Planning Board - Decision City of Northampton Hearing No.: PLN-2004-0040 Date: December 17, 2003 In granting approval of the Site Plan with requested waivers and 5%reduction in parking requirement, the Planning Board found the following: 1. The requested use protects adjoining premises against seriously detrimental uses. Including mitigating stormwater runoff,sound and sight buffers and preservation of views,light, and air;and 2. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent streets,minimize traffic impacts on the streets and roads in the area including the arrangement of parking and loading spaces,and provisions for persons with disabilities. The applicant will be improving an existing crosswalk to direct employees to dedicated parking areas. A. The Planning Board granted a reduction in parking requirements in accordance with Section 8.6. B. The project,including any concurrent road improvements, will not decrease the level of service(LOS)of all area roads or intersections effected by the project below the existing conditions because no additional employees are planned as a result of this lab/records expansion. 3. The requested use will promote a harmonious relationship of structures and open spaces to the natural landscape,existing buildings and other community assets in the area. Existing temporary storage trailers will be removed from the site upon completion of the building. 4. The requested use will not overload,and will mitigate adverse impacts on, the City's resources including the effect on the City's water supply and distribution system,sanitary and storm sewage collection and treatment systems, fire protection,streets and schools. The applicant will be eliminating at least one combined sanitary and storm drain line and will dye test another line to eliminate any combination. The Board further determined that"piecemeal"approach of stormwater upgrades and management on this site is appropriate in this instance and the applicant is meeting the standards in the Zoning Ordinance. The applicant presented information to the Board related to future expansions related to implementation of the Hospital's masterp/an. The planned improvements will incorporate designs that will address and improve existing systems. 5. The requested use meets any special regulations set forth in the Zoning Ordinance. The Board found that there is ample parking on site for employees and patients of the hospital to warrant a 5%reduction in parking. The Hospital's plans for a parking deck and future development will provide additional spaces to meet future needs. 6. Compliance with the following technical performance standards have been met: A. Curb cuts are not affected/changed. B.Pedestrian,bicycle and vehicular traffic movement on site have been separated, to the extent possible,and sidewalks within the site have been provided. C. The applicant has shown that there is no increase in peak flows from the two(2)and ten(10)year Soil Conservation Service design storm from pre-development conditions(the condition at the time a site plan approval is requested)and the runoff from a 4110 inch rain storm(first flush)is detained on site for an average of six hours. This is being accomplished through the use of an underground detention facility. In addition, catch basins will have sumps of a minimum of four(4)feet. HARDSHIP: CONDITION OF APPROVAL: 1)Prior to issuance of a building permit,revised plans shall be submitted showing the realigned crosswalk that extends the entire width of the drive aisle to the parking island shown on sheet 4 of 8. 2)Revised plans shall also show accurate measurements for all inverts on drain systems. 3) This sheet 4 must include the planting schedule with alternative to Burning Bush. 4)Prior to issuance of building permit,a dye test should be completed on catch basin 1 to ensure that it is not connected to the sanitary sewer. Sedimentation will be removed from the underground detention basin annually or more frequently if needed. c.Sedimentation, floating oils,and floating debris will be removed from catch basins as needed, once per year or more frequently depending on the siltation and floating debris. 6).A minimum of 18"separation shall be maintained between water and drain lines. 7).Prior to the issuance of a certificate of occupancey, the storage trailers in the parking lot shall be removed.
