new Main Entrance and at the existing Emergency/Outpatient
Entrance.
All requirements of the Massachusetts Architectural Barriers Board will
be complied with.
C. Parking is being reorganized to minimize the distance from the main
entrance to the Patient/Visitor parking areas.
A net increase of 191 spaces will assure adequate on-site parking. The
parking ration will be approximately one space per 500 gross square feet
of building.
The loading space for the Hospital , presently located at the southwest
corner of the complex, will not be altered by this project. Required
capacity for this type of activity will not be increased significantly
by this project.
D. The proposed addition is sited between two existing buildings of equal
or greater height, and as such, does not impinge on or block off any
usable open space, save for a small area of lawn south of the existing
Emergency Department. Total open space presently comprises 61% of the
site. Open space will comprise 54% of the site when this project is
implemented. No views across the site are blocked by this building.
The ordinance requires that this project receive a Finding from the
Zoning Board, based on the fact that it is an extension of a pre-
existing, nonconforming use.
E. The project will have no impact on the city's water supply and sewage
collection and treatment system except for a small increase in usage.
There will be not effect on the city's streets except for a very small
increase in traffic as described in the Narrative Description attached.

The design of the project addresses the criteria set forth in
■ Section 10.11, Paragraph 5,A through E in the following ways:
A. Surface water drainage will be handled by an underground
system of catch basins that distributes surface runoff
through a piped system to one existing and two new outfalls
at the south side of the project area. Excess runoff
presently leaves the site via a natural brook at the south
side of the site. This project will increase runoff by
approximately 2010. No detrimental effects are anticipated
due to this increase. A detention basin is proposed to
control the increased runoff. There will be no increase in
the rate of runoff leaving the site.
No significant new sources of sound will be added to the
site.
Existing, new, and relocated plantings will be designed to
minimize the visual effect of the new parking areas on the
abutters' and adjacent public spaces.
The proposed construction does not obstruct views across the
site. The proposed addition lies between two existing
higher buildings. The grading is such that the new parking
areas south of Denniston Place will not be visible from

NARRATIVE DESCRIPTION
A new elevator core will continue to the Fifth Floor and Penthouse level
above, connecting with each level of the existing West Building. In order to
maintain the potential for vertical expansion of the proposed addition, the
mechanical services for the addition will be housed in a new Penthouse located
at the existing roof of the West Building.
The Hospital is projecting an increase in admissions of approximately 1700 per
year by 1993. This, combined with an additional 6 employees, will generate
10-11 additional daily car trips, associated with this project, to the
Hospital .
Existing curb cuts to Locust Street will remain unaltered, but internal
reorganization of the parking lots and site roads will be undertaken in order
to increase parking capacity from 570 to 761 and to reorient parking and
circulation to the new Main Entrance of the building.

Architecture The project involves a new addition of 65,320 gross square feet
Interiors plus related sitework required to reorganize and expand the
parking areas.

The proposed addition is intended to increase the hospital
efficiency by relocating and expanding certain existing functions
within the Hospital , and at the same time improving the internal
organization of the Hospital in terms of movement of patients,
visitors, staff and materials.
The proposed addition will contain the new Main Entrance to the
hospital . The existing Main Entrance, located at the north side
of the complex will become the Staff Entrance.
Certain existing hospital structures presently housing patient
services cannot be updated to meet today's standards for
healthcare facilities, and these spaces will be retired from use
by patients. The four-level addition will contain:
